CIRCULAR
Guidelines for positions of civil servants with specialized banking expertise in administrative agencies and organizations under the banking sector
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to Decree No. 102/2022/NĐ-CP dated December 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
After reaching consensus with the Ministry of Home Affairs, the Governor of the State Bank of Vietnam issues this Circular to provide guidelines for positions of civil servants with specialized banking expertise in administrative agencies and organizations under the banking sector.
Article 1. Scope of Regulation
This Circular provides guidelines on the list of positions, job descriptions, and competency frameworks for positions of civil servants with specialized banking expertise in administrative agencies and organizations under the banking sector.
Article 2. Applicability
This Circular applies to administrative agencies under the State Bank of Vietnam.
Article 3. Principles and bases for determining positions of banking profession civil servants' jobs
1. Positions of civil servants with specialized banking expertise shall be determined based on the principles stipulated in Article 3 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on positions and staffing of civil servants (hereinafter referred to as Decree No. 62/2020/NĐ-CP).
2. Bases for determining positions of banking profession civil servants' jobs shall be implemented in accordance with Clause 1, Article 4 of Decree No. 62/2020/NĐ-CP.
Article 4. List of job positions, job descriptions, and competency frameworks for positions of banking profession civil servants' jobs
1. The list of positions of civil servants with specialized banking expertise in administrative agencies mentioned in Article 2 is specified in Appendix I attached hereto.
2. Job descriptions and competency frameworks for each position of civil servants with specialized banking expertise in administrative agencies mentioned in Article 2 are specified in Appendix II attached hereto.
Article 5. Effective Date
1. This Circular takes effect from March 1, 2023.
2. Based on this Circular, administrative agencies mentioned in Article 2 shall develop their Position Plan and submit it to the Department of Organization and Cadres for review and approval by the Governor of the State Bank of Vietnam in accordance with the law.
3. In cases where the regulatory legal documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 6. Transitional Provisions
Civil servants currently holding a higher rank than the required rank for the positions defined in this Circular shall retain their current status until new guidelines on salary regulations are issued.
Article 7. Implementation Organization
1. The Director of the Office, Heads of the Department of Organization and Cadres, and Heads of administrative agencies under the State Bank of Vietnam are responsible for implementing this Circular.
2. Any difficulties encountered during implementation should be reported to the State Bank of Vietnam (Department of Organization and Cadres) for guidance or resolution./.
