CIRCULAR
Issuing the Program for University Preparatory Courses
Pursuant to the Education Law 43/2019/QH14;
Pursuant to the Government Decree No. 37/2025/NĐ-CP dated February 26, 2025, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to the Minutes of the Review of the Program for University Preparatory Courses;
At the proposal of the Director of the General Department of Primary and Secondary Education;
The Minister of Education and Training issues this Circular on the Program for University Preparatory Courses.
Article 1. Attached herewith is the Program for University Preparatory Courses.
Article 2. Amending and supplementing Article 6 of the Regulations on Admissions and University Preparatory Courses; Transfer to study at the undergraduate level or college level in Early Childhood Education, issued together with Circular No. 44/2021/TT-BGDĐT dated December 31, 2021 of the Minister of Education and Training, specifically as follows:
"Article 6. Training Program
1. Content of Training
a) Students in university preparatory courses shall be provided with cultural knowledge in three subjects according to the subject combination used for admission to the preparatory course (subject 1, subject 2, subject 3 among Mathematics, Vietnamese Language, English, History, Geography, Physics, Chemistry, Biology, Economics and Law Education, Information Technology, and Technology);
b) Students in university preparatory courses shall be trained in physical health and participate in educational activities. Based on the actual situation of the school, the needs for learning and living of students, the Principal of the university preparatory course shall select appropriate physical training and educational activity contents;
c) The university preparatory course shall proactively develop teaching plans according to the Program for University Preparatory Courses issued by the Ministry of Education and Training, in accordance with the current general education program.

For subject combinations including both Mathematics and Vietnamese Language, the time for studying Mathematics is 8 periods/week, and the time for studying Vietnamese Language is 7 periods/week.
d) The duration of the university preparatory course is one academic year. The Principal of the university preparatory course shall decide on the academic year plan ensuring at least 28 weeks of actual study, with the remaining time for review, final exams, and other activities.
Article 3. This Circular takes effect from November 4, 2025, and replaces Circular No. 48/2012/TT-BGDĐT dated December 11, 2012, of the Minister of Education and Training on the Detailed Outline of 11 University Preparatory Course Subjects.
Article 4. The Head of the Office, Directors of the General Departments of Primary and Secondary Education and Higher Education, Heads of relevant units under the Ministry of Education and Training, Directors of provincial Departments of Education and Training; Directors of universities and academies, Principals of universities and colleges, Principals of vocational secondary schools; Principals of university preparatory courses, ethnic university preparatory courses, Principals of Northern Vietnam High Schools, and related organizations and individuals are responsible for implementing this Circular./.
