THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Plant Protection and Quarantine No. 41/2013/QH13 dated November 25, 2013;

Pursuant to the Environmental Protection Law No. 52/2005/QH11 dated November 29, 2005;

CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE PLANT PROTECTION DEPARTMENT,

DECISION:

Article 1. Approving the Project to Promote the Application of Integrated Pest Management on Crops for the Period 2015-2020 (hereinafter referred to as the Project) with the following main contents:

I. GUIDING PRINCIPLES

- Expanding the application of IPM on crops to contribute to ensuring food safety; protecting public health and the environment; increasing production efficiency and sustainable agricultural development.

- Applying IPM in Vietnam based on principles harmonized with other countries in the region and worldwide;

- Using an ecological approach to manage pests and conserve natural enemies through the harmonious application of cultivation practices that enhance crop resistance and reduce the use of chemical plant protection products.

- Leveraging all economic resources, particularly household economies and state support, in applying IPM.

II. OBJECTIVES

1. General objectives

Minimizing risks caused by excessive use of chemicals, especially plant protection products, to public health, the environment, and food safety; contributing to the restructuring of the crop sector from now until 2020 and beyond.

2. Specific objectives by 2020

- Over 90% of communes will have core farmer groups knowledgeable, skilled, and effectively applying IPM.

- For rice: 80% of the area will fully apply IPM; over 70% of farming households will understand and apply IPM; chemical pesticide use will decrease by more than 50%, nitrogen fertilizer use by more than 10%, seed use by more than 30%, irrigation water use by more than 20%, greenhouse gas emissions by more than 20%, and production efficiency will increase by more than 10%.

- For corn and vegetables: 70% of the area will fully apply IPM; over 70% of farming households will understand and apply IPM; chemical pesticide use will decrease by more than 30%, seed use by more than 20%, and production efficiency will increase by more than 50%.

- For leafy vegetables: 70% of the area will fully apply IPM; over 70% of farming households will understand and apply IPM; chemical pesticide use will decrease by more than 50%, nitrogen fertilizer use by more than 20%, seed use by more than 20%, and production efficiency will increase by more than 30%.

- For fruit trees: 80% of the area will fully apply IPM; over 70% of farming households producing fruit trees will understand and apply IPM; chemical pesticide use will decrease by more than 30%, and production efficiency will increase by more than 20%.

- For perennial industrial crops: 85% of the area will fully apply IPM; over 80% of farming households will understand and apply IPM; chemical pesticide use will decrease by more than 50%, and production efficiency will increase by more than 15%.

III. TASKS

1. Raising awareness among producers and the community

- Developing a communication plan to encourage the community to apply IPM, closely collaborating with mass organizations (Women's Union, Farmers' Association, Youth Union, etc.) and mass media outlets.

- Implementing a comprehensive communication plan, including printing leaflets, posters, newsletters, radio broadcasts, video clips; establishing demonstration plots "without early pesticide use, reduced nitrogen, reduced density"; promoting IPM on television, newspapers, radio, and rural broadcasting.

- Widely disseminating information to producers through mass media about IPM principles and technical procedures (reduce three, increase three; must one, reduce five; safe vegetables; good agricultural practices-GAP; improved intensive rice cultivation system-SRI, etc.).

- Raising awareness among producers and the community about the risks posed by plant protection chemicals to human health and the ecological environment. - Establishing and maintaining a website on IPM to manage and disseminate IPM knowledge to producers.

2. Developing procedures and economic-technical standards

- Developing procedures for applying IPM principles for each crop, including measures from seed selection, land preparation, planting time, fertilization, care, pest control, harvesting, post-harvest storage, etc.

- Developing sustainable crop cultivation procedures, incorporating IPM techniques (shade trees, ground cover, bio-degradable crop residues, combined use of bio-control agents, organic and microbial fertilizers, biological pesticides, crop rotation, etc.).

- Developing economic-technical standards for organizing Farmer Field Schools (FFS) on IPM, community models for applying IPM on large fields for each type of crop, field experiments conducted by farmers, and field meetings.

3. Building models to apply technical measures for sustainable pest management and reducing the use of plant protection chemicals

- For rice: Developing models to apply sustainable cultivation methods to reduce chemical use, irrigation water, greenhouse gas emissions, and enhance resilience to climate change; crop rotation, using bio-control products to manage pests, processing straw to improve soil quality, and using resistant seeds.

- For leafy vegetables: Developing models to apply technical procedures using bio-products, organic and microbial fertilizers, herbal pesticides, pheromones, traps, baits to kill pests, and reducing chemical use.

- For industrial and fruit trees: Developing models to manage soil-borne pests using ecological methods to promote beneficial soil organisms such as limiting chemical use, enhancing organic and microbial fertilizers, bio-control products, intercropping with shade trees, ground cover, etc.

4. Widespread application of IPM in large-scale production

- Expanding the "farmer training farmer" method with topics on IPM, sustainable crop cultivation, and minimizing risks from plant protection chemicals...

- Promote the results of the IPM model to the community at village, commune, and district levels through organizing field meetings, commune broadcasting systems, and integrating into the activities of various organizations, clubs, and farmer forums...

- Expand the application of IPM on crop objects in communes, linked with building large fields based on maximizing the resources of producers and state budget support through integrating programs/projects at local levels.

IV. IMPLEMENTATION SOLUTIONS

1. On science and technology

- Guide research work on breeding and transferring high-quality crop varieties with good resistance to pests and diseases, suitable for the natural conditions of each production area, to reduce pest damage and protect production.

- Strengthen the application of biological agents for pest control, microbial fertilizers, antagonistic microorganisms, etc., in pest management to minimize the use of agricultural chemicals; new techniques and technologies in plant protection.

- Modernize the system for investigating, detecting, forecasting, monitoring pests, and controlling them to provide timely and accurate information for pest management.

2. On human resource development

- Build provincial and district-level teaching staff teams, "main trainers," through training-of-trainers (TOT) courses so that they can organize Farmer Field Schools (FFS) for farmers. Develop monitoring and evaluation indicators for TOT training activities, FFS training, and IPM model implementation.

- Enhance the skills and techniques of commune plant protection officers, grassroots extension workers, and core farmer groups on IPM through practical field classes and experiments; create conditions for these forces to play a role in guiding and assisting the community in implementing IPM activities.

3. On mechanisms and policies

- Organize and effectively implement existing policies such as Decree No. 02/2010/ND-CP dated January 8, 2010, of the Government on agricultural extension; Decree No. 41/2010/ND-CP dated April 12, 2010, of the Government on credit policies for rural development; support policies for applying Good Agricultural Practices in agriculture, forestry, and fisheries according to Decision No. 01/2012/QD-TTg dated January 9, 2012; encouragement policies for production cooperation and linkage with product consumption and large model fields according to Decision No. 62/2013/QD-TTg dated October 25, 2013; vocational training support policies according to Decision No. 1956/QD-TTg dated November 27, 2009...

- During the implementation process, based on practical requirements, the Ministry of Agriculture and Rural Development will coordinate with relevant ministries and sectors to propose new policies to the competent authority to ensure the project achieves its goals.

4. On international cooperation

- Take advantage of and effectively utilize international support sources, including financial provision and new technology transfer through bilateral and multilateral cooperation.

- Participate in regional and global international cooperation activities related to the IPM program.

V. IMPLEMENTATION

1. Units under the Ministry of Agriculture and Rural Development

a) Plant Protection Department

- Serve as the permanent agency assisting the Minister of Agriculture and Rural Development in directing and guiding localities in implementing the project; take the lead in proposing policies for project implementation; develop and standardize training, training, and training materials for IPM; build and improve IPM procedures for major crops; propose research topics related to IPM; review and propose the elimination of harmful pesticides with long-term residues; regularly compile reports evaluating implementation results and propose solutions to overcome difficulties to achieve project goals.

b) Other units under the Ministry

- Coordinate with the Plant Protection Department to implement project contents based on assigned functions and tasks.

2. Central Ministries and Sectors

- Coordinate with the Ministry of Agriculture and Rural Development and localities to develop policies for submission to the competent authority for issuance and perform state management functions during the project implementation process.

3. Provincial Departments of Agriculture and Rural Development

- Advise the People's Committee of the province to direct and implement project contents at the local level; propose mechanisms and policies for project implementation within the province; regularly report implementation results to the Ministry of Agriculture and Rural Development for consolidation and reporting to relevant ministries, sectors, and the Prime Minister.

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Head of the Ministry's Office, the Director of the Plant Protection Department, the Director of the Crop Production Department, the Heads of related units under the Ministry, and the Directors of Provincial Departments of Agriculture and Rural Development are responsible for enforcing this Decision./.
