CIRCULAR
Guidelines for Establishing Urban Planning and Architecture Management Regulations

Pursuant to the Law on Urban Planning No. 30/2009/QH12;
Pursuant to Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to the Government Decree No. 38/2010/NĐ-CP dated April 7, 2010 on Urban Space, Architecture, and Landscape Management,
The Ministry of Construction hereby provides guidelines for establishing urban planning and architecture management regulations as follows:
Clause 4 of Article 6Establishing urban planning and architecture management regulations (hereinafter referred to as the Regulation) according to the guidelines set out in the appendices attached to this Circular includes:
1. For centrally-administered cities: establish urban planning and architecture management regulations according to Appendix 1.
2. For cities and towns directly under provinces: establish urban planning and architecture management regulations according to Appendix 2.
3. For towns directly under districts (townships) not belonging to centrally-administered cities: establish urban planning and architecture management regulations according to Appendix 3.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentGeneral provisions for the Regulation:
1. The urban planning and architecture management regulation shall be established based on compatibility with urban planning, urban design, standards, norms, and overall development directions of the area and the entire city, consistent with the provisions of Government Decree No. 38/2010/NĐ-CP dated April 7, 2010 on Urban Space, Architecture, and Landscape Management.
2. The content of the regulation must inherit and be consistent with current regulations on architecture, landscape, and urban heritage. Depending on local conditions, practical requirements regarding topography, climate, cultural customs, economic and social conditions, scale, and nature of the city, the content of the regulation may be adjusted and supplemented appropriately based on current laws.
3. This regulation serves as a basis for considering permits for new construction or renovation and refurbishment of architectural works and urban landscape designs; it is also a reference for determining the establishment of planning tasks and urban design for areas without approved urban planning and design.
Article 3. This Circular takes effect from December 10, 2010. This Circular replaces Circular No. 08/2007/TT-BXD dated September 10, 2007 of the Ministry of Construction guiding the Establishment, Review, and Approval of Urban Architecture Management Regulations.
Article 4. Provincial People's Committees, centrally-administered cities, cities directly under provinces, towns, and relevant organizations and individuals are responsible for implementing this Circular.
During implementation, if there are any difficulties, please send comments to the Ministry of Construction for study and resolution./.

MODEL OF URBAN PLANNING AND ARCHITECTURE MANAGEMENT REGULATION FOR CENTRALLY-ADMINISTERED CITIES
(Annexed to Circular No. 19/2010/TT-BXD dated October 22, 2010 of the Ministry of Construction)
GENERAL REQUIREMENTS FOR THE REGULATION
1. For centrally-administered cities: establish a general urban planning and architecture management regulation (hereinafter referred to as the Regulation) for the city; for the central urban area of the city, districts, towns directly under the city, and townships within the city, separate regulations should be established; these separate regulations must be established based on compliance and consistency with the city’s general regulation. If separate regulations are established before the general regulation, they must be updated into the general regulation subsequently.
In cases where objects relate to multiple districts or towns such as major avenues or main roads through the city, the general regulation of the city must be followed; sections passing through districts or towns must comply with the specific regulations of those areas but must not conflict with the general regulation.
2. For areas that already have approved urban planning and design, the regulation should be established based on the urban planning project, management regulations according to the approved urban planning project, and approved urban design project.
For areas without detailed urban planning or design projects, the content of the regulation applies to objects as stipulated in Chapter II of Government Decree No. 38/2010/NĐ-CP dated April 7, 2010 on Urban Space, Architecture, and Landscape Management and must be consistent with standards, norms, and overall urban development directions.
3. The regulation needs to include maps and illustrative diagrams to indicate management areas and boundaries.
A. GENERAL URBAN PLANNING AND ARCHITECTURE MANAGEMENT REGULATION FOR THE CITY
Objective: To manage the implementation of urban planning projects approved, control according to architectural development directions, protect the urban landscape throughout the city; control new construction, renovation, and urban beautification; specify the management responsibilities for planning and architecture at various levels of city government.
Scope of application: Management of planning and architecture within the city's boundaries; domestic and foreign organizations and individuals involved in urban space, architectural, and landscape activities must comply with this Regulation.
Provisions on responsibilities and organization of implementation:
The People's Committee of the city shall be responsible for:
- Identifying areas that need priority beautification and renovation; determining areas prioritized for urban planning and design, specific regulations; developing programs and plans for implementing and adjusting urban planning and design;
- Specifying the responsibilities of organizations, individuals, and relevant agencies and organizing the implementation of the regulation (as stipulated in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management).
1. Management regulations for urban planning and space
1.1. For existing urban areas
- Define and limit management zones (such as old towns, old streets, old neighborhoods...);
- Establish mechanisms to encourage and facilitate investors in renovating and upgrading old urban areas (this content may be specified in a separate article or chapter, depending on local conditions);
- Regulations for areas without approved detailed planning (require planning, construction, renovation, and upgrading with specific plans; have management solutions, mobilize social and business resources to participate...; manage along streets, alleys...; achieve consensus among residents based on preliminary drawings and detailed plans down to each house, tree, power pole...).
1.2. For new urban areas
- Manage according to approved urban planning projects and new urban area management regulations;
- Specify procedures for construction in new urban areas (such as infrastructure, social facilities, urban greenery, housing...);
- Establish mechanisms to encourage and guide investors in building new model urban areas.
1.3. For urban scenic areas
- Park systems and specific regulations (specify each park in the city);
- Greenery systems;
- River, lake, and surrounding landscape systems, maintenance and restoration regulations.
1.4. For conservation areas
- Manage according to the Law on Cultural Heritage and related laws;
- Identify conservation areas, areas with valuable structures, conservation orientations, zoning according to control levels, protection; specify areas for development;
- Specific regulations for conservation structures, historical-cultural relics, other structures in the area;
(Regulations aimed at preserving and promoting the inherent values of the area such as culture, space, architecture, landscape; preserving ancient structures, for other structures, urban amenities must be compatible with the characteristics of the conservation area...).
1.5. For industrial areas
- Environmental protection regulations (wastewater standards, wastewater receiving sources, wastewater treatment areas, solid waste collection and transfer locations...), regulations ensuring isolation distances from residential areas, buffer zones, noise reduction... Regulations on relocation and change of purpose for industrial areas within the city affecting the environment. Polluting sources must have specific solutions;
- Requirements for planning, architecture, density control, land occupation ratio of functional areas in industrial zones according to approved planning, height restrictions, administrative building and civil construction forms before factories, main gate layout, factory fence, square, access roads, greenery, flower gardens...;
- Regulations on technical infrastructure systems: traffic, drainage, waste...
(Content aimed at ensuring environmental, traffic, architectural, and landscape requirements).
1.6. For development reserve areas, national defense and security lands
a) Development reserve areas:
- Adhere to approved planning (do not construct projects contrary to the designated land use functions in development reserve areas as defined in approved planning projects);
- Have plans and effective land use schemes during non-construction periods (land use plans according to short-term, medium-term, and long-term development stages);
- Planning and architectural requirements: construction boundaries, density, maximum building height, controlled construction elevation, and permitted building grades (depending on the actual situation of each locality);
- Regulations on related technical infrastructure systems.
b) National defense and security facilities (managed according to the approved planning project and in compliance with Decree No. 38/2010/NĐ-CP).
1.7. For border areas between urban and rural areas, villages within the city center
- Define village and neighborhood boundaries;
- Control architectural forms and garden arrangements;
- Organize technical infrastructure systems, environmental sanitation, urban civilization in streets, alleys, village areas, blocks, houses;
- Regulations on construction boundaries, ground level, controlled construction elevation, maximum building height, density, connection points for technical infrastructure systems: electricity, water supply, drainage, environmental sanitation...;
- Develop according to approved planning. In cases where there is no planning, the decision is made by the competent authority in accordance with Article 10 of Decree No. 38/2010/NĐ-CP;
- Management measures (street-facing houses, houses in villages...); classify houses in the area and user categories (lot houses, villas, garden houses...) to propose appropriate management regulations;
- For traditional villages within the city center, regulations are based on cultural, landscape, and architectural values and take into account local residents' proposals.
2. REGULATIONS ON MANAGEMENT OF ARCHITECTURAL WORKS
2.1. FOR PUBLIC WORKS
- GUIDELINES FOR THE REFORMATION OF OLD SPACES AND ARCHITECTURE;
- GUIDELINES FOR NEW CONSTRUCTION AND CONTROL OVER ARCHITECTURAL LANGUAGE, HEIGHT...
(IN THE OLD CITY CENTER, NEW DEVELOPMENT AREAS, ARCHITECTURAL MANAGEMENT SHALL BE IN ACCORDANCE WITH PLANNING, ENSURING BUILDING DENSITY, SETBACK HEIGHT, FOCAL POINTS, VIEWS...).
2.2. FOR RESIDENTIAL WORKS
REGULATIONS ON ARCHITECTURAL MANAGEMENT FOR EACH TYPE OF RESIDENTIAL BUILDING IN URBAN AREAS (FORM, STYLE...);
a) EXISTING RESIDENTIAL BUILDINGS; (GUIDELINES FOR ARCHITECTURAL SPACE MANAGEMENT)
- FOR INDIVIDUAL HOUSES, SELF-BUILT BY CITIZENS (DESIGN IS REQUIRED, FOR NEW URBAN AREAS, URBAN DESIGN IS REQUIRED, FOR OLD AREAS, IMPROVEMENT AND RENOVATION ARE NECESSARY);
- FOR APARTMENTS;
- FOR THE REFORMATION OF OLD HOUSES ALONG STREETS;
b) NEWLY BUILT RESIDENTIAL BUILDINGS (CONSTRUCTION MANAGEMENT ACCORDING TO APPROVED DETAIL PLANS).
2.3. FOR SPECIALIZED WORKS
REGULATIONS FOR CULTURAL AND SPECIAL ARCHITECTURAL WORKS SUCH AS STATUES, MEMORIALS, SPECIAL CULTURAL WORKS; RELIGIOUS AND BELIEF WORKS (TEMPLES, SHRINES, CHAPELS, AMIS, SHRINES, CHURCHES...) OF VALUE AND OTHER WORKS.
- REGULATIONS FOR RELIGIOUS AND BELIEF WORKS (PRESERVATION OF HERITAGES; CONTROL OVER NEW CONSTRUCTION OF RELIGIOUS AND BELIEF WORKS);
- REGULATIONS FOR STATUE AND MEMORIAL WORKS (REQUIREMENTS FOR THE ROLE OF ARCHITECTS IN STATUE AND MEMORIAL WORKS; CLOSE COOPERATION BETWEEN ARTISTS, ARCHITECTS, AND INVESTORS);
3. REGULATIONS ON MANAGEMENT OF TECHNICAL INFRASTRUCTURE AND TRANSPORTATION WORKS
- STREETS, SIDEWALKS, HANDRAILS, TRAIN TRACK GUARD RAILS, ROADWAY TERMINALS, WATERWAY TERMINALS;
- SIGNAL LIGHT SYSTEMS, LIGHT POLE FORMS, SIZES, FUNCTIONALITIES;
- OTHER WORKS SUCH AS CEMETERIES, MAUSOLEUMS, KEY INFRASTRUCTURE WORKS...
(REGULATIONS MUST BE IN LINE WITH PLANNING, ENSURING AESTHETIC QUALITY, ENVIRONMENT, AND SYNCHRONOUS CONNECTIONS).
B. REGULATIONS ON MANAGEMENT OF URBAN PLANNING AND ARCHITECTURE FOR THE CITY CENTER ZONE
THE PEOPLE'S COMMITTEE OF THE CITY SHALL DEFINE AND ORGANIZE THE ESTABLISHMENT OF REGULATIONS FOR THE CITY CENTER COMPRISING CENTRAL DISTRICTS AND THE CITY CORE AREA (WHERE THERE ARE MARKERS OF THE CITY'S FORMATIVE HISTORY) BASED ON ALIGNMENT WITH THE CITY'S GENERAL URBAN PLANNING AND ARCHITECTURE REGULATIONS.
OBJECTIVE: TO MANAGE DEVELOPMENT ACCORDING TO APPROVED PLANS, GUIDE URBAN ARCHITECTURAL DEVELOPMENT, PROTECT URBAN SCENERY WITHIN THE CITY CENTER AREA; CONTROL CONSTRUCTION, RENOVATION, AND DEVELOPMENT INSIDE THE CITY CENTER; SPECIFY THE RESPONSIBILITIES OF URBAN PLANNING AND ARCHITECTURE MANAGEMENT FOR ALL LEVELS OF GOVERNMENT.
SCOPE OF APPLICATION: MANAGEMENT OF URBAN PLANNING AND ARCHITECTURE WITHIN THE CITY CENTER BOUNDARIES. DOMESTIC AND FOREIGN ORGANIZATIONS AND INDIVIDUALS INVOLVED IN URBAN SPACE AND ARCHITECTURAL LANDSCAPES IN THE CITY CENTER MUST COMPLY WITH THESE REGULATIONS.
RESPONSIBILITY AND IMPLEMENTATION ORGANIZATION: THE CITY PEOPLE'S COMMITTEE SHALL IDENTIFY AREAS THAT NEED PRIORITIZED RENOVATION AND REFORMATION; DEFINE AREAS THAT NEED PRIORITIZED URBAN PLANNING AND DESIGN; DEVELOP PROGRAMS AND PLANS FOR URBAN PLANNING AND DESIGN IMPLEMENTATION AND ADJUSTMENT; SPECIFY RESPONSIBILITIES FOR ORGANIZATIONS, INDIVIDUALS, AND RELATED AUTHORITIES AND IMPLEMENTATION OF THE REGULATIONS (AS PER DECREE NO. 38/2010/ND-CP OF THE GOVERNMENT ON URBAN SPACE, ARCHITECTURE, AND LANDSCAPE MANAGEMENT).
1. REGULATIONS ON MANAGEMENT OF URBAN PLANNING AND SPACE
1.1. FOR OLD URBAN AREAS, REFORMATION, AND RENOVATION
- IDENTIFY AREAS THAT NEED REFORMATION AND RENOVATION IN THE CITY AND SPECIFY REQUIREMENTS FOR THESE AREAS; DEFINE LOCATIONS, BOUNDARIES, AND SCALE OF EACH SMALL AREA OR THE WHOLE AREA (BASED ON LAND AREA, STREET BLOCKS...);
- REGULATE AND CONTROL URBAN PLANNING AND ARCHITECTURE FOR EACH STREET IN THE NEIGHBORHOODS (RED LINE LIMITS, CONSTRUCTION LIMITS, CONTROLLED BUILDING HEIGHTS, BUILDING HEIGHTS, ARCHITECTURAL FRONTAGE FORMS, BUILDING MATERIALS, COLORS...);
- REGULATE MANAGEMENT FOR ARCHITECTURALLY VALUABLE WORKS THAT ARE SYMBOLS OF THE CITY, CONTRIBUTING TO THE DISTINCTIVE IMAGE OF THE CITY;
- REGULATE THE PRESERVATION OF ORIGINAL ARCHITECTURE IF IT IS LISTED FOR PRESERVATION (E.G., STRICTLY PROHIBITING EXPANSION AND OVERLAPPING THAT ALTER THE ORIGINAL ARCHITECTURE); SPECIFY WHICH WORKS CAN BE ALLOWED TO BE RENOVATED OR DEMOLISHED AND REBUILT;
- REGULATE PERIODIC MAINTENANCE TIMES;
- REGULATE THE ARRANGEMENT AND ORGANIZATION OF TECHNICAL INFRASTRUCTURE SYSTEMS ALONG EACH STREET IN THE AREA;
1.2. FOR NEW RESIDENTIAL AREAS
- IDENTIFY NEW RESIDENTIAL AREAS IN THE CITY AND SPECIFY REQUIREMENTS FOR THESE AREAS; REGULATE MANAGEMENT ACCORDING TO APPROVED URBAN PLANS;
- NEW URBAN AREAS NEED SEPARATE REGULATIONS ON URBAN PLANNING AND ARCHITECTURE MANAGEMENT;
- Specify procedures for construction in new urban areas (such as infrastructure, social facilities, urban greenery, housing...);
1.3. FOR SQUARES, MAIN ROADS, AND MAJOR STREETS
- REGULATE MANAGEMENT OF SPACE, ARCHITECTURE, AND LANDSCAPE AROUND SQUARES; REQUIREMENTS FOR SQUARE MANAGEMENT (GREENERY, ARCHITECTURAL OBJECTS...);
- DEFINE MAIN STREETS, MAIN AXES, CITY ENTRANCES, AND SPECIFY REQUIREMENTS FOR TYPES OF ARCHITECTURAL WORKS PERMITTED TO BE BUILT ALONG THE STREET ACCORDING TO APPROVED PLANS;
- PROVIDE ARCHITECTURAL GUIDELINES FOR SQUARES, MAIN ROADS, AND MAJOR STREETS;
- REGULATE AND CONTROL SETBACKS, BUILDING HEIGHTS, ARCHITECTURAL FORMS OF STRUCTURES (BUILDING MATERIALS, COLORS, STRUCTURES, FRONTAGE FORMS), PARTS PROJECTING OUTSIDE THE STRUCTURE (FACING THE STREET, ALONG THE SIDES OF THE LOT);
- REGULATE CONSTRUCTION CONTROL AT MAJOR STREET INTERSECTIONS AND FOCAL POINT LOCATIONS;
- REGULATE LANDSCAPES: TREES (TYPES), FENCES (DIMENSIONS, MATERIALS, STYLES...);
- REGULATE THE FORMS AND SIZES OF SIGNS AND ADVERTISEMENTS ALONG THE ENTIRE STREET (THROUGH THE URBAN AREA);
- REGULATE THE ARRANGEMENT AND ORGANIZATION OF TECHNICAL INFRASTRUCTURE SYSTEMS ALONG EACH STREET; SAFETY BUFFER ZONES FOR TRAFFIC; STRICTLY PROHIBIT CONSTRUCTION WITHIN TRAFFIC BUFFER ZONES.
1.4. FOR THE ADMINISTRATIVE AND POLITICAL CENTER ZONE
- DEFINE THE CHARACTERISTICS AND TYPES OF WORKS PERMITTED TO BE BUILT IN THE AREA;
- SPECIFY MORE DETAILS THAN IN THE PLANNING DOCUMENTS TO CONTROL CONSTRUCTION.
- Provisions for architectural language control, color, administrative square setback; form of public authority architecture; highlights of architectural complex areas...
1.5. For landscape areas such as parks, greenery, rivers, lakes
- Management limits;
- In cases where cities have parks or lakes as focal points, specific regulations must be detailed. Specific provisions regarding trees along streets (type of tree, height, planting location).
1.6. For security and defense areas
- Regulations and requirements for planning and architecture: construction boundary, building density, maximum building height; architectural form (main facade shape, color, construction material); greenery, gardens, fences, gates, parking lots…
- For residential areas within security and defense zones, specific regulations must also be established (tailored to each situation to write appropriate regulations, which may consider them as regular residential areas or implement protective measures…);
- Regulations on technical infrastructure systems: traffic, drainage, communication systems;
2. REGULATIONS ON MANAGEMENT OF ARCHITECTURAL WORKS
2.1. FOR PUBLIC WORKS
- Management of building density within premises; regulations on interstitial construction within premises, protection of public spaces (playgrounds, flower gardens...);
- Regulations on management and renovation of old buildings concerning building density and height according to detailed planning;
- Regulations on new construction management and architectural language control, height... (mainly guiding urban architecture);
2.2. FOR RESIDENTIAL WORKS
a) For old residential areas, renovated and refurbished residential areas with approved planning schemes: manage according to the approved planning scheme;
b) For old residential areas, renovations, and refurbishments without planning schemes:
- Classify residential areas based on construction time, service life, determining the scale and boundaries of the entire area;
- Specify the timeline, plan, and requirements for planning, renovation, refurbishment, and new construction:
+ Planning, construction, renovation, and refurbishment must maintain architectural space, landscape, and build technical and social infrastructure projects synchronously according to planning (schools, kindergartens, playgrounds, healthcare facilities…), ensuring environmental standards;
+ Old residential areas beyond their service life, deteriorated, or listed as dangerous structures need to be planned for phased renovation and reconstruction;
+ Residential complexes and collective housing must have periodic maintenance regulations;
- No unauthorized expansion or overlap that affects the structure and architectural form of the project;
- Mandatory regulations to protect public spaces (playgrounds, flower gardens), strictly prohibiting organizations and individuals from encroaching on green areas, flower gardens, playgrounds, public land for commercial or residential purposes;
- Regulations on the arrangement and organization of technical infrastructure systems in the area;
c) For individual houses, self-built residences:
- Manage according to approved planning schemes;
- If there is no planning scheme, follow local government guidelines and make them public for implementation;
- Regulations on red line boundaries, construction boundaries, controlled building heights for streets, roads, alleys…;
- Regulations on minimum land area for construction, building height, density, architectural form, construction materials…;
- Regulations on architecture, provisions for the arrangement and organization of technical infrastructure systems, environmental sanitation in streets, alleys, areas, blocks, house numbers;
- Regulations on traffic safety zone boundaries, public transportation land, strictly prohibiting the occupation of these lands for temporary or encroachment constructions;
- Encourage organizations and individuals to participate in urban beautification and renovation in accordance with planning;
d) Regulations for existing residential buildings (such as temporary houses, semi-permanent houses);
e) Regulations for new constructions inserted into existing buildings;
2.3. FOR SPECIALIZED WORKS
- REGULATIONS FOR RELIGIOUS AND BELIEF WORKS (PRESERVATION OF HERITAGES; CONTROL OVER NEW CONSTRUCTION OF RELIGIOUS AND BELIEF WORKS);
- REGULATIONS FOR STATUE AND MEMORIAL WORKS (REQUIREMENTS FOR THE ROLE OF ARCHITECTS IN STATUE AND MEMORIAL WORKS; CLOSE COOPERATION BETWEEN ARTISTS, ARCHITECTS, AND INVESTORS);
3. REGULATIONS ON MANAGEMENT OF TECHNICAL INFRASTRUCTURE AND TRANSPORTATION WORKS
- STREETS, SIDEWALKS, HANDRAILS, TRAIN TRACK GUARD RAILS, ROADWAY TERMINALS, WATERWAY TERMINALS;
- Traffic signal systems, lamp posts, advertisements, architectural forms, dimensions, functions;
- OTHER WORKS SUCH AS CEMETERIES, MAUSOLEUMS, KEY INFRASTRUCTURE WORKS...

C. MANAGEMENT REGULATIONS AND ARCHITECTURE PLANNING FOR DISTRICTS
The People's Committee of the district shall establish management regulations for the district based on compatibility with the central urban area management regulations and the city-wide common regulations. For districts with special planning, architectural, and landscape characteristics, separate regulations must be established (for example, areas around Hoàn Kiếm Lake, Ba Đình Central Government Area, Old Quarter in Hanoi...). Other cities should determine areas requiring separate regulations based on their specific features and actual conditions.
Objective: To manage according to the approved urban planning scheme, guide the development direction of architecture, protect and enhance the value of urban landscape within the district's scope; control construction, renovation, and development activities within the district; specify the specific responsibilities for urban planning and architectural management at various levels of government.
Scope and applicability: Management of urban planning and architecture within the district boundaries. Organizations and individuals, both domestic and foreign, engaged in activities related to space, architecture, and landscape within the district shall be responsible for implementing this Regulation accordingly.
Provisions on responsibility and implementation organization: The People's Committee of the district identifies areas that need priority renovation and improvement; determines areas prioritized for planning and designing urban areas and specific regulations; develops programs and plans to implement and adjust urban planning and design; specifies the specific responsibilities for organizations, individuals, and relevant agencies and implements the regulation (as stipulated in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management).
1. Management regulations for urban planning and space in the district
1.1. For old urban areas, areas undergoing renovation and improvement
- Identify areas for urban renovation and improvement within the city and specify detailed provisions for each area; define positions, boundaries, and scale of each small area or the entire area (based on land area, street blocks...); regulate management regarding planning and architectural indicators along each street in the old neighborhood (red line, construction boundary, controlled building height, number of floors, facade architectural form, building materials, color...);
- Regulate management for buildings listed for preservation (with architectural significance contributing to the distinctive image of the city); specify regular maintenance periods; regulate the arrangement and organization of technical infrastructure systems along each street in the area.
1.2. For new urban areas
- Adhere to the approved urban planning; additional provisions due to violations of planning during implementation;
- Establish urban management regulations according to urban civilization standards;
- Specify procedures for construction in new urban areas (such as infrastructure, social facilities, urban greenery, housing...);
1.3. For main road corridors, traffic intersections, and major streets
- Identify main streets and urban axes, specify types of architectural structures allowed to be built along the route;
- Regulate and control setbacks of buildings, building heights, architectural forms (building materials, colors, structures, facade forms); parts extending beyond the building (facing the street, along the side boundary of the plot);
- Specify the architectural forms of buildings at street corners and locations of focal point structures;
- Specify landscape regulations: greenery (types of trees), fences (sizes, materials, styles...); specify signage and advertising board forms along the entire route (through urban areas);
- Regulate the arrangement and organization of technical infrastructure systems along each street; strictly prohibit construction within traffic safety zones;
1.4. For park, greenery, river, and lake areas
(As specified in Section A of the Appendix. If there are different characteristics or new requirements, they should be described more specifically with specific place names).
1.5. For preservation areas
Clearly identify structures requiring preservation within the district, determine preservation zones. (As specified in Section A of the Appendix. If there are different characteristics or new requirements, they should be described more specifically to reflect reality).
1.6. For industrial areas
(As specified in Section A of the Appendix. If there are different characteristics or new requirements, they should be described more specifically to reflect reality).
1.7. For security and defense areas
(As specified in Section A of the Appendix. If there are different characteristics or new requirements, they should be described more specifically to reflect reality).
2. REGULATIONS ON MANAGEMENT OF ARCHITECTURAL WORKS
2.1. FOR PUBLIC WORKS
- Manage building density within premises;
- Regulate the renovation of old structures, control building density, setbacks, and height according to detailed planning;
- Guide new construction regarding architectural language, height...
(In old central areas, new construction areas, manage architecture according to planning, ensuring building density, height, focal points, and views).
2.2. FOR RESIDENTIAL WORKS
a) For new residential complexes and old residential complexes undergoing renovation and improvement with approved planning: manage according to the planning scheme and approved planning management regulations.
b) For old residential areas, renovations, and refurbishments without planning schemes:
Determine the location, boundaries, and scale of the entire area (land area); classify residential complexes based on construction time and service life; specify processes, plans, and requirements for planning, renovation, improvement, and new construction:
+ Construction and renovation must maintain architectural and landscape space, build integrated infrastructure and social facilities according to planning (schools, kindergartens, playgrounds, healthcare facilities...), ensuring environmental requirements...;
+ Old residential complexes exceeding their service life, deteriorating, or listed as dangerous buildings must be gradually planned for renovation and reconstruction;
+ Residential complexes and collective housing must have regular maintenance regulations.
- Strictly prohibit unauthorized expansion and overlapping that affects the structure and architectural form of buildings;
- Regulations to protect public spaces such as playgrounds and gardens, prohibiting organizations and private entities from encroaching on green areas, gardens, playgrounds, and public lands for commercial or residential purposes;
- Regulations on the arrangement and organization of technical infrastructure systems in the area;
c) For individual houses, self-built residences:
- Manage according to approved planning and construction guidelines aligned with future development plans;
- Regulations on red line boundaries, construction boundaries, controlled building heights for streets, roads, alleys…;
- Regulations on minimum land area for construction, building height, density, architectural form, construction materials…;
- Regulations on architecture, provisions for the arrangement and organization of technical infrastructure systems, environmental sanitation in streets, alleys, areas, blocks, house numbers;
- Regulations on traffic safety zone boundaries, public transportation land, strictly prohibiting the occupation of these lands for temporary or encroachment constructions;
- Encourage organizations and individuals to participate in urban beautification and renovation in accordance with planning;
2.3. FOR SPECIALIZED WORKS
- REGULATIONS FOR RELIGIOUS AND BELIEF WORKS (PRESERVATION OF HERITAGES; CONTROL OVER NEW CONSTRUCTION OF RELIGIOUS AND BELIEF WORKS);
- Regulations for monuments and commemorative structures (the role of architects in monument and commemorative structures; close cooperation between artists, architects, and investors);
3. REGULATIONS ON MANAGEMENT OF TECHNICAL INFRASTRUCTURE AND TRANSPORTATION WORKS
- STREETS, SIDEWALKS, HANDRAILS, TRAIN TRACK GUARD RAILS, ROADWAY TERMINALS, WATERWAY TERMINALS;
- Traffic signal systems, lamp posts, advertisements, architectural forms, dimensions, functions;
- Other structures such as cemeteries, key infrastructure projects...
(Must comply with planning, ensure aesthetics, environment, and integrated connectivity).
D. MANAGEMENT REGULATIONS FOR URBAN PLANNING AND ARCHITECTURE IN SUB-CITIES WITHIN THE CITY
The People's Committee of the sub-city shall organize general management regulations for the sub-city based on alignment with the city-wide management regulations.
Objective: Managing urban planning, architecture, and landscape within the entire township; controlling construction, renovation, and development activities in the township; specifying the responsibilities for managing urban planning and architecture at various levels of government.
Scope and applicability: Management of urban planning and architecture within the township's boundaries. Domestic and foreign organizations and individuals involved in activities related to space, architecture, and landscape within the township must comply with this Regulation.
Provisions on responsibilities and organization of implementation:
The People's Committee of the township shall be responsible for:
- Identifying areas that need priority beautification and renovation; determining areas prioritized for urban planning and design, specific regulations; developing programs and plans for implementing and adjusting urban planning and design;
- Specifying the responsibilities of organizations, individuals, and relevant agencies and organizing the implementation of the regulation (as stipulated in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management).
1. Regulations on management concerning urban planning and space
1.1. For existing urban areas
- Establish mechanisms to encourage and facilitate investors in renovating and upgrading old urban areas (this content may be specified in a separate article or chapter, depending on local conditions);
- Regulations for areas that have not yet been subject to approved detailed planning (priority given to planning, construction, renovation, and specific plans; measures for managing and mobilizing social and business resources; management along streets and alleys; consensus among residents based on preliminary drawings and detailed plans down to each house, tree, power pole, etc.);
- Identifying urban areas requiring renovation and specifying regulations for these areas;
- Defining positions, boundaries, and scales of small zones or entire zones (based on land area, street blocks, etc.);
- Specifying management requirements for planning and architectural indicators along each street in old neighborhoods (red line, building line, controlled building height, number of floors, facade architectural form, building materials, color, etc.);
- Regulations for managing buildings listed for preservation (having architectural significance contributing to the unique image of the city);
- Regulations on preserving the original architectural state (strictly prohibiting expansion or overlapping that alters the initial architectural form); specifying which buildings can be renovated or demolished and rebuilt;
- REGULATE PERIODIC MAINTENANCE TIMES;

- Specifying management requirements for building setbacks, building heights, architectural forms (building materials, colors, structures, facade forms); parts extending beyond buildings (facing streets, along boundary lines of plots);
- Specify the architectural forms of buildings at street corners and locations of focal point structures;
- REGULATE LANDSCAPES: TREES (TYPES), FENCES (DIMENSIONS, MATERIALS, STYLES...);
- Specifying the form and size of signs and advertisements;
- Specifying the organization of technical infrastructure systems along streets; traffic safety corridors. Strict prohibition on constructing buildings within traffic safety corridors.
(The scale, number of main roads and streets, major intersections are determined by urban authorities).
1.4. FOR THE ADMINISTRATIVE AND POLITICAL CENTER ZONE
- Regulations and management requirements for planning and architecture regarding building lines, building density, maximum building height, architectural forms, architectural complexes, architectural colors, building materials, fences, lighting solutions, advertising, greenery, undergrounding utility lines, etc.
- Regulations and management requirements for amenities (sidewalks, surfaces, signboards, directional signs, ornamental trees, seating, disabled access lanes, streetlights, etc.).
1.5. For urban landscape areas
- Categorizing park and greenery systems;
- Regulations on planting new trees and maintaining existing greenery;
- Managing large and small parks;
- Preserving river and lake systems and surrounding landscapes;
1.6. For conservation areas
- Manage according to the Law on Cultural Heritage and related laws;
- Identifying conservation areas and valuable structures;
- Specific regulations for conservation structures, historical-cultural relics, other structures in the area;
(Regulations aimed at preserving and promoting the inherent values of the area such as culture, space, architecture, landscape; preserving ancient structures, for other structures, urban amenities must be compatible with the characteristics of the conservation area...).
1.7. For industrial areas
Regulations for existing industries (for clean industries: regulations on greenery, flower gardens, etc.; for polluting industries: regulations on buffer zones, specific violation handling measures, etc.). Regulations on environmental issues in industrial zones. Regulations on relocating or changing the purpose of use for industrial zones within the city that negatively impact the environment.
(Regulations aim to meet requirements for the environment, transportation, architecture, and landscape).
1.8. For areas adjacent to urban and rural areas, villages
Managing development according to approved planning. Classifying houses in the area (lot houses, villas, garden houses, street-facing houses, village houses, etc.) to propose appropriate management regulations. For traditional villages within the city, regulations are based on cultural value, landscape, architecture, and community proposals.
1.9. For development reserve areas and national defense lands
a) Development reserve areas:
Adhering to approved planning; having plans and usage schemes for effective land use during non-construction periods (land use plans for short-term, medium-term, and long-term development stages);
(Reserve land may be used for planting greenery or temporary constructions, short-term leasing, easily removable when needed, and assigned to specific management units, which could be the government, organizations, or individuals meeting the required conditions).
b) National defense and security facilities (managed according to the approved planning project and in compliance with Decree No. 38/2010/NĐ-CP).
2. REGULATIONS ON MANAGEMENT OF ARCHITECTURAL WORKS
2.1. FOR PUBLIC WORKS
- Specifying building density in courtyards; building heights according to detailed planning; requirements for new construction and control over architectural language, height, etc.;
- Specific regulations for landmark buildings; protecting open spaces (playgrounds, flower gardens);
- Specific regulations for buildings along main streets;
(Architectural regulations: architectural forms, energy efficiency issues, use of local materials, etc. In the old city center and newly developed areas, architectural management follows planning, ensuring building density, height, landmarks, views, and urban characteristics based on geographical features and the city's development level).
2.2. FOR RESIDENTIAL WORKS
a) For new residential complexes and old residential complexes undergoing renovation and improvement with approved planning: manage according to the planning scheme and approved planning management regulations.
b) For old residential areas, renovations, and refurbishments without planning schemes:
- Classify residential areas based on construction time, service life, determining the scale and boundaries of the entire area;
- Specifying timelines, plans, and requirements for planning, renovation, adjustment, and new construction:
+ Planning, construction, renovation, and refurbishment must preserve architectural space and landscape, build synchronized technical and social infrastructure projects according to planning (schools, kindergartens, playgrounds, healthcare facilities, etc.), ensuring environmental requirements...
+ Old residential areas that have exceeded their service life, deteriorated, or are listed in the dangerous buildings directory shall be gradually planned for renovation and reconstruction.
+ Residential complexes and collective housing units must establish regular maintenance regulations.
- Strictly prohibit unauthorized expansion and overlapping that affects the structure and architectural form of buildings;
- Regulations on protecting open spaces (playgrounds, flower gardens), strictly prohibiting organizations and individuals from encroaching on green areas, flower gardens, playgrounds, public land for commercial or residential purposes.
- Regulations on the arrangement and organization of technical infrastructure systems in the area;
c) For individual houses, self-built residences:

E. MANAGEMENT REGULATIONS FOR PLANNING AND ARCHITECTURE IN MARKET TOWNS (BELONGING TO COUNTIES WITHIN A CITY)
The People's Committee of the county shall organize the establishment of management regulations for market towns within the county based on compatibility with the city-wide management regulations.
Objectives, subjects, and scope of application: Management of planning, architecture, and urban landscape throughout the town; control over construction, refurbishment, and development of the entire town; specific provisions on the responsibility for planning and architectural management by various levels of government, organizations, and individuals residing and working in the town must comply with these regulations.
Provisions on responsibilities and implementation organization: The People's Committee of the county and town shall identify priority areas for refurbishment and renovation; determine priority areas for urban planning and design; develop programs and plans for implementing and adjusting urban planning and design; specify responsibilities for relevant organizations, individuals, and agencies and implement the regulations (as stipulated in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management).
1. MANAGEMENT REGULATIONS FOR URBAN PLANNING AND SPACE IN TOWNS

- Specify procedures for construction in new urban areas (such as infrastructure, social facilities, urban greenery, housing...);
1.3. For central administrative-political areas, main street axes, and central public spaces in the town
- Compliance with approved detailed planning, construction standards, and specifications;
- Regulations on urban design organization for these areas;
- Regulations on construction, renovation, and refurbishment for central town areas;
- Regulations on permitted spatial, structural, and architectural language;
- Regulations on building density, height of structures, setbacks, number of floors, architectural style, exterior color, and materials used;
- Regulations on architecture suitable for natural characteristics, cultural regions, geographical location, and the position of streets within the urban area;
- Specific regulations on trees, sidewalks, urban amenities, and advertising;
(There are specific urban planning and architectural management regulations to control the construction and renovation process).
1.4. For blocks
- Compliance with approved detailed planning, construction standards, and specifications;
- Regulations on building density, height of structures, setbacks, number of floors, architectural style, exterior color, and materials used;
- Regulations on architecture suitable for natural characteristics, cultural regions, geographical location, and the position of blocks within the urban area;
- Specific regulations on trees, sidewalks, and urban amenities;
1.5. For scenic areas
(Identify scenic areas within the town to establish specific regulations for each area and project within those scenic areas).
- Specific regulations for parks within the town;
- Specific regulations for town gateway landscapes;
- Specific regulations for street trees;

- Manage according to the Law on Cultural Heritage and related laws;

- Have plans and effective land use schemes during non-construction periods (land use plans according to short-term, medium-term, and long-term development stages);

MODEL MANAGEMENT REGULATION FOR URBAN PLANNING AND ARCHITECTURE IN TOWNS DIRECTLY UNDER PROVINCES

GENERAL REQUIREMENTS FOR THE REGULATION
1. Towns directly under provinces include cities and districts. Each city and district must have its own regulation.
2. For areas already having urban planning and design, the management regulation shall be established based on the approved urban planning scheme, management regulations for the planning scheme, and approved urban design scheme.
3. For areas without detailed planning or urban design, the content of the regulations shall be applied according to the provisions for relevant subjects (from Article 6 to Article 21) in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management, and must be consistent with urban development standards, norms, and general orientation.
4. The regulations must include maps and illustrative diagrams to guide management boundaries in various areas.

1.2. For new urban areas
- Identifying new urban areas within the city and specifying regulations for those areas;
- Managing according to approved urban planning schemes;
- Specify procedures for construction in new urban areas (such as infrastructure, social facilities, urban greenery, housing...);
- Establish mechanisms to encourage and guide investors in building new model urban areas.
1.3. For main roads and streets
- Developing urban design plans for all areas and streets or prioritizing them in phases;
- Prioritizing renovation and upgrading, undergrounding technical lines, and improving infrastructure systems;
- Identify main streets and urban axes, specify types of architectural structures allowed to be built along the route;
- REGULATE AND CONTROL SETBACKS, BUILDING HEIGHTS, ARCHITECTURAL FORMS OF STRUCTURES (BUILDING MATERIALS, COLORS, STRUCTURES, FRONTAGE FORMS), PARTS PROJECTING OUTSIDE THE STRUCTURE (FACING THE STREET, ALONG THE SIDES OF THE LOT);
- Specify the architectural forms of buildings at street corners and locations of focal point structures;
- REGULATE LANDSCAPES: TREES (TYPES), FENCES (DIMENSIONS, MATERIALS, STYLES...);
- Specifying the form and size of traffic signs and advertisements along all streets (through urban areas);
- Regulating the layout and organization of technical infrastructure systems along each street and traffic safety corridors. Strictly prohibiting construction within traffic safety corridors;

1.4. FOR THE ADMINISTRATIVE AND POLITICAL CENTER ZONE
- Regulations and management requirements for planning and architecture regarding building lines, building density, maximum building height, architectural forms, architectural complexes, architectural colors, building materials, fences, lighting solutions, advertising, greenery, undergrounding utility lines, etc.
- Regulations and requirements for amenities (sidewalks, road surfaces, signboards, directional signs, ornamental plants, seating, facilities for people with disabilities, lighting poles, etc.);
1.5. For urban landscape areas
- Categorizing park and greenery systems;
- Regulations on planting new trees and maintaining existing greenery;
- Managing large and small parks;
- Preserving river and lake systems and surrounding landscapes;
1.6. For conservation areas
- Manage according to the Law on Cultural Heritage and related laws;
- Identifying conservation areas and valuable structures;
- Specific regulations for conservation structures, historical-cultural relics, other structures in the area;
(Regulations aimed at preserving and promoting the inherent values of the area such as culture, space, architecture, landscape; preserving ancient structures, for other structures, urban amenities must be compatible with the characteristics of the conservation area...).
1.7. For industrial areas
Regulations for each type of current industry (for clean industries: regulations on greenery, flower gardens, etc.; for polluting industries: regulations on buffer zones, specific measures to address violations, etc.). Regulations on environmental issues in industrial zones; Regulations on relocation and change of purpose for industrial zones within the city that negatively impact the environment...
(Content aimed at ensuring environmental, traffic, architectural, and landscape requirements).
1.8. For areas adjacent to urban and rural areas, villages within the city center:
Development management according to approved planning; proposing management measures (street-front houses, village houses, etc.); classifying houses in the area and user categories (lot-split houses, villas, garden houses, etc.) to ensure appropriate management. For villages within the city center, regulations should be based on cultural value, landscape, architecture, and community proposals.
1.9. For areas designated for future development and national defense security:
a) Development reserve areas:
Adhering to approved planning; having plans and usage schemes for effective land use during non-construction periods (land use plans for short-term, medium-term, and long-term development stages);
(Reserve land may be used for planting greenery or temporary constructions, short-term leasing, easily removable when needed, and assigned to specific management units, which could be the government, organizations, or individuals meeting the required conditions).
b) National defense and security facilities (managed according to the approved planning project and in compliance with Decree No. 38/2010/NĐ-CP).
2. REGULATIONS ON MANAGEMENT OF ARCHITECTURAL WORKS
2.1. FOR PUBLIC WORKS
- Specifying building density in plots; requirements for new construction and control over architectural language, height, etc.;
- Specific regulations for landmark buildings; protecting open spaces (playgrounds, flower gardens);
- Specific regulations for buildings along main streets;
- Regulations on architecture, architectural forms, energy conservation, local material usage, etc.;
(In the old town center, new construction areas, architectural management must follow planning, ensuring building density, height, focal points, views, and urban characteristics according to geographical features and the city's development level).
2.2. FOR RESIDENTIAL WORKS
a) For new residential complexes and old residential complexes undergoing renovation and improvement with approved planning: manage according to the planning scheme and approved planning management regulations.
b) For old residential areas, renovations, and refurbishments without planning schemes:
- Classify residential areas based on construction time, service life, determining the scale and boundaries of the entire area;
- Specifying timelines, plans, and requirements for planning, renovation, adjustment, and new construction:
+ Planning, construction, renovation, and refurbishment must preserve architectural space and landscape, build integrated technical and social infrastructure projects (schools, kindergartens, playgrounds, healthcare facilities, etc.), and meet environmental requirements;
+ Old residential areas that have exceeded their service life, deteriorated, or are listed in the dangerous buildings directory shall be gradually planned for renovation and reconstruction.
+ Residential complexes and collective housing must have regular maintenance regulations.
- Strictly prohibit unauthorized expansion and overlapping that affects the structure and architectural form of buildings;
- Regulations on protecting open spaces (playgrounds, flower gardens), strictly prohibiting organizations and individuals from encroaching on green areas, flower gardens, playgrounds, public land for commercial or residential purposes.
- Regulations on the arrangement and organization of technical infrastructure systems in the area;
c) For individual houses, self-built residences:
- Manage according to approved planning schemes;
- Regulations on red line boundaries, construction boundaries, controlled building heights for streets, roads, alleys…;
- Regulations on minimum land area for construction, building height, density, architectural form, construction materials…;
- Regulations on architecture, provisions for the arrangement and organization of technical infrastructure systems, environmental sanitation in streets, alleys, areas, blocks, house numbers;
- Regulations on traffic safety zone boundaries, public transportation land, strictly prohibiting the occupation of these lands for temporary or encroachment constructions;
- Encourage organizations and individuals to participate in urban beautification and renovation in accordance with planning;
d) Regulations for existing residential buildings (such as temporary houses, semi-permanent houses);
e) Regulations for new constructions inserted into existing buildings;
2.3. FOR SPECIALIZED WORKS
- REGULATIONS FOR RELIGIOUS AND BELIEF WORKS (PRESERVATION OF HERITAGES; CONTROL OVER NEW CONSTRUCTION OF RELIGIOUS AND BELIEF WORKS);
- Regulations for monuments and commemorative structures (the role of architects in monument and commemorative structures; close cooperation between artists, architects, and investors);
3. REGULATIONS ON MANAGEMENT OF TECHNICAL INFRASTRUCTURE AND TRANSPORTATION WORKS
- STREETS, SIDEWALKS, HANDRAILS, TRAIN TRACK GUARD RAILS, ROADWAY TERMINALS, WATERWAY TERMINALS;
- Traffic signal systems, lamp posts, advertisements, architectural forms, dimensions, functions;
- Other structures such as cemeteries, key infrastructure projects...

MODEL OF URBAN PLANNING AND ARCHITECTURE MANAGEMENT REGULATIONS FOR TOWNS UNDER DISTRICTS (TOWNHOODS)
(Annexed to Circular No. 19/2010/TT-BXD dated October 22, 2010 of the Ministry of Construction)
GENERAL REQUIREMENTS FOR THE REGULATION
1. Each town under a district (townhood) must have its own regulations.
2. For areas already having urban planning and design, the management regulation shall be established based on the approved urban planning scheme, management regulations for the planning scheme, and approved urban design scheme.
3. For areas without detailed planning or urban design, the content of the regulations shall be applied according to the provisions for relevant subjects, related contents (from Article 6 to Article 21) in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management, and must be consistent with urban development standards, norms, and general orientation.
4. The regulations must include maps and illustrative diagrams to guide management boundaries in various areas.
Objectives, subjects, and scope of application: Management of urban planning, architecture, and landscape within the entire town; control over construction, renovation, and development throughout the town; specific responsibilities for managing architecture, planning, and construction for the town's authorities; organizations and individuals, both domestic and foreign, involved in activities related to space, architecture, and landscape within the town must comply with this Regulation.
Provisions on responsibilities and implementation organization: The People's Committee of the county and town shall identify priority areas for refurbishment and renovation; determine priority areas for urban planning and design; develop programs and plans for implementing and adjusting urban planning and design; specify responsibilities for relevant organizations, individuals, and agencies and implement the regulations (as stipulated in Decree No. 38/2010/NĐ-CP dated April 7, 2010 of the Government on Urban Space, Architecture, and Landscape Management).
1. MANAGEMENT REGULATIONS FOR URBAN PLANNING AND SPACE IN TOWNS
1.1. For existing urban areas
- Regulations on road opening based on existing roads (road boundaries, setbacks, trees, lighting, surface drainage, etc.);
- Regulations on construction along new roads (for different types of roads: national highways, provincial roads, etc.);
- Regulations on minimum land area, dimensions, shape of building plots, regional architectural styles of town houses;
- Organization of urban design, renovation, and refurbishment of the town's facade.
(Provisions must clearly specify place names, be consistent with reality, and align with plans, projects, and implementation conditions).
1.2. For new construction areas
- Manage according to approved planning schemes;
- Regulations on building density, height of structures, setbacks, number of floors, architectural style, exterior color, and materials used;
- Regulations on architecture suitable for natural characteristics, cultural regions, geographical location, and the position of blocks within the urban area, urban identity (encouraging the use of local materials);
(Management regulations for new urban areas according to projects shall be drafted by project sponsors and approved by urban authorities; such management regulations must be made known to the public).
1.3. For central administrative-political zones, main street axes, and central public spaces in the town
- Compliance with approved detailed planning, construction standards, and specifications;
- Regulations on urban design organization for these areas;
- Regulations on construction, renovation, and refurbishment for central town areas;
- Regulations on permitted spatial, structural, and architectural language;
- Regulations on controlling building density, height of structures, setback distances, number of floors, architectural forms and styles, exterior colors, and materials used;
- Regulations on architecture suitable for natural characteristics, cultural regions, geographical location, and the position of streets within the urban area;
- Specific regulations on greenery, sidewalks, urban amenities, and advertising;
(There should be detailed management regulations for urban planning and architecture to control the construction and renovation processes in central administrative areas, specifying each large architectural structure, and detailing for each street).
1.4. For blocks
- Compliance with approved detailed planning, construction standards, and specifications;
- Regulations on building density, height of structures, setbacks, number of floors, architectural style, exterior color, and materials used;
- Regulations on architecture suitable for natural characteristics, cultural regions, geographical location, and the position of blocks within the urban area;
- Specific regulations on trees, sidewalks, and urban amenities;
1.5. For scenic areas
(Identify scenic areas within the town to establish specific regulations for each area and project within those scenic areas).
- Specific regulations for parks within the town;
- Specific regulations for town gateway landscapes;
- Specific regulations for street trees;
- Specific regulations for green areas, lakeside promenades, and riverbanks;
1.6. For conservation sites and monuments
- Regulations in accordance with the Law on Cultural Heritage and relevant laws;
- Identify conservation areas, valuable structures, and specific monuments;
- Specific regulations for conservation structures, historical-cultural relics, other structures in the area;
(Regulations aimed at preserving and promoting the inherent values of the area such as culture, space, architecture, landscape; preserving ancient structures, for other structures, urban amenities must be compatible with the characteristics of the conservation area...).
1.7. For areas designated for future development
- Comply with approved planning (no construction contrary to the designated land use function in development reserve areas);
- Have plans and effective land use schemes during non-construction periods (land use plans according to short-term, medium-term, and long-term development stages);

- Regulations on management and renovation of old buildings concerning building density and height according to detailed planning;
- Orientation for new construction and control over architectural language, height, etc.;
- Manage building density within premises;
- Specific regulations for landmark buildings; protecting open spaces (playgrounds, flower gardens);
- Specific regulations for buildings along main streets;
- Regulations on architecture, architectural forms, energy efficiency, land use, and local material usage...
2.2. FOR RESIDENTIAL WORKS
- Guidelines for residential architectural styles:
+ For individual houses built by residents;
+ For apartment buildings;
+ For the renovation of old houses and subdivided street-front properties along streets and roads;
- Regulations for newly constructed residential buildings (construction managed according to approved plans);
- Regulations for existing residential buildings (such as temporary or semi-permanent structures);
- Regulations for new constructions inserted into existing structures;
