CIRCULAR

Repealing certain regulatory legal documents within the purview

of the Minister of Construction

Pursuant to the Law on Legislative Decrees 2025;

Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the restructuring of the state apparatus;

Pursuant to Decree No. 146/2025/NĐ-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of industry and trade;

Pursuant to Decree No. 79/2025/NĐ-CP dated April 1, 2025 of the Government on inspection, review, systematization, and handling of legal normative documents;

Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Legal Department;

The Minister of Construction issues the Circular abolishing certain regulatory legal documents within the authority of the Minister of Construction.

Article 1. Abolish entirely certain regulatory legal documents within the authority of the Minister of Construction.

Abolish entirely the following documents:

1. Circular No. 13/2010/TT-BXD dated August 20, 2010, issued by the Minister of Construction on the model contract for managing and operating urban public lighting systems.

2. Circular No. 21/2010/TT-BGTVT dated August 10, 2010, issued by the Minister of Transport guiding the implementation of Decree No. 95/2009/NĐ-CP dated October 30, 2009, of the Government on the service life of trucks and passenger vehicles.

3. Circular No. 27/2010/TT-BGTVT dated September 9, 2010, issued by the Minister of Transport promulgating the National Technical Regulations on hydraulic steering machines on watercraft - Technical requirements and testing methods.

4. Circular No. 36/2010/TT-BGTVT dated December 1, 2010, issued by the Minister of Transport on promulgating four National Technical Regulations on motorcycle and motorbike spare parts.

5. Circular No. 39/2013/TT-BGTVT dated November 1, 2013, issued by the Minister of Transport promulgating the National Technical Regulations on electric bicycles.

6. Circular No. 47/2013/TT-BGTVT dated December 3, 2013, issued by the Minister of Transport on the dissemination and education of laws in the transport sector.

7. Circular No. 18/2014/TT-BGTVT dated May 27, 2014, issued by the Minister of Transport promulgating the National Technical Regulations on materials and welding equipment under pressure in transportation.

8. Circular No. 39/2014/TT-BGTVT dated September 12, 2014, issued by the Minister of Transport on the reception of citizens, handling complaints, and accusations of the Ministry of Transport.

9. Circular No. 66/2015/TT-BGTVT dated November 6, 2015, issued by the Minister of Transport amending Clause 1:2015 QCVN 68:2013/BGTVT National Technical Regulations on electric bicycles.

10. Circular No. 45/2019/TT-BGTVT dated November 11, 2019, issued by the Minister of Transport promulgating three National Technical Regulations on batteries, engines used for electric bicycles, and engines used for electric motorcycles and motorbikes.

11. Circular No. 23/2021/TT-BGTVT dated November 5, 2021, issued by the Minister of Transport guiding the preparation, approval, and publication of project lists; methods and standards for evaluating tender documents and bidding to select investors for specialized aviation service works at airports.

12. Circular No. 26/2022/TT-BGTVT dated October 20, 2022, issued by the Minister of Transport on the issuance of regulatory legal documents by the Ministry of Transport.

13. Circular No. 12/2023/TT-BGTVT dated June 29, 2023, issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 23/2021/TT-BGTVT dated November 5, 2021, issued by the Minister of Transport guiding the preparation, approval, and publication of project lists; methods and standards for evaluating tender documents and bidding to select investors for specialized aviation service works at airports.

Article 2. Repeal part of the regulatory legal text within the purview of the Minister of Construction

Repeal Article 4 of Circular No. 28/2023/TT-BGTVT dated September 29, 2023, issued by the Minister of Transport, amending and supplementing certain articles of circulars in the civil aviation sector.

Article 3. Implementation Provisions

This Circular takes effect from August 30, 2025./.
