Issuing the General Secondary Education Program for Foreign Language Subject 1 - Russian, Japanese, French, and Chinese

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly on reforming general education programs and textbooks; Resolution No. 51/2017/QH14 dated November 21, 2017 adjusting the implementation timeline for new general education programs and textbooks pursuant to Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly on reforming general education programs and textbooks;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 127/2018/NĐ-CP dated September 21, 2018 of the Government stipulating responsibilities for state management of education;

At the proposal of the Director of the Primary Education Department and the Director of the Secondary Education Department;

The Minister of Education and Training issues this Circular on the General Secondary Education Program for Foreign Language Subject 1 - Russian, Japanese, French, and Chinese.

Clause 4 of Article 6Attached to this Circular is the General Secondary Education Program for the Foreign Language Subject 1, including:

1. The General Secondary Education Program for Russian;

2. The General Secondary Education Program for Japanese;

3. The General Secondary Education Program for French;

4. The General Secondary Education Program for Chinese.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe subject programs specified in Article 1 of this Circular shall be implemented according to the timeline set forth in Circular No. 32/2018/TT-BGDĐT dated December 26, 2018 of the Minister of Education and Training on the General Secondary Education Program.

Article 3. This Circular takes effect from August 16, 2021, and replaces Decision No. 16/2006/QĐ-BGDĐT dated May 5, 2006 of the Minister of Education and Training on the General Secondary Education Program.

1. The Japanese program issued by Decision No. 2051/QĐ-BGDĐT dated May 18, 2011 of the Minister of Education and Training shall continue to be applied until the provisions of Article 2 of this Circular are implemented.

2. For classes at the lower secondary and upper secondary levels that have not been able to implement the Japanese subject according to the timeline specified in Article 2 of this Circular, they shall continue to implement Decision No. 2051/QĐ-BGDĐT dated May 18, 2011 of the Minister of Education and Training on the Japanese program until the end of grade 12.

Article 4. Chairmen of provincial/municipal People's Committees under the central government, Directors of Departments of Education and Training, general secondary educational institutions, and related organizations and individuals are responsible for implementing this Circular./.
