Issuing the List of Plant Protection Products Permitted for Use in Vietnam and the List of Plant Protection Products Prohibited from Use in Vietnam

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

1. List of products changing information related to trade name and information related to organizations and individuals registering, Appendix I issued together with this Circular:

At the proposal of the Director of the Plant Protection Department;

The Minister of Agriculture and Rural Development issues the Circular on the List of Plant Protection Products Permitted for Use in Vietnam and the List of Plant Protection Products Prohibited from Use in Vietnam.

Article 1. Attached herewith are

1. The List of Plant Protection Products Permitted for Use in Vietnam, Appendix I attached to this Circular, includes:

a) Agricultural chemicals:

- Insecticides: 660 active substances with 1563 trade names.

- Fungicides: 617 active substances with 1377 trade names.

- Herbicides: 245 active substances with 698 trade names.

- Rodenticides: 9 active substances with 36 trade names.

- Plant Growth Regulators: 53 active substances with 158 trade names.

- Insect Attractants: 8 active substances with 8 trade names.

- Snailcides: 31 active substances with 152 trade names.

- Adjuvants (spreaders): 5 active substances with 6 trade names.

b) Termite Control Agents: 14 active substances with 20 trade names.

c) Timber Preservation Products: 7 active substances with 8 trade names.

d) Warehouse Sanitizers: 3 active substances with 9 trade names

đ) Golf course chemicals:

- Fungicides: 2 active substances with 2 trade names.

- Herbicides: 1 active substance with 1 trade name.

- Plant Growth Regulators: 1 active substance with 1 trade name.

e) Seed treatment chemicals:

- Insecticides: 9 active substances with 15 trade names.

- Fungicides: 13 active substances with 14 trade names.

g) Post-harvest crop storage chemicals

- 01 active substance with 01 trade name.

2. The List of Plant Protection Chemicals Prohibited from Use in Vietnam, Appendix II attached herewith, includes:

a) Insecticides, timber preservation chemicals: 23 active ingredients.

b) Fungicides: 6 active substances.

c) Rodenticides: 1 active substance.

d) Herbicides: 1 active substance.

3. The Harmonized System (HS) code list for plant protection products permitted for use and prohibited from use in Vietnam shall be implemented according to Section 22 and Section 23 of Appendix I issued together with Circular No. 11/2021/TT-BNNPTNT dated September 20, 2021, of the Minister of Agriculture and Rural Development on the HS code list for goods under the management authority of the Ministry of Agriculture and Rural Development and the list of goods subject to specialized inspection upon import and export in the agricultural sector and rural development.

Article 2. Effective Date

1. This Circular takes effect from February 11, 2022.

2. This Circular replaces Circular No. 10/2020/TT-BNNPTNT dated September 9, 2020, of the Minister of Agriculture and Rural Development on the issuance of the List of Plant Protection Products Permitted for Use and Prohibited from Use in Vietnam.

Article 3. Responsibility for Implementation

1. The Director of the Plant Protection Department, Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, and organizations and individuals related to this matter are responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, it is requested that agencies, organizations, and individuals report to the Ministry of Agriculture and Rural Development (through the Plant Protection Department) for consideration and prompt resolution./.
