Regulations on Statistical Reporting System for the Planning, Investment, and Statistics Sector

Pursuant to the Law on Statistics dated November 23, 2015;

Pursuant to the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law No. 89/2015/QH13;No. Pursuant to Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of the centralized statistical organization system and departmental statistics;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 86/2017/NĐ-CP dated July 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;No.The Minister of Planning and Investment issues this Circular regulating the statistical reporting system for the Planning, Investment, and Statistics sector.

Article 1. Scope

The Minister of Planning and Investment issues this Circular to regulate the establishment, review, allocation, adjustment, monitoring, and evaluation of public investment plans, programs, tasks, and projects on the National Information System and Database on Public Investment.

This Circular regulates the statistical reporting system for the Planning, Investment, and Statistics sector, including the subjects to which it applies and the contents of the reporting system for statistical indicators of the Planning, Investment, and Statistics sector.policies This Circular applies to agencies, organizations, and individuals implementing the statistical reporting system for the Planning, Investment, and Statistics sector, including:

1. Ministries, ministerial-level agencies, agencies under the Government, central agencies of mass organizations, and other central agencies, People's Committees of provinces and centrally-administered cities.u 2. NATIONAL UNIVERSITIES HAVE THE FUNCTION OF TRAINING ALL LEVELS OF HIGHER EDUCATION, SCIENTIFIC RESEARCH, AND TECHNOLOGY TRANSFER ACROSS MULTIPLE FIELDS AT A HIGH QUALITY; THEY LEAD IN CERTAIN FIELDS WITH HIGH RANKINGS BOTH DOMESTICALLY AND INTERNATIONALLY.

2. Departments of Planning and Investment, management boards of economic zones, industrial parks, export processing zones, high-tech zones of provinces and centrally-administered cities, and other agencies and organizations assigned public investment plans.

Article 2. Applicability

3. Units under the Ministry of Planning and Investment.

4. Other organizations and individuals participating in the management and implementation of statistical reporting for the Planning, Investment, and Statistics sector.

Article 3. Contents of the Statistical Reporting System for Indicators on Business Registration, Development of Small and Medium Enterprises, Cooperative Development, Investment, and Industrial Park Management

1. The list of reporting forms, forms, and explanations of the reporting forms for indicators on business registration, development of small and medium enterprises, cooperative development, investment, and industrial park management as specified in the Appendices attached to this Circular includes:

a) Appendix I: Reporting form on business registration;

b) Appendix II: Reporting form on the development of small and medium enterprises;

c) Appendix III: Reporting form on cooperative development;

d) Appendix IV: Reporting form on investment;

đ) Appendix V: Reporting form on industrial park management;

e) Appendix VI: Explanation of reporting forms.

2. Reporting unit: is specifically recorded at the top right corner of each reporting form issued with this Circular.

3. Receiving unit: is specifically recorded at the top right corner of each reporting form issued with this Circular, below the reporting unit.

4. Main reporting unit: is the unit responsible for state management over the fields of reporting as stipulated in this Circular, including: General Statistics Office, Department of Enterprise Registration, Department of Enterprise Development, Department of Cooperative Development, Department of Foreign Investment, Department of National Economic Synthesis, Department of Foreign Economic Relations, Department of Economic Zone Management.

a) Monthly statistical report covers from the first day to the last day of the month being reported;

b) Quarterly statistical report covers from the first day of the first month to the last day of the third month of the reporting period;

c) Six-monthly statistical report covers from the first day of the first month to the last day of the sixth month of the reporting period;

5. Reporting Period

The reporting period is noted in the middle section of each report form and is calculated according to the Gregorian calendar, including:

d) Annual statistical report covers from January 1 to December 31 of the reporting period;

đ) Ad hoc statistical report: statistical report made when unexpected events occur or when there is a need to serve the operational work of the Ministry of Planning and Investment;

e) Other statistical reports: statistical reports with specific reporting periods and deadlines recorded in each reporting form.

6. Deadline for receiving reports is the date of receipt of the report specifically recorded in each statistical reporting form issued with this Circular.

7. Methods of submitting reports:

a) Submitting and receiving reports directly through the Planning, Investment, and Statistics Sector Information System, authenticated by accounts provided to representatives of reporting agencies and units. The reporting forms will be compiled and printed directly from the System.

b) In cases where the Planning, Investment, and Statistics Sector Information System is not operational or experiences data transmission issues, the reporting unit sends the report to the email address [email protected]. Reports sent via email must be in one of two formats: a scanned color copy of the paper form signed and stamped by the head of the reporting agency or unit, or an electronic file authenticated by the digital signature of the head of the reporting agency or unit;

c) For contents that must be managed under the confidentiality regime of the Ministry of Defense, Ministry of Public Security, Ho Chi Minh Mausoleum Management Board, and related agencies and units, they shall submit reports according to the regulations on protecting state secrets, in accordance with the reporting periods specified in this Circular to the Ministry of Planning and Investment.

a) Implement the direct submission and receipt of reports on the Information Statistics System of the Planning, Investment, and Statistics sector, authenticated by accounts assigned to the reporting agency or unit representatives. The report forms will be compiled and printed directly from the System.

b) In cases where the Information Statistics System of the Planning, Investment, and Statistics sector is not operational or experiences data transmission issues, the reporting entity shall submit the report via the email [email protected]. Reports through the electronic mail system shall be in one of two formats: a color scan of the paper version with the signature and stamp of the head of the reporting agency or unit, or an electronic file authenticated by the digital signature of the head of the reporting agency or unit;

c) For contents that must be managed under the confidentiality regime of the Ministry of National Defense, the Ministry of Public Security, the Management Board of Ho Chi Minh Mausoleum, and related agencies and units, they shall submit reports in accordance with the laws on state secrets protection, to the Ministry of Planning and Investment as stipulated in this Circular.

Article 4. Contents of the reporting system on statisticsê for investment supervision and evaluation indicators, bidding management, organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.statistics, foreign direct investment attraction, the proportion of added value of small and medium enterprises in, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPdomestic products

1. The contents of the reporting system and the reporting forms for statistical indicators on investment supervision and evaluation as set out in Appendix VII attached to this Circular shall be implemented in accordance with the provisions of Government Decree No. 29/2021/NĐ-CP dated March 26, 2021 on procedures and processes for appraising national key projects and supervising and evaluating investments, Circular No. 22/2015/TT-BKHĐT dated December 18, 2015 of the Minister of Planning and Investment on models of reports on investment supervision and evaluation, and Circular No. 13/2016/TT-BKHĐT dated September 29, 2016 of the Minister of Planning and Investment on online reporting systems and management operations of the Information System on investment supervision and evaluation programs and projects using state capital.

2. The contents of the reporting system and the reporting forms for statistical indicators on bidding management as set out in Appendix VIII attached to this Circular shall be implemented in accordance with the provisions of Circular No. 06/2017/TT-BKHĐT dated December 5, 2017 of the Minister of Planning and Investment detailing the provision of information on bidding, reporting on the implementation of bidding activities regarding contractor selection, and Circular No. 09/2019/TT-BKHĐT dated July 29, 2019 of the Minister of Planning and Investment amending, supplementing, and abolishing certain articles of related circulars concerning periodic reporting systems within the scope of state management and the reporting information system of the Ministry of Planning and Investment.

3. The contents of the reporting system and the reporting forms for statistical indicators of the Statistics sector as set out in Appendix IX attached to this Circular shall be implemented in accordance with the provisions of Circular No. 01/2019/TT-BKHĐT dated January 4, 2019 of the Minister of Planning and Investment on the reporting system for the Statistics sector and the provisions of Decision No. 43/2016/QĐ-TTg dated October 17, 2016 of the Prime Minister promulgating the National Statistical Survey Program.

4. The contents of the reporting system and the reporting forms for statistical indicators on the situation of attracting foreign direct investment in provinces and centrally governed cities as set out in Appendix X attached to this Circular shall be implemented in accordance with the provisions of Circular No. 03/2021/TT-BKHĐT dated April 9, 2021 of the Minister of Planning and Investment on models of documents and reports related to investment activities in Vietnam, overseas investment from Vietnam, and investment promotion.

5. The contents of the reporting system and the reporting forms for statistical indicators on the proportion of added value of small and medium enterprises in the gross domestic product will be issued and organized for implementation after developing an appropriate data collection and reporting system.

6. For the statistical reporting indicators prescribed in Clauses 1, 2, 3, 4, and 5 of this Article:

a) In cases where online reporting has been implemented on specialized information systems: Integrate and share the reported data from specialized information systems into the specialized information system on planning, investment, and statistics.

b) In cases where online reporting has not yet been implemented on specialized information systems: Directly send and receive reports on the specialized information system on planning, investment, and statistics.

The lead units for reporting include: Department of Investment Supervision and Appraisal, Bidding Management Agency, General Statistics Office, Foreign Investment Agency.

Article 5. Statistical Reporting Data

1. The statistical reporting data must ensure comprehensive, accurate, and timely reflection of the operational situation in the management sector of the Planning, Investment, and Statistics industry.

2. When there are modifications to previously reported data or when data within the reporting period experiences unusual fluctuations, the reporting entity must submit explanatory reports through the Planning, Investment, and Statistics Industry Statistical Information System to the receiving entity.

Article 6. Responsibility for Implementation

1. The Computing Center of the Ministry of Planning and Investment shall be responsible for:

a) Leading and coordinating with relevant agencies and units to construct, upgrade, manage, operate, exploit, and guide the use of the Planning, Investment, and Statistics Industry Statistical Information System; digitizing reporting forms; implementing communication and receipt of reports on the System; granting exploitation and usage rights to the System;

b) Leading the monitoring and inspection of the implementation of online statistical reporting systems for the Planning, Investment, and Statistics industry as stipulated in this Circular and related laws;

c) Leading and coordinating with relevant units to integrate, connect, and share data and statistics between the Planning, Investment, and Statistics Industry Statistical Information System and other information systems and databases;

2. Reporting units shall be responsible for:

a) Collecting, compiling, and preparing data for the statistical indicators assigned;

b) Fully and accurately comply with the reporting form regarding the content, time, and period of reporting. Bear responsibility for the accuracy of the reported information and data;

c) Cooperating closely and following guidance on professional statistical operations from the General Statistics Office, local Statistical Departments, and relevant units of the Ministry of Planning and Investment;

3. Relevant units under the Ministry of Planning and Investment shall be responsible for:

a) Main reporting units:

Lead and coordinate with the Computing Center to monitor and inspect the implementation of reporting systems, guiding reporting units in cases of difficulties with reporting requirements for assigned indicators;

Lead the compilation and preparation of statistical data for assigned indicators; bear responsibility for the accuracy of compiled and prepared information and data; have the responsibility to explain information, data, and indicators according to the requirements of related agencies; submit consolidated statistical data for assigned indicators to the Department of National Economic Synthesis for reporting when required;

b) The General Statistics Office leads and coordinates with relevant units to study, build, and report to the leadership of the Ministry of Planning and Investment on the issuance of reporting systems for the small and medium-sized enterprise value-added ratio indicator in the gross domestic product according to an appropriate timeline;

c) Coordinate with the Computing Center to organize the integration, connection, and sharing of statistical data for assigned indicators into the Planning, Investment, and Statistics Industry Statistical Information System;

a) Compiling reports on statistical indicators in the Planning and Investment sector according to management requirements, directives, and operational instructions from the Government.

a) Compile reports on Planning, Investment, and Statistics industry indicators as required by government management, direction, and operation, and by the Ministry's leadership;

b) Lead and coordinate with relevant units to advise on adjustments and supplements to the Planning, Investment, and Statistics industry statistical reporting system during implementation, as required by the Ministry of Planning and Investment's management and operation;

c) Coordinate with the Computing Center to monitor and inspect the implementation of the Planning, Investment, and Statistics industry statistical reporting system for aggregated indicators online as stipulated in this Circular and related laws;

5. The General Statistics Office and Provincial/Central City Statistics Bureaus shall be responsible for:

a) Closely cooperate with lead units, participate in guiding agencies and organizations in implementing the Planning, Investment, and Statistics industry statistical reporting system in terms of professional statistical practices in collecting and compiling statistical indicators as prescribed in this Circular;

b) Support agencies and organizations in implementing the Planning, Investment, and Statistics industry statistical reporting system to organize summaries of the implementation of the Planning, Investment, and Statistics industry statistical reporting system.

Article 7. Implementation funds

1. The implementation funds for the reporting and statistical system of the Planning, Investment, and Statistics sectors shall be allocated within the regular operating expenses according to the standards set by state management agencies of ministries, sectors, and localities as prescribed by laws on the state budget.

2. The budget for other organizations and individuals to implement their reporting systems shall be self-funded by those organizations and individuals.

3. Investment and maintenance funds for information technology infrastructure and the Information System of the Planning, Investment, and Statistics sector shall be implemented in accordance with laws on the state budget, public investment, and other relevant laws.

Article 8. Effective Date

1. This Circular takes effect from October 1, 2022.

2. In cases where referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new regulations.

3. During implementation, if there are any difficulties, please submit comments to the Ministry of Planning and Investment for timely guidance, research, and resolution./.
