CIRCULAR
ISSUING THE TEMPLATE FOR THE DOCTORATE HONORARY DEGREE CERTIFICATE

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;
Pursuant to Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;
Pursuant to Decision No. 33/2007/QĐ-BGDĐT dated June 20, 2007 of the Minister of Education and Training promulgating the Regulations on certificates and diplomas of the national education system;
Pursuant to Circular No. 26/2008/TT-BGDĐT dated May 9, 2008 of the Minister of Education and Training guiding the procedures and formalities for conferring the honorary doctorate degree;
At the proposal of the Director of the Legal Department and the Director of the Higher Education Department;
The Minister of Education and Training decides:
Article 1. The template for the honorary doctorate degree certificate is hereby issued together with this Circular.
The honorary doctorate degree certificate consists of four (4) pages, each page measuring 29cm x 21cm.
Pages 1 and 4 have a red background; Page 1 has the National Emblem, the letters printed on Page 1 are in gold color; Pages 2 and 3 have a light yellow background, with a dark yellow border pattern, the name of the honorary doctorate degree in both Vietnamese and English are in red color, other letters are in black; the bronze drum image is embossed in the center of Page 2, the National Emblem is embossed in the center of Page 3.
The content recorded on the honorary doctorate degree certificate is specified in the Appendix attached to this Circular.
Article 2. This Circular takes effect from July 10, 2011. All previous regulations contrary to this Circular are abolished.
Article 3. The Head of the Office, the Director of the Legal Department, the Director of the Higher Education Department, the Heads of units related to the Ministry of Education and Training, the Heads of educational institutions entrusted with the task of training at the doctoral level, and the Directors of research institutes authorized to train at the doctoral level are responsible for implementing this Circular./.
