Circular No. 20/2024/TT-BNNPTNT promulgates QCVN 01-183:2024 amending and supplementing QCVN 01-183:2016/BNNPTNT national technical regulation on animal feed - Limit values for mycotoxins, heavy metals, and microorganisms in mixed feed for livestock and poultry.

CIRCULAR

Issuing QCVN 01-183:2024 to amend and supplement QCVN 01-183:2016/BNNPTNT national technical regulation on animal feed -

Limiting maximum allowable levels of mycotoxins, heavy metals, and microorganisms in mixed feed for livestock and poultry

Based on the Law on Standards and Technical Regulations 2006;

Based on the Law on Product and Commodities Quality 2007;

Pursuant to Decree No. 105/2022/NĐ-CP dated December 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on the Law on Animal Husbandry 2018;

Based on Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Based on Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Based on Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Law on Product and Commodities Quality;

Based on Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain provisions regarding investment and business conditions in the field under the management of the Ministry of Science and Technology and certain provisions on specialized inspection; the 12 year Based on Decree No. 13/2020/NĐ-CP dated January 21, 2020 of the Government guiding detailed implementation of the Law on Animal Husbandry; of Law on Product Quality;

Based on Decree No. 46/2022/NĐ-CP dated July 13, 2022 of the Government amending and supplementing certain provisions of Decree No. 13/2020/NĐ-CP dated January 21, 2020 of the Government guiding detailed implementation of the Law on Animal Husbandry; the 5 year At the proposal of the Director of the Livestock Production Department; the Head of the Science, Technology and Environment Department; the 12 year The Minister of Agriculture and Rural Development issues this Circular issuing QCVN 01-183:2024 to amend and supplement QCVN 01-183:2016/BNNPTNT national technical regulation on animal feed -

Limiting maximum allowable levels of mycotoxins, heavy metals, and microorganisms in mixed feed for livestock and poultry.

Attached to this Circular is QCVN 01-183:2024 to amend and supplement QCVN 01-183:2016/BNNPTNT national technical regulation on animal feed - Limiting maximum allowable levels of mycotoxins, heavy metals, and

microorganisms in mixed feed for livestock and poultry.

This Circular shall take effect from June 6, 2025.

a) Animal feed for livestock and poultry regulated by QCVN 01-183:2016/BNNPTNT that has been assessed for conformity before the effective date of this Circular does not need to undergo another conformity assessment when registering for conformity declaration but must comply with monitoring assessments according to QCVN 01-183:2016/BNNPTNT and QCVN 01-183:2024/BNNPTNT amending and supplementing QCVN 01-183:2016/BNNPTNT.b) Animal feed for livestock and poultry regulated by QCVN 01-183:2016/BNNPTNT that has been registered for conformity declaration before the effective date of this Circular does not need to undergo another conformity declaration registration but must comply with monitoring assessments according to QCVN 01-183:2016/BNNPTNT and QCVN 01-183:2024/BNNPTNT amending and supplementing QCVN 01-183:2016/BNNPTNT. c) Organizations that have registered for conformity certification activities or been designated to certify conformity of animal feed according to QCVN 01-183:2016/BNNPTNT may continue to conduct certification according to QCVN 01-183:2024 amending and supplementing QCVN 01-183:2016/BNNPTNT until the expiration of their registration certificates for conformity certification activities or designation decisions.

Article 1. The Director of the Livestock Production Department; the Head of the Science, Technology and Environment Department; the Head of the Legal Affairs Department; Heads of relevant units under the Ministry; Directors of Provincial Departments of Agriculture and Rural Development and related organizations and individuals are responsible for implementing this Circular. In the course of implementation, if there are difficulties, agencies, organizations, and individuals should promptly report to the Ministry of Agriculture and Rural Development for review and amendment. Article 2. Implementation clause

1. This Circular shall take effect from June 6, 2025.

2. Transitional Provisions

a) Feed for livestock and poultry as specified in QCVN 01-183:2016/BNNPTNT that have been assessed for conformity before this Circular takes effect shall not be required to undergo conformity assessment again when registering for conformity declaration but must comply with surveillance assessments as prescribed in QCVN 01-183:2016/BNNPTNT and QCVN 01-183:2024/BNNPTNT amending and supplementing QCVN 01-183:2016/BNNPTNT.

b) Feed for livestock and poultry as specified in QCVN 01-183:2016/BNNPTNT that have been registered for conformity declaration before this Circular takes effect shall not be required to undergo conformity declaration registration again but must comply with surveillance assessments as prescribed in QCVN 01-183:2016/BNNPTNT and QCVN 01-183:2024/BNNPTNT amending and supplementing QCVN 01-183:2016/BNNPTNT.

Organizations that have registered for conformity assessment activities or been designated to conduct conformity assessment of feed according to QCVN 01-183:2016/BNNPTNT shall continue to perform conformity assessment according to QCVN 01-183:2024 amending and supplementing QCVN 01-183:2016/BNNPTNT until the expiration date of their conformity assessment activity registration certificate or designation decision.

Article 3. Implementation Organization

The Director of the Livestock Production Department; the Heads of the Science, Technology and Environment Department; the Legal Affairs Department; the Heads of relevant units under the Ministry; the Directors of Provincial Departments of Agriculture and Rural Development; and related organizations and individuals are responsible for implementing this Circular.
