Pursuant to the Government Organization Law dated September 30, 1992;
To implement the Decree on thrift and anti-waste No. 02/1998/PLUBTVQH10 dated February 26, 1998;
Pursuant to the Government's Decree No. 14/1998/NĐ-CP dated March 6, 1998 on state asset management;
At the request of the Minister of Finance.
DECISION:
Article 1. Amending and supplementing some provisions of the Regulations on standards and quotas for using motor vehicles in administrative and public service agencies and state-owned enterprises issued together with Decision No. 122/1999/QĐ-TTg dated May 10, 1999 of the Prime Minister:
1. Clause 3 of Article 7 is amended and supplemented as follows:
"3. Secretaries of provincial party committees, chairpersons of provincial people's councils; chairpersons of provincial people's committees, municipalities directly under the central government (except Hanoi and Ho Chi Minh City); deputy secretaries of provincial party committees, municipalities directly under the central government; chairpersons of the Vietnam Fatherland Front, deputy chairpersons of provincial people's councils, deputy chairpersons of municipal people's committees in Hanoi and Ho Chi Minh City."
4. Having been awarded the title "Outstanding Artist" and subsequently meeting one of the following criteria:
"Motor cars used for positions specified in Articles 5, 6, and 7 of this Decision shall be replaced when the rate of wear and tear reaches 70% or higher, or if they cannot ensure safety during operation."
Clause 1 of Article 12 is amended and supplemented as follows:
"1. Provincial party committee offices in provinces and centrally-administered cities may be equipped with a maximum of three cars each, with a new purchase price not exceeding 400 million VND per car; provincial people's committee offices in provinces and centrally-administered cities may be equipped with a maximum of six cars each, with a new purchase price not exceeding 400 million VND per car."
4. Article 16 shall be amended and supplemented as follows:
"For the Central Party Office, the Central Financial Management Board, the National Assembly Office, the Government Office, the Ministry of Foreign Affairs, and certain agencies with special characteristics in the use of motor vehicles at the central level and localities such as Health, Inspection, Banking, State Treasury, Transportation... The Ministry of Finance shall coordinate with relevant central agencies and provincial people's committees to determine the number and types of vehicles necessary to meet the operational needs of the agency, ensuring the effective performance of the industry's tasks." The Government, the Ministry of Foreign Affairs, and certain agencies with specific characteristics in the use of automobiles at the central and local levels such as Health, Inspection, Banking, State Treasury, Transportation... The Ministry of Finance shall coordinate with relevant central agencies and provincial People's Committees to stipulate the number and types of vehicles necessary to meet the operational needs of the agencies, ensuring the effective fulfillment of the industry's tasks.
Article 2. This Decision takes effect 15 days from the date of signature. Previous regulations contrary to this Decision are abolished.
Article 3. Ministers, heads of ministerial-level agencies, heads of central government agencies, political organizations, political-social organizations, chairpersons of provincial people's committees, centrally-administered city people's committees are responsible for implementing this Decision.
