Pursuant to the Road Traffic Law dated June 29, 2001;
Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Upon the proposal of the Director of the Science and Technology Department, the Director of the Legal Affairs Department, the Director of the Transport Department, and the Director of the Vietnam Vehicle Inspection Agency,
DECISION:
Article 1. Now hereby promulgates with this Decision the "Regulations on technical inspection for city bus production and assembly according to domestic design for export."
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. The Head of the Ministry's Office, the Directors of the Science and Technology Department, the Legal Affairs Department, the Transport Department, the Vietnam Highway Administration, the Vietnam Vehicle Inspection Agency, and the Heads of related units shall be responsible for implementing this Decision.

REGULATIONS ON TECHNICAL INSPECTION FOR CITY BUS PRODUCTION AND ASSEMBLY ACCORDING TO DOMESTIC DESIGN FOR EXPORT (Issued together with Decision No. 2090/2003/QĐ-BGTVT dated July 16, 2003 of the Minister of Transport) OBJECTS AND SCOPE OF APPLICATION
1.1. City buses with 17 seats or more produced and assembled according to domestic design within the scope regulated by Decision No. 2070/2000/QĐ-BGTVT dated July 28, 2000 of the Minister of Transport.
1.2. Apply to technical inspections at the time of factory release for subsequent products after receiving from the Vietnam Vehicle Inspection Agency a certificate of type approval. CONTENT OF INSPECTION The basis for inspection includes industry standards (TCN) and Vietnamese standards (TCVN) that have been compulsorily applied; international standards or requirements agreed upon between customers and manufacturers, provided that these standards and requirements do not conflict with current regulations on quality, technical safety, and environmental protection; design files that have been reviewed and technical files of vehicles registered with quality management authorities for obtaining a certificate of type approval. Technical inspections at the time of factory release must be conducted for each product throughout the production process, from raw material, component, and part inspection to final product release. The items to be inspected and the responsibilities of the relevant parties are specified in the attached Appendix. IMPLEMENTATION RESPONSIBILITIES Responsibilities of the Production Facility: Establish quality inspection procedures at each stage of production from preparation during production and assembly to final product release; Prepare all necessary conditions, facilities, and equipment for conducting technical inspections at the time of factory release as prescribed; Conduct technical inspections for each product as prescribed; Prepare a team of technicians capable of performing technical inspections at the time of factory release; Report promptly in writing to the Vietnam Vehicle Inspection Agency about any defects directly related to safety and environmental protection during the warranty period and measures taken to address and rectify them. Responsibilities of the Vietnam Vehicle Inspection Agency: Supervise technical inspections at the time of factory release for each product at the production facility according to the contents specified in the attached Appendix; Report periodically every six months to the Ministry of Transport on the implementation results. Considering the actual situation and the urgent need to enhance the quality inspection of city buses, the inspection under these Regulations will be implemented over a three-year period and then reviewed. Relevant agencies, organizations, and production and assembly facilities for buses shall fully implement the contents of these Regulations and promptly report any issues encountered during implementation to the Ministry of Transport.
