Pursuant to Decision No. 2520/QD-CT dated August 9, 2004 of the Chairman of the Thanh Hoa Provincial People's Committee on the functions, duties, and authorities of specialized agencies assisting the People's Committees at all levels in managing state affairs related to labor - invalids and social affairs within the province of Thanh Hoa;
Pursuant to Decision No. 102/2006/QĐ-TTg dated May 15, 2006 of the Prime Minister on the establishment and issuance of regulations governing the operation of the Nghi Son Economic Zone;
Pursuant to Decision No. 1414/1997/QD-BLDTBXH dated November 17, 1997 of the Minister of Labor - Invalids and Social Affairs on delegating some labor management tasks to the Management Boards of industrial zones, export processing zones, and high-tech zones under the central cities and provinces;
Pursuant to Circular No. 528/BQLKKTNS-DN dated August 30, 2007 of the Management Board of Nghi Son Economic Zone regarding the request for delegating some labor management tasks to the Management Board of Nghi Son Economic Zone;
Considering the proposal of the Director of the Office and the Head of the Labor Policy and Wage Department of the Department of Labor - Invalids and Social Affairs,

Article 1. Delegates to the Management Board of Nghi Son Economic Zone, Thanh Hoa Province, the following tasks related to labor management in enterprises under its jurisdiction:
1. Monitoring, inspecting, and urging the implementation of labor policies and regulations concerning workers such as wages, bonuses, social insurance, health insurance, working hours, rest periods, compensation for work-related accidents in enterprises in accordance with labor laws.
2. Guiding enterprises in concluding labor contracts, establishing internal labor regulations, and signing collective labor agreements. Receiving and examining applications for collective labor agreements and issuing decisions to recognize internal labor regulations in accordance with the law. Guiding and urging enterprises to prepare files for labor books for workers to be submitted to the Department of Labor - Invalids and Social Affairs for issuance.
3. Guiding, inspecting, and urging enterprises to comply with laws on occupational safety and health, environmental hygiene, measures to ensure environmental hygiene, and the implementation of labor protection systems such as providing personal protective equipment, material allowances, labor protection, and regular health check-ups for workers in enterprises.
- Guiding and urging enterprises to report types of machinery, equipment, materials, and substances with strict requirements for occupational safety and health to the Department of Labor - Invalids and Social Affairs for registration in accordance with Circular No. 23/2003/TT-BLDTBXH dated January 3, 2003 of the Ministry of Labor - Invalids and Social Affairs;
- Cooperating with the Labor Inspectorate of the Department of Labor - Invalids and Social Affairs and enterprise owners to strengthen propaganda and organize training on labor protection for production managers and workers;
- Statistics and reporting on work-related accidents occurring in enterprises under its jurisdiction.
4. Guiding enterprises to establish grassroots labor dispute resolution councils in accordance with the Labor Code and the Law Amending and Supplementing Certain Provisions of the Labor Code dated November 29, 2006. Appointing mediators to participate in resolving labor disputes in accordance with labor laws.
- When there are collective labor disputes or strikes occurring in enterprises, the Management Board of Nghi Son Economic Zone shall guide the disputing parties to follow the prescribed procedures and promptly report to the Department of Labor - Invalids and Social Affairs, the Provincial Trade Union Federation for coordination in handling.
5. Implementing the issuance of work permits for foreign workers employed in enterprises within the Nghi Son Economic Zone.
6. The Management Board of Nghi Son Economic Zone is responsible for grasping the recruitment needs of labor in enterprises under its jurisdiction; guiding enterprises to recruit labor in accordance with Decree No. 39/2003/NĐ-CP dated April 18, 2003 of the Government detailing and guiding the implementation of certain provisions of the Labor Code on employment.
7. Guiding, confirming, and coordinating with relevant departments to implement policies for enterprises employing many female workers.
8. Monitoring and inspecting the implementation of vocational training regulations, programs, and compliance with vocational training laws and policies by vocational training institutions and enterprises under its jurisdiction.
Article 2. The Management Board of Nghi Son Economic Zone is responsible for cooperating with state management agencies on labor in inspecting and investigating work-related accidents occurring in enterprises under its jurisdiction upon request.
Regularly monitoring and reporting every six months and annually, as well as ad hoc reports on the management and utilization of labor and activities of vocational training institutions under its jurisdiction to the Department of Labor - Invalids and Social Affairs of Thanh Hoa Province.
Article 3. This Decision takes effect from the date of signing. Any previous regulatory documents that conflict with this Decision are hereby abolished.
Article 4. The Director of the Management Board of Nghi Son Economic Zone and the Directors of enterprises under the jurisdiction of the Nghi Son Economic Zone Management Board are responsible for implementing this Decision.
