Decision No. 19/2007/QĐ-BBCVT On the issuance of connection tariffs between the Inmarsat network of Vietnam Maritime Electronics Information Joint Stock Company and the public telecommunications networks of Vietnamese telecommunication enterprises

DECISION

Regarding the issuance of connection charges between the Inmarsat network of Vietnam Maritime Electronics Information Joint Stock Company and the public telecommunications networks of Vietnamese telecommunication enterprises MINISTER OF POSTS AND TELECOMMUNICATIONS Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on managing service rates for postal and telecommunication services;

Based on the proposal of the Director of the Planning and Finance Department.

Issuing connection charges between the Inmarsat network of Vietnam Maritime Electronics Information Joint Stock Company (Vishipel) and the public telecommunications networks of Vietnamese telecommunication enterprises as follows:

1. Communication from Inmarsat terminal equipment to the public telecommunications network of Vietnam:

DECISION:

Article 1. 1.1 For calls terminating in Vietnam, Vishipel pays the connection charge:

a) Connection charge using international gateway: 300 VND/minute;

b) Connection charge paid to inter-provincial network (if applicable): Calculated according to the current regulations for calls from international direction passing through the inter-provincial network to terminate in Vietnam;

c) Connection charge into provincial intra-network, intra-provincial mobile network (hereinafter referred to as provincial intra-network); into mobile network: Calculated according to the current regulations for connection charges of calls from international direction terminating in provincial intra-network, mobile network of Vietnam.

1.2 For calls transiting through the public telecommunications network of Vietnam to terminate at the public telecommunications network of another country or another Inmarsat network, Vishipel pays the connection charge:

a) Connection charge using the international gateway of Vietnamese telecommunication enterprises: 300 VND/minute;

b) Termination charge at the public telecommunications network of another country or another Inmarsat network: To be agreed upon by Vishipel and the Vietnamese international telephone service provider based on mutual agreement with foreign partners, following the principle of non-discrimination among enterprises.

2. Communication from the public telecommunications network of Vietnam to Inmarsat terminal equipment. For calls from the public telecommunications network of Vietnam to Inmarsat terminal equipment, the initiating enterprise pays Vishipel the connection charge (including the part paid by Vishipel to Inmarsat):

a) Inmarsat Mini-M (Telephone, Fax, data transmission within voice band): 1.0 USD/minute;

b) Inmarsat B (Telephone, Fax, data transmission within voice band): 1.5 USD/minute.

The connection charges specified in Article 1 of this Decision do not include value-added tax.

This Decision takes effect 15 days after its publication in the Official Gazette. All previous provisions contrary to this Decision are hereby abolished.

Article 2. The Heads of the Office, Directors of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, General Directors, Directors of telecommunication enterprises, Directors of Vietnam Maritime Electronics Information Joint Stock Company, and Heads of related units are responsible for implementing this Decision./.

Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decision are hereby abolished.

Article 4. The Director of the Office, the Head of the Planning and Finance Department, the Heads of units under the Ministry of Posts and Telecommunications, the General Directors, the Directors of telecommunications enterprises, the Director of Viet Nam Maritime Electronic Information Company, and the Heads of related units are responsible for implementing this Decision./.
