Circular No. 19/2011/TT-BGDĐT Issuing the Model of University Graduation Certificate

CIRCULAR

ISSUING THE TEMPLATE FOR GRADUATION CERTIFICATES OF UNIVERSITY DEGREES

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 33/2007/QĐ-BGDĐT dated June 20, 2007 of the Minister of Education and Training promulgating the Regulations on certificates and diplomas of the national education system;

At the proposal of the Director of the Legal Department and the Director of the Higher Education Department;

The Minister of Education and Training decides:

Article 1. This Circular issues the template for graduation certificates of university degrees.

Article 2. The graduation certificate of a university degree consists of four (4) pages, each page having dimensions of 21cm x 14.5cm.

1. Pages 1 and 4 have a red background; Page 1 has the National Emblem, with all characters printed on Page 1 in yellow; Pages 2 and 3 have a yellow background, with border patterns in dark yellow, the name of the certificate in red, and other characters in black; the bronze drum pattern is embossed in the center of Page 2, and the National Emblem is embossed in the center of Page 3.

2. The recording format on the graduation certificate of a university degree is specified as follows:

a) Below the name of the educational institution on Page 3, record the name of the certificate in Vietnamese, specifically:

For technical fields, record "ENGINEERING DEGREE".

For architecture fields, record "ARCHITECTURE DEGREE".

For medical fields, record "DOCTOR OF MEDICINE" or "BACHELOR DEGREE".

For pharmacy fields, record "PHARMACIST DEGREE" or "BACHELOR DEGREE".

For basic sciences, education, law, and economics fields, record "BACHELOR DEGREE".

For other fields, record "GRADUATE DEGREE OF UNIVERSITY".

b) Below the phrase "has conferred" on Page 2, record the name of the certificate in English, specifically:

For technical fields, record "THE DEGREE OF ENGINEER".

For architecture fields, record "THE DEGREE OF ARCHITECT".

For medical fields, record "THE DEGREE OF DOCTOR OF MEDICINE" or "THE DEGREE OF BACHELOR".

For pharmacy fields, record "THE DEGREE OF PHARMACIST" or "THE DEGREE OF BACHELOR".

For basic sciences, education, law, and economics fields, record "THE DEGREE OF BACHELOR".

For other fields, record "THE DEGREE OF BACHELOR".

c) Below the name of the certificate as specified in point a of this clause, record the field of study in Vietnamese;

Below the name of the certificate as specified in point b of this clause, record the field of study in English.

d) The recording format for the contents on the graduation certificate of a university degree is specified in the Appendix attached to this Circular.

Article 3.This Circular takes effect from July 10, 2011. This Circular replaces Circular No. 22/2009/TT-BGDĐT dated August 12, 2009 of the Minister of Education and Training issuing the template for graduation certificates of university degrees.

Graduation certificates of university degrees that have been printed and distributed according to the template prescribed in Circular No. 22/2009/TT-BGDĐT before the effective date of this Circular shall remain valid until the end of the 2011-2012 academic year.

Article 4. The Head of the Office, the Directors of the Legal Department and the Higher Education Department, the Heads of units related to the Ministry of Education and Training, and the Heads of higher education institutions are responsible for implementing this Circular./.
