CIRCULAR

Issuing the General Secondary Education Program 

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly on reforming secondary education programs and textbooks; Resolution No. 51/2017/QH14 dated November 21, 2017 of the National Assembly adjusting the implementation timeline for new secondary education programs and textbooks according to Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly on reforming secondary education programs and textbooks;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 404/QĐ-TTg dated March 27, 2015 of the Prime Minister approving the Project on Reforming Secondary Education Programs and Textbooks;

Pursuant to the Minutes of the National Councils' review of the General Secondary Education Program;

Pursuant to the proposal of the Director of the Primary Education Department, the Director of the Secondary Education Department, the Minister of Education and Training issues this Circular issuing the General Secondary Education Program.

Article 1. Attached to this Circular is the General Secondary Education Program, including:

1. The overall program.

2. Subject curricula and educational activities for primary, lower secondary, and upper secondary levels.

Article 2. The General Secondary Education Program will be implemented according to the following schedule:

1. From the 2020-2021 academic year for Grade 1.

2. From the 2021-2022 academic year for Grade 2 and Grade 6.

3. From the 2022-2023 academic year for Grade 3, Grade 7, and Grade 10.

4. From the 2023-2024 academic year for Grade 4, Grade 8, and Grade 11.

5. From the 2024-2025 academic year for Grade 5, Grade 9, and Grade 12.

1. The General Secondary Education Program issued pursuant to Decision No. 16/2006/QĐ-BGDĐT dated May 5, 2006 of the Minister of Education and Training shall continue to be applied until the provisions of Clause 2 of this Circular are implemented.

2. For classes at the lower secondary and upper secondary levels that have not been able to implement the Foreign Language subject according to the schedule stipulated in Clauses 2, 3, 4, and 5 of Article 2 of this Circular, they shall continue to implement the General Secondary Education Program issued pursuant to Decision No. 16/2006/QĐ-BGDĐT dated May 5, 2006 of the Minister of Education and Training until the end of Grade 12.

3. For the National Defense and Security Education subject, it shall be implemented according to the provisions of Circular No. 02/2017/TT-BGDĐT dated January 13, 2017 of the Minister of Education and Training issuing the National Defense and Security Education Program in upper secondary schools.

Article 4. The Head of the Office, Directors of the Primary Education Department, the Secondary Education Department, Heads of relevant units under the Ministry of Education and Training, Chairpersons of Provincial People's Committees, Directors of Departments of Education and Training, and related organizations and individuals are responsible for implementing this Circular./.
