ISSUING THE STATISTICAL INDICATORS SYSTEM FOR THE EDUCATION SECTOR
Pursuant to the Statistics Law dated November 23, 2015;
Pursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;
Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Department of Planning and Finance,
The Minister of Education and Training issues this Circular on the Statistical Indicators System for the Education Sector.
Article 1. Attached herewith is the Statistical Indicators System for the Education Sector, including:

Article 2. This Circular takes effect from September 12, 2017.
This Circular replaces Circular No. 39/2011/TT-BGDĐT dated September 15, 2011 on the Statistical Indicators System for Education and Training issued by the Ministry of Education and Training.

a. Definition, calculation method
- A nursery school is an early childhood education facility that accepts children aged three months to three years.
- Types:
Public: established by the state, investing in construction of physical facilities, ensuring funding for regular expenses.
Private: established by the local community, investing in construction of physical facilities and ensuring operational funding, receiving support from local authorities.
Private: established by social organizations, social-professional organizations, economic organizations, or individuals, investing in construction of physical facilities and ensuring operational funding through sources outside the state budget.

1103. Number of kindergarten classrooms
a. Definition, calculation method
- Kindergarten classroom includes rooms designated for nurturing and teaching children aged from three months to 36 months in kindergartens, independent groups, and preschools.
- Types of rooms:
Permanent classroom: These are classrooms constructed with durable materials. Permanent classrooms include multi-story brick buildings, multi-story prefabricated concrete structures, single-story buildings with concrete roofs, and those with a service life exceeding 20 years.
Semi-permanent classroom: These are classrooms with construction quality and service life lower than permanent classrooms, with a service life ranging from 10 to 20 years.
Semi-permanent classroom: Includes classrooms in buildings with brick walls or wooden joints, tile or metal roofs.
Temporary classroom: These are classrooms not included in the above categories. They include classrooms in simple structure houses such as coconut leaf walls, bamboo leaves, mud walls... roofs made of coconut leaves, bamboo, various tents, camps, and temporary repurposed spaces.
Educational support room: This is a physical education room and an arts room or a multifunctional room.

- Kindergarten teachers (total including those on contracts of one year or more): individuals responsible for nurturing, caring for, and educating children in kindergartens, independent groups, and preschool groups, categorized by educational level (secondary vocational, college, university, master's, doctoral, and other), ethnicity, gender, staffing status, and age group.
- Teachers meeting the standard training requirement: teachers holding a secondary vocational preschool education degree.
- Teachers exceeding the standard training requirement: teachers holding a college-level preschool education degree or higher.
- Untrained teachers: teachers directly nurturing and educating children without formal training as required.
- Auxiliary personnel: individuals responsible for supporting nurturing and caring tasks for children in kindergartens (service staff, library staff, equipment staff, health staff, and others).

1105. Number of preschool children
a. Definition, calculation method
- Preschool children: include children aged from three months to 36 months attending preschool groups in kindergartens, preschools, independent groups, preschool groups in primary schools, and groups in organizations and enterprises.
- Maximum number of children per preschool group is defined as follows:
+ Groups for children aged from three to 12 months: 15 children;
+ Groups for children aged from 13 to 24 months: 20 children;
+ Groups for children aged from 25 to 36 months: 25 children.
- Number of children attending school for two sessions per day: children attending both morning and afternoon sessions;
- Number of children attending boarding school (with lunch provided): children who are organized to be fed at school, including those whose families bring food.
- Ethnic minority children: children aged from three months to 36 months belonging to ethnic minorities other than the Kinh.
- Number of disabled children integrated into regular classes: children aged from three months to 36 months with physical disabilities or reduced functions affecting their labor, daily activities, and learning, and who attend regular classes alongside non-disabled children in kindergartens, independent groups, and preschools (excerpted from Article 2, Law No. 51/2010/QH12 - Disability Law).
- Children suffering from malnutrition (underweight and stunted): children assessed as underweight and stunted based on the World Health Organization (WHO) classification.

- The maximum number of children in each kindergarten class is specified as follows:
+ For 3-4-year-old kindergarten classes: 25 children;
+ For 4-5-year-old kindergarten classes: 30 children;
+ For 5-6-year-old kindergarten classes: 35 children.
- Number of children attending school for two sessions per day: children attending both morning and afternoon sessions;
- Number of children attending boarding school (with lunch provided): children who are organized to be fed at school, including those whose families bring food.

- Elementary school: Is a general education institution implementing the curriculum for elementary education programs as prescribed by the Ministry of Education and Training, meeting the establishment and operation conditions stipulated in the Elementary School Regulations, part of the national education system, established according to national planning and planning.
- National standard elementary school is an institution that meets the current standards.
+ National standard elementary school level 1 is a school that meets some of the standards and criteria set to ensure comprehensive quality education activities consistent with the goals of elementary education.
+ National standard elementary school level 2 is a school that meets some of the standards and criteria set to ensure higher quality comprehensive education activities compared to level 1, laying the foundation to approach the development level of elementary schools in advanced countries in the region and worldwide.
