RESOLUTION

Amending and supplementing certain Articles of the Rules of Procedure for National Assembly Sessions issued together with Resolution No. 71/2022/QH15 dated November 15 the 11 year 2022 of the National Assembly

OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;

Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13 which has been amended and supplemented with certain Articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to the Law on Enactment of Legislative Acts No. 64/2025/QH15;

RESOLUTION:

Article 1. Amending and supplementing certain Articles of the Rules of Procedure for National Assembly Sessions issued together with Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly

1. Amend and supplement Article 1 as follows:

"Article 1. National Assembly Session
1. The National Assembly session is the main form of activity of the National Assembly. At the session, the National Assembly discusses and decides on issues within its tasks and powers as prescribed by law.
The National Assembly session may be held continuously or in several stages. During the intervals between stages of the session, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly deputies, and National Assembly deputies perform tasks related to the content of the session.
2. The National Assembly convenes two regular sessions each year. Extraordinary sessions of the National Assembly are organized when requested by the President of the State, the Standing Committee of the National Assembly, the Prime Minister, or at least one-third of the total number of National Assembly deputies to promptly consider and decide on urgent matters within the authority of the National Assembly to meet the requirements of economic and social development, national defense, security, and foreign affairs.
3. The Standing Committee of the National Assembly guides the organization of extraordinary sessions."

2. Amending and supplementing Article 2 as follows:

"Article 2. Chairing the National Assembly Session
The Standing Committee of the National Assembly chairs the National Assembly session in accordance with the Law on the Organization of the National Assembly, directs the application of digital technology and artificial intelligence in activities during the National Assembly session, ensuring that the National Assembly fulfills its tasks and powers fully, and that the National Assembly session is conducted democratically, in accordance with the law, achieving practical results as stipulated in the program approved by the National Assembly."

3. Amending and supplementing Clause 1 and Clause 2 of Article 3 as follows:

"1. National Assembly deputies have the responsibility to participate fully in all National Assembly sessions and meetings, focusing on studying, participating in discussions, and contributing opinions on the contents of the National Assembly session and voting on issues within the tasks and powers of the National Assembly; actively applying digital technology and artificial intelligence to effectively carry out the activities of National Assembly deputies, activities during the National Assembly session, and other tasks and powers of National Assembly deputies as prescribed by the Law on the Organization of the National Assembly.
2. In cases where they cannot attend the National Assembly session or meeting according to the program approved by the National Assembly, National Assembly deputies must report to the Head of their Delegation to inform the Office of the National Assembly to compile a report to the Chairman of the National Assembly; if they cannot attend the National Assembly session or are absent for more than two working days throughout the session, they must obtain the consent of the Chairman of the National Assembly, except in cases of absence due to health reasons, force majeure, or absence to fulfill the duties of the National Assembly session as prescribed by law or resolutions of the National Assembly.
The list of National Assembly deputies who cannot attend the National Assembly session or are absent from the meeting will be recorded in the minutes of the meeting and the minutes of the National Assembly session, except in cases of absence to fulfill the duties of the National Assembly session as prescribed by law or resolutions of the National Assembly."

4. Amending and supplementing Clause 1 of Article 4 as follows:

"1. The Head of the Delegation of National Assembly deputies has the responsibility to organize for deputies in the delegation to implement the program of the National Assembly session, the Rules of Procedure for National Assembly Sessions, and other regulations regarding the session; organize and manage the activities of the delegation; maintain contact with the Chairman of the National Assembly, Vice Chairmen of the National Assembly, National Assembly agencies, other delegations, the Office of the National Assembly, and relevant agencies to implement the activities of the National Assembly during the session."

5. Amend and supplement some clauses of Article 6 as follows:

a) Amending and supplementing Clause 2 and Clause 3 as follows:

"2. The preparation of the draft program of the National Assembly session should be consistent with practical requirements; prioritizing the allocation of time for research, explanation, adoption, and revision of draft laws and draft resolutions submitted for approval at the session; scheduling the discussion on economic and social issues before the questioning session; arranging related topics close together. 3. The draft program of the National Assembly session shall be sent for comments from National Assembly deputies and relevant agencies at least 30 days before the opening date of the regular session and at least seven days before the opening date of the extraordinary session;"

b) Amend and supplement Clause 5 as follows:

"5. In necessary cases, the Standing Committee of the National Assembly itself or upon the proposal of the President of the State, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the Auditor General, the National Ethnic Council, the Committees of the National Assembly, and National Assembly deputies may submit to the National Assembly for consideration and decision on amending and supplementing the program of the National Assembly session according to the following procedure: a) The Standing Committee of the National Assembly submits to the National Assembly the matter of amending and supplementing the program of the National Assembly session; b) The National Assembly considers and approves the amendment and supplementation of the program of the National Assembly session."

6. Amending and supplementing Point a Clause 2 of Article 7 as follows:

"a) Official documents are circulated in electronic form, and in cases involving state secrets, they are implemented in accordance with the law on protecting state secrets. For documents already circulated in electronic form, in necessary cases, the Secretary-General of the National Assembly - Director of the Office of the National Assembly may himself or upon the request of the Standing Committee of the National Ethnic Council or the Standing Committee of the Committees of the National Assembly report to the Chairman of the National Assembly to decide on circulating additional paper copies; in cases where National Assembly deputies request it, the Office of the National Assembly organizes the provision of additional paper copies;"

7. Amending and supplementing Clause 5 and Clause 6 of Article 9 as follows:

"5. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall implement the posting of draft law project files and draft resolutions of the National Assembly on the National Assembly's electronic portal in accordance with the Law on Enacting Legal Normative Documents; decide on other materials to be posted on the National Assembly's electronic portal to serve the sessions of the National Assembly."
"6. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall decide on the issuance of the session summary of the National Assembly in electronic form to post the main documents of each session of the National Assembly."

"8. Amend and supplement Clauses 2, 3 and 4 of Article 10 as follows:"

"2. Requests from agencies, organizations, and individuals regarding the solicitation of opinions from National Assembly deputies through opinion request forms shall be sent to the National Assembly Office for consolidation and reporting to the Standing Committee of the National Assembly. Opinion request forms must clearly state the options, advantages, and disadvantages of each option and can be presented in paper or electronic form."

In cases where opinion request forms concerning the content of draft laws and draft normative resolutions are presented in paper form, the minimum time limit for deputies to return their opinions is 24 hours from the date of sending the form to the deputies.
"3. National Assembly deputies have the responsibility to express their opinions on the opinion request forms and return them to the National Assembly Office within the specified time frame."
"4. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall take the lead and coordinate with the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly's Committees, relevant agencies, organizations, and individuals to organize the solicitation of opinions from National Assembly deputies; consolidate the results of the opinion request forms and report to the Standing Committee of the National Assembly for reporting to the National Assembly."

"9. Amend and supplement Clause 1 of Article 11 as follows:"

"1. The regular mid-year session of the National Assembly shall open on May 20; the regular end-of-year session of the National Assembly shall open on October 20. In cases where May 20 and October 20 fall on a Friday or a public holiday as prescribed by law, the opening day of the National Assembly session shall be the next working day. In cases of force majeure preventing the organization of the National Assembly session at the aforementioned times or in cases of real necessity to meet practical requirements, the opening day of the regular session of the National Assembly shall be decided by the Standing Committee of the National Assembly. The opening day of the first session of each term of the National Assembly shall be decided by the previous Standing Committee of the National Assembly in accordance with the Law on the Organization of the National Assembly. The opening day of the final session of the term and the extraordinary session of the National Assembly shall be decided by the Standing Committee of the National Assembly."

"10. Amend and supplement Clause 1 and Clause 2 of Article 12 as follows:"

"1. The Head of the Delegation of National Assembly deputies shall organize for the deputies in the delegation to evaluate the results of the National Assembly session and compliance with the Rules of Procedure of the National Assembly session; submit a consolidated report of the delegation's opinions to the Standing Committee of the National Assembly before the closing of the National Assembly session. The National Assembly Office shall be responsible for consolidating the opinions of the delegations of National Assembly deputies and reporting to the Standing Committee of the National Assembly."
"2. After the closing of the National Assembly session, at the nearest meeting, based on the opinions of the delegations of National Assembly deputies, relevant agencies, organizations, and individuals, the Standing Committee of the National Assembly shall organize the summary of the National Assembly session with the participation of the State President, representatives of the Government, the Chairman of the Vietnam Fatherland Front Central Committee, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the Auditor General, representatives of the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly's Committees, the Secretary-General of the National Assembly - Chairman of the National Assembly Office, and relevant agencies, organizations, and individuals."

"11. Amend and supplement Clause 2 of Article 15 as follows:"

"2. At the plenary session of the National Assembly, the Chairperson of the National Assembly or the Vice-Chairperson of the National Assembly assigned to chair the session shall be responsible for chairing the session according to the procedures stipulated in Articles 18 and 19 of the Rules of Procedure of the National Assembly session."

The National Assembly Office, the Standing Committee of the National Ethnic Council, and the Standing Committees of the National Assembly's Committees shall provide advisory and support services to the Chairperson of the National Assembly and the Vice-Chairperson of the National Assembly in chairing the plenary session of the National Assembly for matters under their respective areas of responsibility."

"12. Amend and supplement Clause 3 of Article 16 as follows:"

"3. In cases where National Assembly deputies are absent from the session or have registered but not yet made a statement or have already made a statement but have not completed their opinion due to the expiration of speaking time, they shall submit their opinions in writing to the Secretary-General of the National Assembly - Chairman of the National Assembly Office for consolidation."

"13. Amend and supplement Clause 4 of Article 17 as follows:"

"4. Representatives of agencies, organizations, and persons with authority presenting projects, drafts, or reports shall not exceed 10 minutes, except in cases decided by the National Assembly recorded in the agenda of the National Assembly session."

"14. Amend and supplement some Points and Clauses of Article 18 as follows:"

a) Amend and supplement Point d and Point đ of Clause 2 as follows:"

"d) Based on the content and actual discussion situation, the Chairperson of the National Assembly or the Vice-Chairperson of the National Assembly assigned to chair the session may invite National Assembly deputies to speak out of turn, invite National Assembly deputies who have registered to speak to debate the opinions of the deputies who spoke before; require National Assembly deputies to focus their speeches on the key issues of the session, stop speaking or debating if the deputies speak or debate beyond the allotted time or deviate from the topic; đ) At the plenary session discussing draft laws, resolutions, and reports, the Chairperson of the National Assembly or the Vice-Chairperson of the National Assembly assigned to chair the session may invite representatives of agencies, organizations, and persons with authority to explain the opinions of National Assembly deputies;"

b) Amend and supplement Point c of Clause 3 as follows:"

"c) Agencies, organizations, and persons with authority explaining the opinions of National Assembly deputies shall not exceed 10 minutes each time;"

c) Amend and supplement Clause 4 as follows:

"4. Based on the proceedings of the session, the Chairperson of the National Assembly or the Vice-Chairperson of the National Assembly assigned to chair the session shall have the following powers:"
a) Propose that the National Assembly decide to shorten or extend the speaking time for each National Assembly deputy or extend the duration of the session;
b) Propose the National Assembly to decide on limiting the scope of discussion to avoid situations where opinions only focus on certain specific contents without comprehensively covering all issues of the draft law, draft resolution, or report;
c) Decide to extend the time for each explanation by agencies, organizations, or authorized individuals not exceeding 15 minutes when the discussed or explained content involves many complex and specialized issues.”

15. Amend and supplement Article 27 as follows:

"Article 27. Summarizing, explaining, and adopting opinions of National Assembly deputies at the National Assembly session
1. Opinions expressed during meetings and written opinions of National Assembly deputies have equal value and must be summarized, explained, adopted, and reported fully and truthfully to the National Assembly.

2. The Secretary-General of the National Assembly - Chairman of the National Assembly Office shall organize the summarization of opinions of National Assembly deputies. The Standing Committee of the National Ethnic Council and Committees of the National Assembly shall direct their respective professional departments to implement the summarization of opinions concerning the content under their main review or within their field of responsibility and send it to the Secretary-General of the National Assembly - Chairman of the National Assembly Office. The summarization of opinions of National Assembly deputies regarding personnel work shall be carried out according to the guidance of the Standing Committee of the National Assembly.

3. Agencies, organizations, or National Assembly deputies presenting draft laws, draft resolutions, or reports shall themselves or assign the drafting agency to take the lead in coordinating with the reviewing agency and related agencies to report initial explanations on the discussions at the Delegation of National Assembly deputies to be sent to National Assembly deputies no later than 24 hours before the National Assembly discusses the matter in a plenary session.

4. The recording of audio tapes of National Assembly deputies' discussions at meetings shall be sent by the National Assembly Office to responsible agencies, organizations, individuals, and National Assembly deputies no later than 24 hours after the end of the discussion session.

Reports summarizing discussions at the Delegation of National Assembly deputies and Delegation of National Assembly deputies on each content of the National Assembly session shall be sent to National Assembly deputies, presenting agencies, and reviewing agencies no later than two days for regular sessions and 24 hours for extraordinary sessions before discussing the matter in a plenary session of the National Assembly.

Reports summarizing discussions of National Assembly deputies at the plenary session of the National Assembly must be sent to National Assembly deputies, presenting agencies, and reviewing agencies no later than three days for regular sessions and two days for extraordinary sessions from the end of the discussion session on that content.

Reports explaining, adopting, and revising draft laws and draft resolutions presented to the National Assembly for voting approval must be sent to National Assembly deputies in accordance with Clause 1 of Article 20 of the Rules of Procedure of the National Assembly Session.

5. The model of the report summarizing the opinions of National Assembly deputies shall be prescribed by the Secretary-General of the National Assembly - Chairman of the National Assembly Office."

16. Supplement Article 31a following Article 31 as follows:

"Article 31a. Deciding the organizational structure of National Assembly agencies

1. Documents submitted to the National Assembly for deciding the organizational structure of National Assembly agencies include:

a) A proposal on the organizational structure of National Assembly agencies;

b) Draft resolution;

c) Other relevant materials (if any).

2. The National Assembly decides the organizational structure of National Assembly agencies according to the following procedure:

a) Representatives of the Standing Committee of the National Assembly present the proposal;

b) National Assembly deputies discuss at the Delegation of National Assembly deputies. The President of the National Assembly may convene meetings with the Heads of the Delegations of National Assembly deputies to exchange views on related issues;

c) The Standing Committee of the National Assembly reports to the National Assembly on the explanations, adoption of opinions of National Assembly deputies discussed at the Delegation of National Assembly deputies;

d) The National Assembly discusses;

đ) The Standing Committee of the National Assembly reports to the National Assembly on the explanations, adoption of opinions of National Assembly deputies and revision of the draft resolution;

e) The National Assembly votes to approve the draft resolution.

3. In cases where the organizational structure of National Assembly agencies is reviewed and decided upon at the first session of a new term of the National Assembly, the Standing Committee of the previous term of the National Assembly shall submit to the National Assembly for review and decision according to the procedure stipulated in Clause 2 of this Article.”

17. Supplement Clause 3 to Article 34 as follows:

"3. At subsequent sessions after the first session, if necessary, the National Assembly decides to adjust the organizational structure of the Government based on the proposal of the Government according to the procedure stipulated in Clause 2 of this Article."

18. Amend and supplement Article 48 as follows:

"Article 48. Deciding the establishment, abolition of agencies; establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial, municipal administrative units, and special administrative-economic zones

1. Documents submitted to the National Assembly for deciding the establishment or abolition of agencies include:

a) Proposal on the establishment or abolition of agencies;

b) Project on the establishment or abolition of agencies;

c) Report on the impact assessment of the establishment or abolition of agencies;

d) Report summarizing the opinions of related agencies and organizations;

đ) Draft resolution on the establishment or abolition of agencies;

e) Report on the review of the establishment or abolition of agencies.

2. Documents submitted to the National Assembly for deciding the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial, municipal administrative units, and special administrative-economic zones shall include materials as prescribed by the Law on Organization of Local Administration and the report on the review by the National Assembly agency on the establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial, municipal administrative units, and special administrative-economic zones.

3. The National Assembly decides on the establishment or abolition of Ministries, agencies equivalent to Ministries; establishment, dissolution, merger, division, boundary adjustment, and renaming of provincial, municipal administrative units, and special administrative-economic zones according to the following procedure:

a) Representatives of the Government present the proposal;

b) Representatives of the National Assembly agency present the review report;

c) The National Assembly discusses at a plenary session of the National Assembly.

Prior to discussing at a plenary session of the National Assembly, National Assembly deputies may discuss at the Delegation of National Assembly deputies;

d) During the plenary session of the National Assembly, the Government explains the opinions of National Assembly deputies regarding issues related to the establishment, abolition of Ministries, agencies at the level of Ministries; the establishment, dissolution, merger, division of administrative units, adjustment of administrative boundaries, and renaming of provincial, municipal, and special administrative-economic units;

đ) The Government directs Ministries and agencies at the level of Ministries to take the lead, coordinate with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, and revise the draft resolution, and prepare reports on adoption, explanation, and revision of the draft resolution to be submitted to the Standing Committee of the National Assembly for comments; the Standing Committee of the agency responsible for examination reports to the Standing Committee of the National Assembly its opinion on the content of the agency's proposed adoption, explanation, and revision of the draft resolution;

The Government directs Ministries and agencies at the level of Ministries to take the lead, coordinate with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, and revise the draft resolution according to the opinion of the Standing Committee of the National Assembly;

e) The Government reports to the National Assembly on the explanation, adoption of deputies' opinions, and revision of the draft resolution;

g) The National Assembly votes to approve the draft resolution. In cases where the National Assembly examines and approves the draft resolution for the establishment, dissolution of special administrative-economic units at the next session, the procedure prescribed in Article 51 of the Rules of Procedure of the National Assembly sessions shall apply;

4. The National Assembly decides on the establishment, abolition of other agencies as provided by the Constitution and laws according to the following procedures:

a) A representative of the competent authority presents the proposal;

b) A representative of the agency responsible for examination presents the examination report;

c) The National Assembly discusses at the plenary session of the National Assembly. Before discussing at the plenary session of the National Assembly, National Assembly deputies may discuss in their Delegation groups;

d) During the discussion at the plenary session of the National Assembly, the competent authority presenting explains the opinions of National Assembly deputies regarding issues related to the establishment, abolition of agencies;

đ) The agency presenting takes the lead, coordinates with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, revise the draft resolution, and prepare reports on adoption, explanation, and revision of the draft resolution to be submitted to the Standing Committee of the National Assembly for comments; the Standing Committee of the agency responsible for examination reports to the Standing Committee of the National Assembly its opinion on the content of the agency's proposed adoption, explanation, and revision of the draft resolution;

The agency presenting takes the lead, coordinates with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, and revise the draft resolution according to the opinion of the Standing Committee of the National Assembly;

e) The agency presenting reports to the National Assembly on the explanation, adoption of deputies' opinions, and revision of the draft resolution;

g) The National Assembly votes to approve the draft resolution.";

19. Amend and supplement Article 50 as follows:

"Article 50. Procedures for the National Assembly to examine and decide on important economic and social issues

1. A representative of the Government presents the proposal or report.

2. A representative of the agency responsible for examination reports to the National Assembly on the examination.

3. A representative of the agency or organization reports to the National Assembly on the relevant field according to the assignment of the Standing Committee of the National Assembly.

4. The National Assembly discusses at the plenary session of the National Assembly.

Before discussing at the plenary session of the National Assembly, National Assembly deputies may discuss in their Delegation groups, in Ethnic Councils, Committees of the National Assembly.

5. During the discussion at the plenary session of the National Assembly, a member of the Government explains the opinions of National Assembly deputies regarding issues related to the proposal, report, draft resolution.

6. The process of studying, adopting, explaining, and revising the draft resolution is carried out as follows:

a) The Government directs Ministries and agencies at the level of Ministries to take the lead, coordinate with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, revise the draft resolution, and prepare reports on adoption, explanation, and revision of the draft resolution to be submitted to the Standing Committee of the National Assembly for comments; the Standing Committee of the agency responsible for examination reports to the Standing Committee of the National Assembly its opinion on the content of the agency's proposed adoption, explanation, and revision of the draft resolution;

b) The Government directs Ministries and agencies at the level of Ministries to take the lead, coordinate with the Standing Committee of the agency responsible for examination, relevant agencies, and organizations to study, adopt, explain, and revise the draft resolution according to the opinion of the Standing Committee of the National Assembly.

If the Government has a different opinion from that of the Standing Committee of the National Assembly or there are important and complex contents requiring additional time for further study and revision, the Standing Committee of the National Assembly itself or based on the Government's proposal, reports to the National Assembly for consideration and decision to postpone the time for submission to the National Assembly for approval at the next session or resubmit;

c) The Government reports to the National Assembly on the adoption, explanation, and revision of the draft resolution.

7. The National Assembly votes to approve the draft resolution.

8. In cases where the draft resolution has not been approved, the National Assembly decides to postpone the approval time to continue perfecting and submitting to the National Assembly for approval at the next session or resubmit.

The perfection and submission of the draft resolution to the National Assembly for approval at the next session is carried out according to the provisions of Article 51 of the Rules of Procedure of the National Assembly sessions. The resubmission and dossier in cases of resubmission are implemented according to the provisions of this article and Article 49 of the Rules of Procedure of the National Assembly sessions.";

20. Amend and supplement Article 51 as follows:

"Article 51. Procedure for the National Assembly to consider and decide on important economic and social issues at the next session

1. Prior to the next session, the Government shall direct Ministries and ministerial-level agencies to take the lead, coordinate with the Standing Committee of the agency responsible for examination and relevant agencies and organizations to study, adopt, explain, and revise the draft resolution and prepare reports on adoption, explanation, and revision of the draft resolution, to be submitted to the Standing Committee of the National Assembly.

2. The Standing Committee of the National Assembly shall examine and provide opinions on the adoption, explanation, and revision of the draft resolution. The Standing Committee of the agency responsible for examination shall report on the content of the agency's proposed adoption, explanation, and revision of the draft resolution.

3. The Government shall direct the organization to study, adopt, and explain the opinions of the Standing Committee of the National Assembly.

4. At the next session:

a) The Government shall report to the National Assembly on the adoption, explanation, and revision of the draft resolution, clearly stating any differing opinions from those of the Standing Committee of the National Assembly (if any);

b) The Standing Committee of the agency responsible for examination shall report on the content of the Government's proposed adoption, explanation, and revision of the draft resolution;

c) The National Assembly shall discuss the content of the draft resolution;

d) The study of adoption, explanation of the opinions of National Assembly deputies to revise the draft resolution and submit it to the National Assembly for approval shall be carried out according to the provisions of Clause 6 and Clause 7 of Article 50 of the Rules of Procedure of the National Assembly Session."

21. Amend and supplement Clause 1 of Article 58 as follows:

"1. The National Assembly shall consider and approve draft laws and draft resolutions that are legislative acts according to the procedures and formalities prescribed in the Law on Legislative Documents."

22. Replace certain phrases in some articles and clauses as follows:

a) Replace the phrase "Committee for Legal Affairs of the National Assembly" in Point c Clause 1 and Point b Clause 2 of Article 34, the phrase "Committee for Judicial Affairs of the National Assembly" in Clause 2 of Article 40, the phrase "Committee for National Defense and Security of the National Assembly" in Point c Clause 1 and Point b Clause 2 of Article 54, and the phrase "Committee for Foreign Relations of the National Assembly" in Point c Clause 1 and Point b Clause 2 of Article 53 with the phrase "National Assembly body";

b) Replace the phrase "Chairman of the Committee for Foreign Relations of the National Assembly" and the phrase "Standing Committee of the Committee for Foreign Relations of the National Assembly" in Clause 2 of Article 5 with the phrase "Standing Committee of the National Assembly body responsible for foreign affairs";

c) Replace the phrase "Chief Justice of the Supreme People's Court" in Clause 8 of Article 40 with the phrase "Standing Committee of the National Assembly";

d) Replace the phrase "Secretary-General of the National Assembly" in Clauses 2, 3, 4, and 5 of Article 5, Clause 6 of Article 17, Clause 1 of Article 22, and Point c Clause 2 of Article 57 with the phrase "National Assembly Office";

đ) Replace the phrase "Secretary-General of the National Assembly" in Clause 1, Point b Clause 2, Clause 4, and Clause 5 of Article 7, Clauses 1, 2, 3, and 7 of Article 9, Clause 3 of Article 11, Clause 3 of Article 24, Clause 2 of Article 25, Clauses 3, 6, and 7 of Article 26, and Clauses 1, 2, 5, 7, and 9 of Article 37 with the phrase "Secretary-General of the National Assembly - Chairman of the National Assembly Office";

e) Replace the phrase "session secretary" in Clause 2 of Article 26 with the phrase "Secretary-General of the National Assembly - Chairman of the National Assembly Office".

23. Supplement paragraphs, phrases, and delete phrases in some articles and clauses as follows:

a) Supplement the paragraph "The National Assembly shall discuss at the plenary session of the National Assembly." at the beginning of Point c Clause 2 of Article 52, Point c Clause 2 of Article 53, Point c Clause 2 of Article 54, and Point b Clause 2 of Article 55;

b) Supplement the phrase ", recorded video" after the phrase "audio recording materials" in Article 8;

c) Supplement the phrase "the presenting agency or" before the phrase "the agency responsible for examination" in Clause 1 of Article 20;

d) Supplement the phrase "on the National Assembly's website" before the phrase "regarding the organization of the session" in Clause 2 of Article 22;

đ) Delete the phrase "head of the agency under the Standing Committee of the National Assembly," in Clause 3 of Article 5;

e) Delete the phrase ", agency under the Standing Committee of the National Assembly" in Point b Clause 1 of Article 7;

g) Delete the phrase "and Vietnam National Television" in Clause 4 of Article 9;

h) Delete the phrase ", Board under the Standing Committee of the National Assembly" in Point b and Point c Clause 2 of Article 57.

Article 2. Implementation clause

1. This Decision takes effect from July 1, 2025.

2. For draft laws and draft resolutions included in the 2025 Legislation Construction Program prior to the date of the Law on Legislative Documents No. 64/2025/QH15 being passed, the procedures for implementation at the National Assembly session shall be carried out according to the provisions of the Rules of Procedure of the National Assembly issued together with Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly. For draft laws and draft resolutions added to the 2025 Legislation Construction Program (Legislative Program) from the date of the Law on Legislative Documents No. 64/2025/QH15 being passed, the procedures for implementation at the National Assembly session shall be carried out according to the provisions of the Rules of Procedure of the National Assembly amended and supplemented by this Resolution.
