PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 24/2008/NQ-CP dated October 28, 2008 of the Government promulgating the Program of Action of the Government to implement the Resolution of the 7th Plenary Session of the Central Committee of the Communist Party of Vietnam's 10th Tenure on agriculture, farmers, and rural areas;
Considering the proposal of the Minister of Labor, Invalids and Social Affairs, the Minister of Agriculture and Rural Development, and the Minister of Interior,
DECISION:

Article 1. Approves the Project "Vocational Training for Rural Labor until 2020" (hereinafter referred to as the Project) with the following main contents:

I. VIEWS AND OBJECTIVES

Clause 1. Views

a) Vocational training for rural labor is the cause of the Party, State, all levels, sectors, and society aimed at improving the quality of rural labor, meeting the requirements of industrialization and modernization of agriculture and rural areas. The State will strengthen investment to develop vocational training for rural labor, ensuring policies to guarantee social equity regarding opportunities to learn trades for all rural workers, encouraging, mobilizing, and creating conditions for the whole society to participate in vocational training for rural labor;

b) Learning trades is the right and duty of rural labor to create jobs, change professions, increase income, and improve the quality of life;

c) Shift vocational training for rural labor from training based on the existing capacity of training institutions to training based on the demand for learning trades of rural labor and market demands; link vocational training with national economic and social development strategies, plans, and regional, sectoral, and local plans;

d) Reform and develop vocational training for rural labor towards improving the quality and effectiveness of training and creating favorable conditions for rural labor to participate in learning trades suitable to their educational level, economic conditions, and trade learning needs;

đ) Strengthen the training and upgrading of cadres and civil servants, bringing about profound changes in the quality and effectiveness of training and upgrading; aiming to build a cadre and civil servant team at the commune level that meets the standards and positions of cadres and civil servants, has the necessary qualifications, political resilience, leadership and management skills, and expertise in various fields of economic and social affairs at the commune level to serve the industrialization and modernization of agriculture and rural areas;

Clause 2. Objectives

a) General Objective

- On average, train approximately 1 million rural workers annually, including training and upgrading approximately 100,000 communes' cadres and civil servants;

- Improve the quality and effectiveness of vocational training to create employment and increase income for rural workers, contributing to the restructuring of the labor force and economy, serving the cause of industrialization and modernization of agriculture and rural areas;

- Build a cadre and civil servant team at the commune level with firm political resilience, qualifications, capabilities, and moral qualities to meet the requirements of administrative management, economic and social management, and public service implementation to serve the cause of industrialization and modernization of agriculture and rural areas;

b) Specific objectives for each phase

- Phase 2009-2010

+ Continue teaching trades to approximately 800,000 rural workers according to the target of the Project "Strengthening Capacity for Vocational Training" under the National Target Program on Education and Training until 2010 (Project 7) through the policies of this Project;

+ Pilot models of vocational training for rural workers involving approximately 18,000 people, 50 trades, and placing orders for training approximately 12,000 people belonging to poor households, ethnic minorities, and rural workers who have lost agricultural land and face economic difficulties. The employment rate after training under these models must be at least 80%;

+ Strive to complete the "Plan for Training and Upgrading Commune Cadres and Civil Servants for the 2006-2010 Period" approved by Decision No. 40/2006/QĐ-TTg dated February 15, 2006 of the Prime Minister;

- Phase 2011-2015

Train trades for 5,200,000 rural workers, including:

+ Approximately 4,700,000 rural workers will receive training (1,600,000 people in agricultural trades; 3,100,000 people in non-agricultural trades), including placing orders for training approximately 120,000 people belonging to poor households, ethnic minorities, and rural workers who have lost agricultural land and face economic difficulties. The employment rate after training during this period must be at least 70%;

+ Training and upgrading knowledge and administrative management, economic and social management skills according to job titles and positions to meet the requirements of leadership, management, operation, and public service implementation for approximately 500,000 communes' cadres and civil servants;

- Phase 2016-2020

Train trades for 6,000,000 rural workers, including:

+ Approximately 5,500,000 rural workers will receive training (1,400,000 people in agricultural trades; 4,100,000 people in non-agricultural trades), including placing orders for training approximately 380,000 people belonging to poor households, ethnic minorities, and rural workers who have lost agricultural land and face economic difficulties. The employment rate after training during this period must be at least 80%;

+ Training and upgrading knowledge and deepened administrative management, economic and social management skills for approximately 500,000 communes' cadres and civil servants to meet the requirements of leading and managing economic and social affairs during the period of industrialization and modernization of agriculture and rural areas;

II. OBJECTS OF THE PROJECT

1. Rural laborers within working age, having appropriate educational level and health condition for the trade they need to learn. Among them, priority is given to training trades for those who enjoy preferential policies for persons with meritorious services to the revolution, poor households, households with maximum income equal to 150% of the poverty line, ethnic minorities, disabled persons, and rural workers who have lost agricultural land.

2. Full-time party, political-social organization, government, and specialized commune-level civil servants; cadre sources to replace commune-level cadres and civil servants reaching retirement age or lacking due to mechanical reasons, with ages suitable for cadre planning until 2015 and 2020.

III. POLICIES OF THE PROJECT

1. Policies for learners

- Rural workers who are entitled to preferential policies for those who have contributed to the revolution, poor households, ethnic minority people, disabled persons, and those whose agricultural land has been reclaimed shall be supported with a maximum amount of three million dong per person per course for short-term vocational training (up to primary vocational level and under three months of training), with specific support levels determined according to each trade and actual training time; they shall also be supported with meal expenses at a rate of fifteen thousand dong per day of actual training per person; and travel expenses up to a maximum of two hundred thousand dong per person per course for those who attend training courses more than fifteen kilometers away from their place of residence.

- Rural workers from households with income not exceeding 150% of the income of poor households shall be supported with a maximum amount of two million five hundred thousand dong per person per course for short-term vocational training (up to primary vocational level and under three months of training), with specific support levels determined according to each trade and actual training time.

- Other rural workers shall be supported with a maximum amount of two million dong per person per course for short-term vocational training (up to primary vocational level and under three months of training), with specific support levels determined according to each trade and actual training time.

- Rural workers participating in vocational training may borrow funds for training in accordance with current regulations on credit for students and trainees. After completing vocational training, rural workers who work stably in rural areas shall be supported with 100% interest subsidy on loans taken for training purposes from the state budget.

- Ethnic minority rural workers who are entitled to preferential policies for those who have contributed to the revolution, poor households, and households with income not exceeding 150% of the income of poor households shall be entitled to the policy of vocational training for boarding students from ethnic minorities for intermediate vocational and college-level vocational training.

- After completing vocational training, rural workers may borrow capital from the National Employment Fund under the National Target Program on Employment to create their own jobs.

Each rural worker shall only be supported once for vocational training under this Project's policy. Those who have already received support for vocational training under other national policies shall not continue to receive support for vocational training under this Project's policy. However, those who have received support for vocational training but lost their jobs due to objective reasons may be considered by the provincial People's Committee to continue receiving support for vocational training to change jobs under this Project's policy, but not more than three times.

2. Policies for teachers and lecturers

- Teachers and management staff engaged in regular vocational training must go down to villages, hamlets, and communes in areas with particularly difficult socio-economic conditions to teach vocational skills for at least 15 days per month and shall be entitled to a mobility allowance at a coefficient of 0.2 compared to the general minimum wage, similar to teachers implementing literacy and regular education programs who go down to villages and hamlets.

- Teachers of public vocational training institutions in mountainous districts, remote areas, border regions, islands, and areas with many ethnic minority groups shall be provided with residential facilities like those for teachers in preschools to secondary schools.

- Vocational trainers (technical officers, engineers, skilled workers from enterprises, production and business establishments, and centers for promoting agriculture, forestry, fisheries, and excellent farmers participating in rural labor vocational training) shall be paid a minimum of twenty-five thousand dong per hour; vocational trainers who are doctoral scientists, doctoral candidates in agriculture, and artisans at the provincial level or higher shall be paid a minimum of three hundred thousand dong per session. Specific rates shall be determined by the vocational training institution.

- Establish standards, systems, and incentive mechanisms to attract capable instructors to training and development institutions for cadres and civil servants; individuals working in various fields and all components involved in training and development activities to attract capable personnel currently working in agencies and units to participate in teaching under a part-time system.

3. Policies for vocational training institutions for rural workers

- Sixty-one poor districts shall be invested in material and equipment for vocational training centers in accordance with Resolution No. 30a/2008/NQ-CP dated December 27, 2008, of the Government on the Program to Rapidly and Sustainably Reduce Poverty in Sixty-One Poor Districts.

- Thirty districts with a poverty rate of 30-50%, newly established vocational training centers in 2009, shall be supported with investments in theoretical classrooms, practical workshops, dormitories, residential facilities for teachers, dining halls, pickup trucks or boats to transport equipment, staff, and teachers for mobile training, and equipment for four common trades and three to five local special trades. The maximum investment is twelve billion five hundred million dong per center.

- Seventy-four mountainous, border, island, and ethnic minority districts, newly established vocational training centers in 2009, shall be supported with investments in practical workshops, dormitories, residential facilities for teachers, dining halls, pickup trucks or boats to transport equipment, staff, and teachers for mobile training, and equipment for three common trades and three to four local special trades. The maximum investment is nine billion dong per center.

- One hundred sixteen new plain districts, newly established vocational training centers in 2009, shall be supported with investments in material and equipment for vocational training at a rate of five billion dong per center.

- Nine vocational technical colleges in nine provinces with many traditional craft villages shall be supported with investments in construction and equipment for vocational training at a rate of twenty-five billion dong per school.

- Continue to support investments in equipment for vocational training for county-level public vocational training centers that were invested in during the period 2006-2009 but have not met the requirements for ensuring the quality of vocational training. The support level is three billion dong per center.

- Support funding for purchasing equipment for vocational training for one hundred continuing education centers in counties without vocational training centers to participate in vocational training for rural workers. The support level is one billion dong per center.

- Vocational colleges, technical secondary schools, vocational training centers, universities, colleges, specialized secondary schools under ministries, sectors, political-social organizations, localities, enterprises, and private institutions; continuing education centers, comprehensive vocational guidance centers, research institutes, community learning centers, agricultural extension centers, livestock and fisheries extension centers, farms, agricultural and forestry farms, enterprises, cooperatives, and production and service establishments... that meet the conditions to provide vocational training for rural workers shall participate in providing such training using the funds specified in this Project and shall be provided with curricula, textbooks, learning materials, and teacher training programs.

The policies stipulated in this Project will be adjusted to suit fluctuations in prices and economic and social changes annually and during each period.

IV. MAJOR SOLUTIONS OF THE PROJECT

1. Enhance the awareness of all levels, sectors, society, cadres, civil servants at commune level, and rural workers about the role of vocational training in creating employment, increasing income, and improving the quality of rural human resources.

a) People's Committees at all levels shall develop plans, master plans, or specific action programs to organize the implementation of the Resolution on vocational training for rural workers issued by the Party Committee at the higher level and the same-level Party Committee.

b) Political-social organizations, social organizations, and professional associations shall strengthen propaganda on the Party's and State's policies on vocational training for rural workers; provide free career counseling and job placement services, and mobilize their members to participate in vocational training.

c) Strengthen extensive propaganda through mass media on the Party's guidelines, State policies, and laws on vocational training, the role and position of vocational training in economic and social development, job creation, and income enhancement so that rural workers become aware and actively participate in vocational training.

d) Reform the curriculum and enhance the effectiveness of vocational guidance education in junior high schools and high schools to ensure students have the right attitude towards vocational training and proactively choose suitable vocational training forms according to their conditions and circumstances.

2. Develop the network of training facilities

a) Ministries, sectors, and Provincial People's Committees shall review and supplement the planning for the development of the network of vocational training facilities, focusing on developing vocational training facilities for rural workers (public and private vocational training centers, vocational training centers within enterprises, cooperatives, farms, agricultural and forestry farms, specialized farming areas, production and business service establishments, and traditional craft vocational training centers) by profession and training level up to 2020:

- Complete the establishment of new vocational training centers in districts without such centers by 2009 and complete the investment in infrastructure and equipment by 2013;

- Support investment in developing technical secondary vocational art and craft schools in provinces with many traditional craft villages;

- Invest in enhancing the capacity of county public vocational training centers benefiting from Project 7 but at a low level;

- Provide funding for purchasing vocational training equipment for continuing education centers in districts without vocational training centers to participate in vocational training for rural workers;

- Promote socialization in vocational training by encouraging organizations and individuals to invest in establishing vocational training facilities for rural workers; attract private vocational training centers, educational institutions (universities, colleges, specialized secondary schools, continuing education centers, comprehensive vocational guidance centers), enterprises, production and business service establishments to participate in vocational training activities for rural workers.

b) Mobilize training and cadre development institutions of ministries, sectors, political-social organizations, universities, colleges, and secondary schools to participate in the training and development of commune-level cadres and civil servants in a socially-oriented manner with state support (ordering training and development according to requirements).

3. Develop the teaching staff and management cadre

a) Develop the teaching staff and management cadre for vocational training

- Conduct surveys, evaluations of the teaching staff and management cadre for vocational training to plan training and recruitment to meet the quantity requirement (each vocational training center should have at least one full-time teacher per profession), quality, and training profession structure;

- Mobilize scientists, artisans, technical officers, engineers, skilled workers from enterprises and production and business establishments, agricultural, forestry, and fisheries extension centers, outstanding farmers to participate in vocational training for rural workers;

- Train pedagogical skills and improve vocational skills to supplement teachers for vocational training centers lacking full-time teachers;

- Train management skills and provide career counseling, job search, and job creation services for rural workers;

- Each district shall have one dedicated post for vocational training work under the Department of Labor, Invalids, and Social Affairs.

b) Develop the teaching staff and lecturers for training and developing commune-level cadres and civil servants

- Establish standards, tasks, systems, policies, and incentive mechanisms to attract capable individuals to teach at training and cadre development institutions; those working in various fields and participating in training and development activities; attract capable individuals currently working in agencies and units to teach part-time. Study and improve the organizational structure and staffing of training and cadre development institutions, especially provincial-level institutions;

- Train and develop teachers and lecturers of provincial political schools, county political training centers, cadre training and development institutions of ministries, sectors, and universities, colleges to meet the teaching program and content.

- Revise the content, curriculum, and teaching methods to be suitable for the target learners; study, amend, and supplement the training programs for instructors to meet the requirements of training and nurturing cadres and civil servants at the commune level during the industrialization and modernization phase;

- Improve organizational structure, staffing, and supplement teaching staff to meet the demands of training and nurturing cadres and civil servants at the commune level, with particular attention given to schools that train and nurture cadres at the provincial level;

4. Develop curricula, textbooks, and learning materials

a) Develop curricula, textbooks, and learning materials for vocational training at the primary vocational level and regular vocational training; establish a list of vocational training equipment;

- Innovate and develop curricula, textbooks, and learning materials for rural labor vocational training according to market labor demands, regularly updating new techniques and technologies;

- Mobilize scientists, artisans, technical officers, engineers, skilled workers from enterprises and production and business establishments, agricultural, forestry, and fisheries extension centers, and outstanding farmers to participate in building curricula, textbooks, and learning materials for rural labor vocational training;

- Complete revisions of 300 curricula and learning materials and develop 200 new curricula and learning materials for primary vocational training and regular vocational training; establish a list of vocational training equipment for approximately 300 trades at the primary vocational level. Provide vocational training curricula and learning materials to educational and training institutions participating in rural labor vocational training;

b) Develop curricula and training content for cadre and civil servant training at the commune level

- In 2009 and 2010, conduct surveys to determine the training and nurturing contents needed and the training demands of commune-level cadres and civil servants for the period 2011-2015 and up to 2020;

- Develop appropriate curricula and training content for each category of commune-level cadres and civil servants based on different regions (delta, midland, mountainous areas, ethnic minority regions...) for each development stage (up to 2015 and up to 2020). From 2010 to 2012, develop curricula, training content, and pilot teaching, from 2013 to 2020 continue to improve, amend, supplement, and organize teaching;

5. Strengthen inspection, supervision, and evaluation activities of the implementation of the Project annually, mid-term, and final term;

V. ACTIVITIES OF THE PROJECT

1. Vocational Training for Rural Labor

a) Activity 1: Propaganda, Consultation on Vocational Training and Employment for Rural Labor

- Main Content

+ Disseminate the Party and State's policies on vocational training for rural labor;

+ Promote propaganda on rural labor vocational training through mass media;

+ Compile and organize knowledge and skill training for propaganda and mobilization for the propaganda team consisting of cadres of the Farmers' Association;

+ Consult on vocational training and employment for rural labor;

+ Organize commendation and awards for those who have made significant contributions to rural labor vocational training work;

- Estimated budget: 125 billion VND;

b) Activity 2: Survey and Forecast Demand for Rural Labor Vocational Training

- Main Content

+ Identify the list of trades for rural labor vocational training;

+ Determine the demand for vocational training among rural labor by trade, region, and level;

+ Determine the demand for trained labor usage (quantity, quality, structure) by enterprises, economic sectors, and the labor market;

+ Forecast the demand for trained rural labor usage until 2020;

+ Assess the capacity for vocational training of rural labor training institutions including: network, trades, curricula, learning materials, teachers, and management staff for vocational training, facilities and equipment for vocational training;

- Estimated budget: 15 billion VND;

c) Activity 3: Pilot Models for Rural Labor Vocational Training

- Main Content

Conduct vocational training according to pilot models for 18,000 rural laborers divided into four groups: agricultural laborers (in mountainous areas, specialized farming areas); village craft laborers in delta regions; farmers transitioning to industry and services (in mountainous and delta, midland regions) and offshore fishermen in central coastal provinces (learning ship repair; seafood processing and preservation...);

- Estimated budget: 54.4 billion VND to implement over two years, 2009-2010;

d) Activity 4: Enhance Infrastructure and Equipment for Public Vocational Training Institutions

- Main Content

Support investment in infrastructure and equipment for public vocational training institutions including: 220 newly established county vocational training centers in 2009 (30 counties with poverty rates from 30-50%; 74 mountainous, border, island, and ethnic minority counties; 116 delta counties); 09 traditional craft villages concentrated intermediate-level vocational colleges. Support funding for purchasing equipment for 100 county-level continuing education centers without vocational training centers to participate in rural labor vocational training. Continue supporting investment in equipment for public vocational training centers in counties that received low investment in previous years;

- Estimated budget: 3,905 billion VND;

e) Activity 5: Develop Curricula, Textbooks, Learning Materials, and Establish a List of Vocational Training Equipment

- Main Content

+ Develop 500 curricula and learning materials for vocational training (textbooks, guidance materials, audiovisual materials...) to train at the primary vocational level and under three months of vocational training according to market labor demands;

+ Establish a list of vocational training equipment for 300 trades at the primary vocational level;

- Estimated budget: 90 billion VND;

f) Activity 6: Develop Teachers and Management Staff for Vocational Training

- Main Content

+ Compile training programs and materials for pedagogical skills and vocational skills for vocational teachers at the primary vocational level and vocational trainers: training programs and materials for new technology, advanced vocational skills training programs and materials, pedagogical skills training programs; management staff training programs for vocational training institutions on counseling on vocational training and employment counseling;

+ Training vocational pedagogy and occupational skills for 7,500 people to supplement vocational teachers for newly established vocational training centers and those already established but lacking sufficient permanent teaching staff;

+ Providing training on management practices and career counseling, job search, and self-employment for rural workers for 12,000 participants;

- Estimated budget: 76.5 billion VND;

g) Activity 7: Supporting rural laborers to learn trades

- Main Content

+ Supporting short-term vocational training (primary vocational level and training under three months) and placing orders for vocational training for 6.54 million rural laborers;

+ Placing orders for vocational training for approximately 512 thousand rural laborers from poor households, ethnic minorities, and rural laborers who have lost agricultural land and face economic difficulties;

- Estimated budget: 20,308.2 billion VND;

h) Activity 8: Monitoring and evaluating the implementation of the Project

- Main Content

+ Establishing criteria for monitoring and evaluating the Project; setting up methods for collecting and processing information, managing the Project's budget at provincial and centrally-administered city levels and central ministries and agencies; developing software for managing the Project; enhancing capacity in planning, managing, implementing, and organizing the Project at all levels;

+ Organizing inspections, monitoring, and evaluating the implementation of the Project at the central level, provinces, and centrally-administered cities annually, mid-term, and end-term;

+ Reporting, compiling, analyzing, and evaluating the implementation of the Project's objectives, targets, contents; the management and use of the Project's budget at the central level and provinces, and centrally-administered cities;

- Estimated budget: 120 billion VND;

2. Training and upgrading cadres and civil servants at commune level

a) Activity 1: Determining training and upgrading needs

- Main Content

+ Developing a list of programs and contents for training and upgrading and the training and upgrading needs of commune-level cadres and civil servants according to specific categories for each region;

+ Conducting surveys to determine the training and upgrading contents and needs of commune-level cadres and civil servants during the period 2010-2020;

- Estimated budget: 4 billion VND;

b) Activity 2: Building training and upgrading programs and contents

- Main Content

+ Developing training and upgrading programs according to standards for each civil servant position and commune-level management cadre position;

+ Developing training and upgrading programs for each region (delta, midland, mountainous, and ethnic minority regions);

- Estimated budget: 6 billion VND;

c) Activity 3: Developing the teaching staff

- Main Content

+ Establishing standards, tasks, systems, policies, and incentive mechanisms for trainers involved in training and upgrading commune-level cadres and civil servants;

+ Training and upgrading the teaching staff of provincial political schools, county political training centers, and other training institutions for cadres and civil servants of various ministries and universities and colleges to meet the training program and content requirements;

+ Training and upgrading the teaching staff in active teaching methods, emphasizing practical skills and problem-solving abilities suitable for adult learners (both domestic and international training);

- Estimated budget: 75 billion VND;

d) Activity 4: Building systems and policies for training and upgrading

- Main content: Researching and building appropriate mechanisms and policies, including systems and policies for commune-level cadres and civil servants attending training and upgrading, and mechanisms for entrusting non-system training institutions such as universities and research institutes with training and upgrading commune-level cadres and civil servants;

- Estimated budget: 1 billion VND;

đ) Activity 5: Training and upgrading commune-level cadres and civil servants

- Main content: Training and upgrading approximately 1.2 million commune-level cadres and civil servants;

- Estimated budget: 1,200 billion VND;

VI. BUDGET AND FINANCIAL MECHANISM OF THE PROJECT

1. The total estimated state budget for implementing the Project is 25,980 billion VND, including:

- Budget for rural laborer vocational training: 24,694 billion VND;

- Budget for training and upgrading commune-level cadres and civil servants: 1,286 billion VND;

2. The Project's budget based on implementation progress

- Period 2009-2010: 1,894 billion VND (of which the budget for training and upgrading commune-level cadres and civil servants is 65.5 billion VND);

- Period 2011-2015: 11,363 billion VND (of which the budget for training and upgrading commune-level cadres and civil servants is 593.5 billion VND);

- Period 2016-2020: 12,723 billion VND (of which the budget for training and upgrading commune-level cadres and civil servants is 627 billion VND);

3. The Project's budget based on the nature of capital sources

- Capital investment for infrastructure and equipment for vocational training: 3,905 billion VND;

- Operating capital: 22,075 billion VND;

4. Financial mechanism of the Project

- Localities that can balance their budgets must ensure funding from local budgets to implement the policy of supporting rural laborers to learn trades and activities related to training and upgrading commune-level cadres and civil servants as outlined in this Project;

- The central government will provide funding to support rural laborers learning trades, activities related to training and upgrading commune-level cadres and civil servants for localities that cannot balance their budgets, and implement remaining policies, solutions, and activities of the Project. For the period 2009-2010, the Project's budget will be supplemented into the "Strengthening Vocational Training Capacity" project under the National Target Program on Education and Training until 2010; for the period 2011-2020, the budget will be allocated separately within the National Target Program on Education and Training for the periods 2011-2015 and 2016-2020;

- Mobilizing additional resources from international organizations, vocational training institutions, businesses, individuals, and communities to supplement the implementation of the Project (businesses are allowed to deduct expenses and support provided for vocational training from their taxable income according to the law);

VII. IMPLEMENTATION ORGANIZATION

1. Responsibilities of Central Ministries and Sectors

a) Ministry of Labor, Invalids, and Social Affairs

- Acting as the steering body of the Project; taking the lead and coordinating with the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs to compile annual and phased content and budget needs of the Project and submit them to the Ministry of Finance and the Ministry of Planning and Investment for consolidation and submission to the Prime Minister.

- Take the lead and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Home Affairs, and related ministries and sectors to coordinate and guide the implementation of policies, solutions, and activities under the Project;

- Guide localities in developing plans and budget estimates for vocational training funds for rural laborers annually and over five years; compile the fund requirements and submit them to the Ministry of Finance and the Ministry of Planning and Investment for presentation to the Prime Minister to include in the state budget estimate;

- Propose the allocation of vocational training funds for rural laborers to localities, ministries, and central agencies of political-social organizations that have relevant training facilities; submit these proposals to the Ministry of Finance and the Ministry of Planning and Investment for consolidation;

- Take the lead in organizing vocational training activities for rural laborers;

- Inspect and supervise the implementation of vocational training for rural laborers; periodically compile and report to the Prime Minister on the implementation status of the Project every six months and annually;

b) Ministry of Agriculture and Rural Development

- Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs to organize the development of a list of trades and vocational training programs for agricultural occupations at the primary level and regular vocational training;

- Coordinate with a telecommunications company to provide market information for goods, support the sale of agricultural products, and agricultural services down to the commune level;

- Coordinate with the Ministry of Labor, Invalids, and Social Affairs to develop mechanisms and policies for vocational training for rural laborers; allocate vocational training funds for rural laborers;

- Take the lead and coordinate with relevant ministries, sectors, and provincial people's committees to pilot the issuance of vocational training cards for rural laborers;

- Inspect and supervise the implementation of agricultural vocational training for rural laborers; periodically report to the Ministry of Labor, Invalids, and Social Affairs every six months and annually for consolidation;

c) The Ministry of Home Affairs

- Take the lead in implementing and directing the evaluation and summary of work in training and upgrading cadres and civil servants at the commune level according to set targets; propose amendments and supplements to mechanisms and policies on cadre training at the commune level; develop and promulgate training and upgrading programs for commune-level cadres and civil servants;

- Consolidate annual training and upgrading fund requirements for commune-level cadres and civil servants and submit them to the Ministry of Labor, Invalids, and Social Affairs for consolidation;

- Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs to guide counties in allocating one dedicated position to oversee vocational training work;

- Coordinate with the Ministry of Labor, Invalids, and Social Affairs and the Ministry of Education and Training to select universities, colleges, and secondary schools to participate in upgrading commune-level cadres and civil servants;

- Inspect and supervise the implementation of training and upgrading for commune-level cadres and civil servants; periodically report to the Ministry of Labor, Invalids, and Social Affairs annually for consolidation;

- Organize and direct localities to determine the training and upgrading needs for commune-level cadres and civil servants; develop training and upgrading plans for commune-level cadres and civil servants up to 2015 and 2020;

- Take the lead and coordinate with relevant ministries, sectors, and agencies in researching and proposing programs, knowledge, and skills required to be equipped for commune-level cadres and civil servants, including updated knowledge (up to 2015 and 2020), and developing training and upgrading program contents;

- Take the lead and coordinate with relevant ministries, sectors, and provincial people's committees to study and build standards, systems, policies, and incentive mechanisms for lecturers;

- Coordinate with the Ministry of Finance to review, amend, and supplement mechanisms and policies for training and upgrading commune-level cadres and civil servants;

- Guide localities in developing training and upgrading plans for commune-level cadres and civil servants in three stages: up to 2010, from 2011 to 2015, and from 2016 to 2020 based on local training and upgrading needs and cadre planning;

d) The Ministry of Education and Training

- Supplement the content and funding for the period 2009-2010 of this Project into the National Target Program on Education and Training until 2010 and supplement it into the National Target Program on Education and Training for the period 2011-2015 and 2016-2020, and report to the Government and the National Assembly;

- Reform curricula and enhance the effectiveness of vocational guidance education in middle schools and high schools so that students have the right attitude towards vocational training and actively choose post-secondary vocational training forms;

- Coordinate with the Ministry of Home Affairs to select educational training institutions to participate in upgrading commune-level cadres and civil servants;

đ) The Ministry of Planning and Investment, the Ministry of Finance

- Allocate funds to implement the Project from 2009 in accordance with the State Budget Law;

- Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, the Ministry of Agriculture and Rural Development, and the Ministry of Home Affairs to guide financial management mechanisms and investment for policies and activities under the Project; coordinate in inspecting and supervising the implementation of the Project;

e) The Ministry of Industry and Trade

- Take the lead and coordinate with a telecommunications company to provide market information for goods, support the sale of small-scale industrial products for rural laborers down to the commune level;

- Coordinate with the Ministry of Home Affairs to research and propose training and upgrading programs and knowledge content for commune-level cadres and civil servants that meet the requirements of industrialization and modernization of agriculture and rural areas;

g) Ministry of Information and Communications

Coordinate with ministries, sectors, and localities to intensify information dissemination and propaganda on vocational training for rural laborers;

h) Other Ministries and Sectors

Direct vocational training institutions under their jurisdiction to proactively participate in vocational training activities for rural laborers according to the implementation plan of the vocational training project for rural laborers of centrally governed cities and provinces;

2. People's Committees of provinces and centrally governed cities

- Approve and organize the implementation of the provincial vocational training project for rural laborers based on this Project and the provincial socio-economic development strategy to 2020; plan the network of vocational training institutions to 2020, focusing on developing county-level vocational training center networks;

- Develop annual implementation plans for the Project, specifying the following contents:

+ Establish a list of trades for training and a vocational training plan based on the demand for vocational training from rural workers, the need for skilled labor from enterprises, production, business, service establishments, and the labor market both domestically and internationally;

+ Mobilize training institutions (including vocational colleges, vocational secondary schools, vocational training centers, universities, colleges, specialized secondary schools, continuing education centers, comprehensive technical training centers, vocational guidance centers, agricultural research institutes, community learning centers, agricultural extension centers, forestry extension centers, fishery extension centers, farms, state farms, forest farms, enterprises, cooperatives, and other production, business, and service establishments) under various ministries, political-social organizations, localities, and businesses that meet the conditions to provide vocational training for rural workers according to the policies of this Project;

+ Specify specific training costs for each trade in accordance with the actual situation of the locality. In addition to the maximum support level specified in this Project, localities may decide on additional support levels based on their budgetary capacity;

- Develop annual plans for training and upgrading cadres and civil servants at the commune level;

- Utilize vocational training and cadre upgrading funds effectively;

- Direct local radio, television, and newspaper agencies to have special sections promoting vocational training for rural workers;

- Assign one dedicated staff member responsible for managing vocational training in the Department of Labor, Invalids, and Social Affairs in each district;

- Monitor, urge, organize inspections, and supervise the implementation of the Project, and report periodically every six months and annually on the implementation of the Project to the Ministry of Labor, Invalids, and Social Affairs for consolidation and reporting to the Prime Minister;

3. Propose to political-social organizations, social organizations, and occupational associations:

- The Vietnam Farmers' Union shall take the lead in organizing and implementing propaganda and mobilization activities to encourage farmers to participate in vocational training; provide free advice on vocational training, employment, establishing enterprises, farms, and production, business establishments; participate in vocational training and monitor the implementation of the Project at the local level;

- The Central Committee of the Communist Youth League of Ho Chi Minh City shall integrate promotional and advisory activities about vocational training and job creation for rural workers in this Project into relevant components of the Project "Supporting Young People's Vocational Training and Job Creation for the Period 2008-2015";

- The Vietnam Women's Union, the General Confederation of Labor of Vietnam, and other political-social organizations; the Vietnam Vocational Training Association, the Vietnam Village Craftsmanship Association, and other occupational associations shall participate in appropriate activities of the Project.

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
