CIRCULAR

Issuing the List of Plant Protection Products Permitted for Use in Vietnam and the List of Plant Protection Products Prohibited from Use in Vietnam

1. List of products changing information related to trade name and information related to organizations and individuals registering, Appendix I issued together with this Circular:

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Plant Protection Department;

The Minister of Agriculture and Rural Development issues this Circular on the List of Plant Protection Products Permitted for Use in Vietnam and the List of Plant Protection Products Prohibited from Use in Vietnam.

Article 1. Attached herewith are

1. The List of Plant Protection Products Permitted for Use in Vietnam, Appendix I attached to this Circular, includes:

a) Agricultural chemicals:

- Insecticides: 689 active substances with 1670 trade names.

- Fungicides: 651 active substances with 1492 trade names.

- Herbicides: 256 active substances with 765 trade names.

- Rodenticides: 8 active substances with 37 trade names.

- Growth Regulators: 58 active substances with 172 trade names.

- Insect Attractants: 8 active substances with 8 trade names.

- Snailcides: 31 active substances with 152 trade names.

- Adjuvants (spreaders): 5 active substances with 6 trade names.

b) Termite Control Products: 14 active substances with 21 trade names.

c) Timber Preservation Products: 7 active substances with 8 trade names.

d) Warehouse Disinfectants: 3 active substances with 9 trade names.

đ) Golf course chemicals:

- Fungicides: 2 active substances with 2 trade names.

- Herbicides: 1 active substance with 1 trade name.

- Growth Regulators: 1 active substance with 1 trade name.

e) Seed treatment chemicals:

- Insecticides: 10 active substances with 16 trade names.

- Fungicides: 13 active substances with 13 trade names.

g) Post-harvest crop storage chemicals

- 01 active substance with 01 trade name.

2. The List of Plant Protection Chemicals Prohibited from Use in Vietnam, Appendix II attached herewith, includes:

a) Insecticides, timber preservation chemicals: 23 active ingredients.

b) Fungicides: 6 active substances.

c) Rodenticides: 1 active substance.

d) Herbicides: 1 active substance.

3. The Harmonized System (HS) code table for plant protection products permitted for use and prohibited from use in Vietnam shall be implemented according to Section 22 and Section 23 of Appendix I issued together with Circular No. 11/2021/TT-BNNPTNT dated September 20, 2021 of the Minister of Agriculture and Rural Development on the HS code table for goods under the management authority of the Ministry of Agriculture and Rural Development and the list of agricultural and rural development goods subject to specialized inspection upon import and export. In case there are amendments, supplements, or replacements to the HS code table regulations, such amended, supplemented, or replaced regulations shall apply.

Article 2. Effective Date

1. This Circular takes effect from January 16, 2023.

2. Circular No. 19/2021/TT-BNNPTNT dated December 28, 2021 of the Minister of Agriculture and Rural Development on issuing the List of Plant Protection Products Permitted for Use in Vietnam and the List of Plant Protection Products Prohibited from Use in Vietnam shall cease to be effective from the date this Circular takes effect.

Article 3. Responsibility for Implementation

1. The Director of the Plant Protection Department, Heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, and organizations and individuals related thereto are responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, it is requested that agencies, organizations, and individuals report to the Ministry of Agriculture and Rural Development (through the Plant Protection Department) for consideration and timely resolution.
