CIRCULAR

Regulations on economic and technical norms for organizing events and activities serving political tasks at the Village of Culture and Tourism of Ethnic Groups in Vietnam

Decree No. 32/2019/NĐ-CP dated April 10, 2019, issued by the Government, stipulates the assignment of tasks, ordering services, or tendering for the provision of products and public services funded from regular state budget funds;

Decree No. 60/2021/NĐ-CP dated June 21, 2021, issued by the Government, stipulates the financial autonomy mechanism for public service units; Decree number 111/2025/NĐ-CP dated May 25, 2025, issued by the Government, amends and supplements certain provisions of Decree number 60/2021/NĐ-CP dated June 21, 2021;

Decree No. 43/2025/NĐ-CP dated February 28, 2025, issued by the Government, stipulates the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Department of Ethnic Culture of Vietnam;

The Minister of Culture, Sports and Tourism issues this Circular to regulate economic and technical norms for organizing events and activities serving political tasks at the Village of Culture and Tourism of Ethnic Groups in Vietnam.

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Circular regulates economic and technical norms for organizing events and activities serving political tasks at the Village of Culture and Tourism of Ethnic Groups in Vietnam using state budget funds (hereinafter referred to as public services), specifically:

a) Organizing the event "Spring across the Homeland".

b) Organizing the event "Vietnamese Ethnic Cultural Day".

c) Organizing the Week of "National Solidarity among Ethnic Groups - Vietnamese Cultural Heritage".

d) Organizing the event and activity "Highland Fair".

đ) Organizing the event and activity to reenact rituals, festivals, and preserve and promote traditional cultural values of ethnic groups in Vietnam.

a) Public service units assigned the task of providing public services;

b) Agencies, organizations, and individuals related to the implementation of public services.

3. Encourages non-public agencies and organizations implementing public services not using state budget funds to apply economic and technical norms as prescribed in this Circular.

Article 2. General Provisions on Economic and Technical Standards

1. Economic and technical norms in this Circular are the maximum levels, ensuring accurate and full costs for labor, machinery, equipment, and materials used to complete the provision of public services.

2. Job titles within the labor cost component of the norm tables are determined according to the following principles:

a) Job titles within the labor cost component of the Norm Table applied pursuant to Circular No. 16/2021/TT-BVHTTDL dated December 22, 2021, issued by the Minister of Culture, Sports and Tourism, stipulating job code, standards, and salary scales for profession-specific civil servants in the field of cultural heritage; Circular No. 03/2022/TT-BVHTTDL dated July 7, 2022, issued by the Minister of Culture, Sports and Tourism, stipulating job code, standards, and salary scales for profession-specific civil servants in the field of grassroots culture; and Circular No. 10/2023/TT-BVHTTDL dated August 9, 2023, issued by the Minister of Culture, Sports and Tourism, guiding positions, management roles, and profession-specific job titles in public service units under the fields of culture, sports, and tourism.

b) Artisans and ethnic people capable of introducing, performing, and promoting the value of community cultural heritage of the Vietnamese ethnic group, nominated by localities to participate in events and activities (excluding ethnic people already participating in daily activities at the Village of Culture and Tourism of Ethnic Groups in Vietnam).

c) In cases where job titles within the labor cost component are not included in Circular No. 16/2021/TT-BVHTTDL; Circular No. 03/2022/TT-BVHTTDL, and Circular No. 10/2023/TT-BVHTTDL, they shall be applied according to Decree No. 204/2004/NĐ-CP dated December 14, 2004, issued by the Government on salary systems for civil servants, public officials, and military personnel (amended and supplemented in 2009, 2012, 2013, 2016); Decree No. 111/2022/NĐ-CP dated December 30, 2022, issued by the Government on contracts for certain types of work in administrative agencies and public service units, or equivalent conversion based on job positions.

d) In cases where the actual rank of job titles does not match those specified in the Appendix attached to this Circular, the superior management agency of the unit providing public services shall consider and decide on applying equivalent job title ranks or ranks of job titles currently working, and labor costs based on actual conditions. In these cases, labor costs must not exceed the labor costs calculated from the norms in this Circular.

e) For civil servants, public officials, and employees receiving salaries from the state budget when participating in implementing components of work in the process of providing public services, the labor cost consumption norms prescribed in this Circular shall not apply.

Article 3. Content and structure of economic and technical norms

1. Content of economic and technical norms includes:

a) Labor costs: the direct and indirect labor time required by average workers to complete the provision of one public service. Direct labor cost is the time spent on each stage of the public service, measured in workdays (8 hours per day) as stipulated by labor laws. Indirect labor cost is calculated as 10% of the total direct labor cost.

b) Costs for machinery and equipment usage: the time required for each type of machinery and equipment to serve the provision of public services. Machinery and equipment costs in the norms are calculated in terms of machine operation shifts, with each shift corresponding to the total depreciation period of the machine over one workday (8 hours) as stipulated by labor laws.

c) Material consumption: refers to the specific quantities of various materials that are necessary and directly used to provide public service activities. The level of material consumption in the standard is calculated based on the specific quantity of each type of material. The level of auxiliary material consumption is calculated at 10% of the total value of material consumption within the same standard table.

2. The structure of economic-technical standards includes:

a) Name of the norm;

b) Description of work content: the main work stages to implement the provision of public services;

c) Standard tables, including:

- Labor consumption standard: position and labor grade, unit of measurement for consumption level and the standard consumption level value;

- Consumption standard for machinery and equipment usage: name of machinery or equipment, unit of measurement for consumption level and the standard consumption level value;

- Consumption standard for material usage: name and specifications of materials, unit of measurement for consumption level and the standard consumption level value;

- Normative value: the numerical value of actual time spent on labor, machinery and equipment usage, and material usage during the provision of public services;

- Notes: are instructions on how to calculate standards under different technical conditions (if any) or to complete a workload different from the unit of measurement in the Standard Table.

Article 4. Economic-Technical Standards

Economic-technical standards for organizing events and activities serving political tasks at the Village of Culture and Tourism of Ethnic Groups in Vietnam are detailed in the Appendix attached to this Circular.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

Based on the economic-technical standards prescribed in this Circular, relevant agencies, organizations, and individuals shall consider and decide to apply specific economic-technical standards suitable to the conditions of the public service provider units under their management.

Article 6. Effectiveness

1. This Circular takes effect from February 1, 2026.

2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new amended, supplemented, or replacing documents.

3. During implementation, if any issues arise or difficulties occur, it is requested that relevant agencies, units, organizations, and individuals promptly report them to the Ministry of Culture, Sports and Tourism (through the Vietnam Ethnic Cultural Affairs Department) for consideration and resolution./.

- The activity period of artisans and ethnic participants in events and activities is calculated from the start of travel from their locality until the end of the event and return to their locality (excluding preparation and rehearsal time at the locality).

- For actual expenses, rental services, purchases, and other services for organizing events and activities serving political tasks such as: costs for preparing the venue, environmental sanitation; travel expenses, accommodation fees; scriptwriting, directing program, hosting, actor, singer rental fees; production and setup of visual clips, music; sound, lighting, stage, LED screen, spatial framework system rental; design model, poster, banner, stage backdrop rental; raw material, material, foodstuff purchase costs for traditional festival reenactment activities, craft practice, ethnic cuisine introduction, and related equipment costs shall be applied according to the standards issued by competent state authorities or separately budgeted for additional work outside this standard for approval by the competent authority in accordance with the State Budget Law. For service payment items that require tendering, they shall be implemented in accordance with the Tender Law.

- Payments to invited ethnic artisans and participants in events and activities serving political tasks (in addition to labor fees) such as: meal allowance, travel expenses, lodging fee (if applicable) shall be carried out in accordance with the regulations stipulated in Article 5, Clause 2 of Article 7, Clause 4 of Article 12 of Circular No.

40/2017/TT-BTC dated April 28, 2017 of the Ministry of Finance on Travel Expense Regulations and Conference Expense Regulations, amended and supplemented by Circular No. 12/2025/TT-BTC and approved event and activity budgets./.
