RESOLUTION

On supplementing the Plan for Economic and Social Development in 2025
with the target of achieving a growth rate of 8% or higher

On the basis of the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Resolution No. 158/2024/QH15 of the National Assembly on the Plan for Economic and Social Development in 2025;

Based on the consideration of Report No. 53/TTr-CP dated January 27, 2025, and Report No. 54/BC-CP dated January 27, 2025, of the Government; the audit reports of the National Assembly's agencies; opinions from relevant agencies and National Assembly deputies;

RESOLUTION:

Article 1. Objectives and Indicators

a) General Objective: To consolidate and prepare well the foundational elements to successfully implement the Strategy for Economic and Social Development over the Ten-Year Period 2021-2030, marking the country's entry into a new era of development, contributing to laying a solid foundation for achieving double-digit growth rates during the period 2026-2030. In 2025, efforts will be concentrated on promoting growth with the goal of achieving 8% or higher, while maintaining macroeconomic stability, controlling inflation, ensuring major balances in the economy; harmonizing economic development with social progress and environmental protection, ensuring national defense and security; creating a basis for higher growth in subsequent years.

b) Adjustments to some key indicators: - The growth rate of Gross Domestic Product (GDP) reaching 8% or higher, with the scale of GDP in 2025 expected to reach approximately over 500 billion US dollars (USD). - Per capita GDP around 5,000 USD. - The average Consumer Price Index (CPI) growth rate around 4.5 - 5%.

Article 2. Tasks and Main Solutions

The National Assembly basically agrees with the tasks and solutions proposed by the Government and the National Assembly's agencies, and at the same time, requests the Government and related agencies to focus on implementing the following main tasks and solutions:

2.1. Accelerate the completion of institutional frameworks, laws, and enhance the effectiveness of law enforcement work

Reform the mindset in lawmaking towards a direction that is both "strict management and proactive development," abandoning the mindset of "if we cannot manage it, then prohibit it"; emphasizing the method of "outcome-based management," shifting strongly from "pre-inspection" to "post-inspection" coupled with enhanced inspection and supervision.

Create a favorable environment for investment, production, business operations, scientific and technological development, innovation, and digital transformation, focusing on reviewing and promptly amending the Law on Enterprises, the Investment Law, the Public-Private Partnership Investment Law, the Bidding Law, the Law on Management and Use of State Capital for Production and Business Operations in Enterprises. Proactively and urgently establish legal frameworks and incentive mechanisms for new issues, high-tech projects, large-scale projects, new trends, digital transformation, green growth, circular economy; including promptly promulgating the Law on Science and Technology and Innovation (amended), the Law on Atomic Energy (amended); promptly drafting the framework legal proposal for developing smart production, smart factory models, smart governance models, the National Program for Developing Strategic Technologies and Industries.

Continue to perfect the legal framework to promote rapid, healthy, and effective development of various markets (financial, stock, science and technology, labor, real estate...). Review to expand the scope, subjects, areas, and apply some pilot policies and special mechanisms approved by the National Assembly in ten localities and have proven effective. Develop special policies to develop economic zones with great potential such as Van Don, Van Phong, border economic zones, and regions according to the resolutions of the Politburo.

Urgently implement laws and resolutions of the National Assembly that have been passed, especially those concerning the organization and operation of agencies, ensuring continuous and smooth operations with higher efficiency; complete regulations on organizational structures, accelerate decentralization and delegation to serve the implementation of the revolution in organizational structure towards being lean, efficient, effective, and functional. Immediately issue strong mechanisms and policies, specific and transparent legal provisions to address and handle situations of shirking responsibility, evading duties, and lack of responsibility in public service, creating space for creativity, encouraging, and protecting officials who dare to innovate, think, act, and take responsibility for the common good, without personal gain; strengthen inspections and urging to monitor violations, shortcomings, and rectify them promptly and effectively.

2.2. Focus resources on completing strategic infrastructure systems that are synchronized and modern; unblock and use effectively state investment resources

In 2025, basically complete the Long Thanh International Airport, regional ports at Lach Huyen, put into operation Terminal 3 Tan Son Nhat, Terminal 2 Noi Bai; commence construction of the Lien Chieu Port; expedite procedures for preparing investment in strategic and important national transportation infrastructure projects. Supplement approximately VND 843 trillion in state investment capital from increased revenue and savings in the state budget in 2024 to accelerate the progress of certain projects capable of absorbing capital (highways, coastal roads...) in 2025. Strive to save an additional 10% of the regular expenditure increase in the 2025 budget compared to the 2024 budget and the increased revenue of the state budget in 2024 to invest in the Lao Cai - Hanoi - Haiphong railway line; utilize the room for public debt and budget deficit to mobilize and supplement resources for development. Expedite the progress of implementing national target programs; particularly, quickly complete investment procedures for the National Target Program on Cultural Development for the 2025-2035 period to implement immediately in 2025. Accelerate the disbursement of state investment funds, striving for the disbursement ratio nationwide to reach 95% of the plan in 2025; supplement and apply special mechanisms and policies, especially for large-scale and key projects. If necessary, adjust the budget deficit to about 4-4.5% of GDP to mobilize resources for development investment; public debt, government debt, and foreign debt of the country may reach or exceed the warning threshold of 5% of GDP.

2. 3. Concentrate on administrative reform, improve the investment business environment, create all conditions to quickly resolve investment procedures, difficulties, and obstacles in business activities, encourage investment from all economic sectors.

Promote the development of private economy, collective economy, especially small and medium-sized enterprises participating more deeply in global value chains. Establish mechanisms to prioritize the formation and development of new production forces, build mechanisms and policies to strongly develop national enterprises with large scale. Enhance the role of state-owned enterprises to focus on investing in major, key projects with ripple effects, driving economic and social development. Strengthen the integration between state-owned enterprises, private enterprises, and foreign-invested enterprises (FDI). Firmly eliminate the "request-grant" mechanism and scattered public investment (the mid-term public investment plan for the central budget period 2026-2030 ensures no more than 3,000 projects).

Immediately remove bottlenecks in the real estate market, capital market, corporate bond market; ensure criteria and conditions for upgrading the stock market in 2025; establish effective mechanisms to utilize indirect investment funds and international investment funds. Manage credit growth appropriately, timely, and effectively to meet the capital needs of the economy, ensuring accuracy and effectiveness, focusing on production and business areas, priority areas, and traditional growth drivers such as consumption, investment, and exports. Actively work with strategic investors to attract large-scale high-tech FDI projects; implement the green channel mechanism effectively for high-tech projects in industrial parks and economic zones to start operations soon. Effectively implement regulations on decentralization and delegation of authority to localities in approving infrastructure investment in new industrial parks. Review and immediately implement solutions to address ongoing projects with difficulties, particularly renewable energy, BOT, BT, transportation, real estate, and other sectors; in the short term, establish special mechanisms to resolve projects in Ho Chi Minh City, Hanoi, Da Nang, and other major cities to release resources in 2025. Quickly complete the procedures for the international seaport at Can Gio. Vigorously promote nuclear power and offshore wind power projects; accelerate the revision and effective implementation of the Eighth Power Development Plan in the new context.

Utilize the investment support fund effectively; promptly build and implement the project on mechanisms and policies to form and develop leading national enterprises; the project on developing small and medium-sized enterprises. Support enterprises in applying artificial intelligence, digital transformation, green transition, resource efficiency, and sustainable development...

2. 4. Strengthen and renew traditional growth drivers.

Improve tax and credit mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism. Promote supply-demand connection activities and domestic trade promotion; promote distribution through digital platforms; develop e-commerce. Strive for retail sales of goods and service revenue (current prices) in 2025 to increase by about 12% or more. Develop the air transport industry and create better conditions to attract foreign tourists; urgently consider and decide on unilateral visa exemption measures for citizens of some European and Middle Eastern countries holding ordinary passports; promote tourism promotion and marketing activities; improve the quality of tourism products and services. In 2025, strive to welcome and serve 22-23 million international tourist arrivals and 120-130 million domestic tourist arrivals.

Proactively implement comprehensive and synchronized solutions in politics, economy, and diplomacy; strengthen economic diplomacy, promote harmonious and sustainable trade with the United States, China, and other major partner countries of Vietnam; actively participate in ASEAN Economic Community initiatives to enhance investment and trade opportunities in the region. Effectively exploit opportunities from 17 signed free trade agreements (FTAs); expand and diversify export markets, especially those of newly upgraded strategic partnership and comprehensive strategic relationship countries; quickly complete FTA negotiations with countries in the Middle East, Switzerland, Norway, Finland... to enhance exploitation of new potential markets, including the Middle East, Halal, Latin America, and Africa. Provide enterprises with market research information to identify global market entry opportunities; assist enterprises in meeting new export market standards; provide information and support enterprises in anti-dumping cases. Further promote service exports, especially financial and banking services, aiming for balance in the service trade account; promote the development of logistics and transportation services, particularly expanding air and sea freight. Strengthen international integration in the service sector, sign digital economy agreements with countries in the region.

2. 5. Vigorously promote new growth drivers, develop new advanced production forces.

Creating breakthroughs in the development of science, technology, innovation, and national digital transformation pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo; accelerating green transition, enhancing investment in research and development, promoting emerging industries such as artificial intelligence (AI), big data, cloud computing, optoelectronics, industrial internet, Internet of Things, biotechnology industry, new energy, cultural industry, entertainment industry...; establishing mechanisms and policies strong enough to exploit outer space, marine space, underground space. Urgently develop solutions to enhance the effectiveness of science and technology funds, encourage the formation of venture capital funds, angel funds, startup funds, innovation funds...; building mechanisms and policies to apply the model of "public investment-private management," "private investment-public management," ensuring the autonomy of scientists in research and application of technology.

Strengthening the training of high-quality human resources according to international standards to meet market demands, especially in priority and emerging fields such as AI, data science, semiconductor chips, quantum technology, biotechnology, nuclear energy, advanced materials, robotics and automation, construction and operation of high-speed railways,...; continuing to reform management mechanisms and ensure financial resources for education and training; having mechanisms and policies to support investment in resources, placing orders, and assigning tasks for training high-quality human resources for institutions serving economic and social development. Urgently implement effectively the Project of the International Financial Center in Ho Chi Minh City, the Regional Financial Center in Da Nang; building free trade zones, border economic zones in key economic areas such as Da Nang, Ba Ria-Vung Tau, Hai Phong, Quang Ninh, Khanh Hoa, Binh Duong, Dong Nai... Promoting economic diplomacy linked with promoting trade, attracting external resources, especially scientific and technological investment, innovation, and digital transformation. Creating favorable conditions for experts, especially foreign experts and overseas Vietnamese experts to work and develop science and innovation for Vietnam. Promoting the commercialization of 5G technology; researching 6G technology; developing telecommunications satellites and upgrading the national telecommunications backbone infrastructure. Building a National Data Center, connecting national and specialized databases. Studying and proposing appropriate mechanisms and policies to promote the formation, operation, and development of digital technology enterprises, creating more "digital jobs." Effectively utilizing opportunities to attract investment, promote trade... based on consolidating and leveraging our country's position on the global map of semiconductor industries, digital transformation, and innovative startups. Allocating resources and having special mechanisms and policies to immediately implement the Program for Developing Human Resources for the Semiconductor Industry.

Urgently building and effectively implementing controlled trial mechanisms for new technological solutions. Promptly promulgating and effectively implementing legal frameworks to commercialize scientific research results and technological development.

Article 3. Implementation Organization

The Government, local authorities at all levels, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office shall promptly build specific plans to organize the successful implementation of this Resolution within their assigned functions and tasks.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly and the National Assembly deputies, within the scope of their functions, duties, and powers, shall supervise the implementation of this Resolution.

The Vietnam Fatherland Front and its member organizations shall supervise and mobilize all strata of the people to implement this Resolution.

The National Assembly calls upon compatriots, soldiers throughout the country, and overseas Vietnamese to raise the spirit of patriotic emulation, unity, and self-reliance, overcome difficulties and challenges, adapt flexibly and effectively to the world situation and domestic circumstances, accelerate, break through, achieve the goals, successfully implement the Socio-Economic Development Plan for 2025 with a growth target of 8% or higher, laying a solid foundation for double-digit growth in the next phase.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 15th term, the 9th extraordinary session, on February 19, 2025.
