DECISION
On the establishment of the Publicity-Cultural Sub-committee for the ASEM 5 Summit

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 44/2003/QĐ-TTg dated April 1, 2003 of the Prime Minister on the establishment of the National Committee for Preparations and Organization of the Fifth Asia-Europe Meeting (ASEM 5) Summit;
Upon the proposal of the Minister of Culture, Sports and Tourism and the Minister of Foreign Affairs,
DECISION:
Article 1. The Publicity-Cultural Sub-committee under the National Committee for Preparations and Organization of the Fifth Asia-Europe Meeting (ASEM 5) Summit is hereby established, headed by Comrade Tran Chien Thang, Deputy Minister of Culture, Sports and Tourism, with the following members:
1. Comrade Do Ngoc Son, Head of the ASEM 5 Secretariat, Ministry of Foreign Affairs,
2. Comrade Tran Kim Thu, Deputy Director of the International Cooperation Department, Ministry of Culture, Sports and Tourism, Deputy Head of the Sub-committee in charge of day-to-day operations,
3. Comrade Hoang Huu Luong, Deputy Director of the Press Department, Ministry of Culture, Sports and Tourism, Deputy Head of the Sub-committee in charge of publicity activities,
4. Comrade Le Dai Chuc, Deputy Director of the Performing Arts Department, Ministry of Culture, Sports and Tourism, Deputy Head of the Sub-committee in charge of cultural activities,
5. Comrade Le Dung, Acting Director of the Information-Journalism Department, Ministry of Foreign Affairs,
6. Comrade Que Lien, Deputy Director of the Press and Publishing Department, Central Steering Committee for Ideology and Culture,

Article 2. The Publicity-Cultural Sub-committee shall have the following tasks:
To develop plans for organizing and implementing publicity activities and cultural events before and during the Summit;
To publicize and promote through mass media the purpose, significance, and importance of the high-level meeting between Asia and Europe in Vietnam;
To guide, manage, and facilitate conditions for domestic and foreign journalists to report on the Summit;
To direct the specific organization of cultural and artistic performances serving the Summit and its delegates.
Article 3. The Sub-committee shall be responsible for regularly reporting on the results of its work and the preparation status of related matters within its field of responsibility to the Chairman of the National Committee for ASEM 5.
Article 4. Members of the Sub-committee shall work on a part-time basis, utilizing their own departments' staff, equipment, etc., to support the Sub-committee's activities.
The Sub-committee Head shall decide on the division of labor, establish working coordination regulations, and hold regular meetings to ensure flexible and effective handling of tasks.
The Sub-committee's secretariat is the International Cooperation Department, Ministry of Culture, Sports and Tourism at 51-53 Ngo Quyen Street, Hanoi. Departments and agencies that are members of the Sub-committee shall assign staff to monitor, unify contact points, and maintain coordination with the Sub-committee's secretariat.
Article 5. The Publicity-Cultural Sub-committee of the National Committee for ASEM 5 shall operate from the date this Decision takes effect until the conclusion of the Summit.
Article 6. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Ministers, Heads of the agencies mentioned in Article 1, Chair of the People's Committee of Hanoi City, and the individuals named above are responsible for implementing this Decision./.
