Technical regulations on the model structure and content of the geographic base database at a scale of 1:10,000bản đồ địa lý tỷ lệ 1:10.000
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;
At the proposal of the Director of the Vietnam National Survey and Mapping Agency, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;
The Minister of Natural Resources and Environment issues this Circular to stipulate technical regulations on the model structure and content of the geographic base database at a scale of 1:10,000.
Article 1. Scope of Regulation
This Circular stipulates technical standards for the model structure and content of the geographic base database at a scale of 1:10,000.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals involved in activities related to the construction, updating, and use of the model structure and content of the geographic base database at a scale of 1:10,000.
Article 3. Technical requirements for the model structure and content of the geographic base database at a scale of 1:10,000
Coordinate reference systems and technical standards for the model structure and content of the geographic base database shall be implemented in accordance with the National Technical Regulation on Basic Geographic Information Standards issued together with Circular No. 02/2012/TT-BTNMT dated March 19, 2012, of the Minister of Natural Resources and Environment (QCVN 42:2012/BTNMT) and Circular No. 973/2001/TT-TCĐC dated June 20, 2001, of the Director General of the Land Administration Department (now the Ministry of Natural Resources and Environment) regarding the application of the coordinate reference system and national coordinate system VN-2000.
Article 4. Content of technical regulations on the model structure and content of the geographic base database at a scale of 1:10,000
Technical regulations on the model structure and content of the geographic base database at a scale of 1:10,000 include:
1. Regulations on the model structure and data content of the geographic base database at a scale of 1:10,000, implemented according to Appendix 1 attached hereto.
2. Regulations on the acquisition of data for the geographic base database at a scale of 1:10,000, implemented according to Appendix 2 attached hereto.
3. Regulations on the quality of data for the geographic base database at a scale of 1:10,000, implemented according to Appendix 3 attached hereto.
4. Regulations on the presentation of data for the geographic base database at a scale of 1:10,000, implemented according to Appendix 4 attached hereto.
5. Technical regulations on the GML schema applied in the distribution of data for the geographic base database at a scale of 1:10,000, implemented according to Appendix 5 attached hereto.
6. Regulations on the conceptual data model, temporal data model, and method of establishing geographic object catalogues as specified in Appendices 3, 4, and 5 of QCVN 42:2012/BTNMT.
Article 5. Effective Date
This Circular takes effect from June 9, 2014.
Article 6. Implementation Organization
Clause 1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.
2. The Vietnam National Mapping Agency under the Ministry of Natural Resources and Environment shall be responsible for guiding and supervising the implementation of this Circular.
During the implementation process, if there are any difficulties, agencies, organizations, and individuals should promptly report them to the Ministry of Natural Resources and Environment for consideration and decision.
