CIRCULAR
Issuing the Statistical Indicators System for the Industry and Trade Sector

Pursuant to Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and Decree No. 44/2011/NĐ-CP dated June 14, 2011 of the Government amending and supplementing Decree No. 189/2007/NĐ-CP;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;
At the proposal of the Director of the Department of Planning;
The Minister of Industry and Trade issues this Circular on the issuance of the Statistical Indicators System for the Industry and Trade Sector.
Article 1. Attached hereto is the Statistical Indicators System for the Industry and Trade Sector.
The Statistical Indicators System for the Industry and Trade Sector is a collection of statistical indicators reflecting the situation of the Industry and Trade sector to collect statistical information serving management and control activities of state agencies in evaluating, forecasting the situation, formulating strategies, policies, and developing plans for national socio-economic development and for the Industry and Trade sector during each period; meeting the information needs of organizations and individuals requiring industry and trade sector information.
Article 2. Implementation
1. The Planning Department shall be responsible for compiling and standardizing the concepts, contents, scopes, and calculation methods of each indicator in the Statistical Indicators System for the Industry and Trade Sector.
2. Heads of units under the Ministry and related units within their respective duties and authorities shall develop the concepts, contents, scopes, calculation methods, and collect and compile the assigned indicators in the Statistical Indicators System for the Industry and Trade Sector to provide to the Planning Department for consolidation and publication.
Article 3. Effectiveness
This Circular takes effect from September 5, 2012.
In the course of implementing this Circular, if there are any difficulties, please report to the Ministry of Industry and Trade (Planning Department) for timely resolution./.
