Pursuant to Decree No. 14/2013/NĐ-CP dated February 5, 2013 of the Government amending and supplementing certain articles of Decree No. 07/2007/NĐ-CP dated January 12, 2007 of the Government detailing and guiding the implementation of some provisions of the Legal Aid Law;

Pursuant to Decree No. 22/2013/NĐ-CP dated March 13, 2013, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;

The Minister of Justice issues this Circular regulating the model of uniforms and the management and use of uniforms for Legal Aid Counselors. 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the model of uniforms and the management and use of uniforms for Legal Aid Counselors working at State Legal Aid Centers and Branches of State Legal Aid Centers.

Article 2. Applicability

The subjects to which this Circular applies include Departments of Justice, State Legal Aid Centers of provinces and centrally governed cities; Directors of Departments of Justice, Directors of State Legal Aid Centers of provinces and centrally governed cities, Legal Aid Counselors, and related agencies, organizations, and individuals.

Chapter II

MODEL OF UNIFORMS AND MANAGEMENT AND USE OF UNIFORMS FOR LEGAL AID COUNSELORS

Article 3. Uniforms

1. The uniforms prescribed in this Circular include: Suit coat, long-sleeved shirt, spring-summer clothing (short-sleeved spring-summer jacket, spring-summer pants), belt, leather shoes, backless sandals, socks, tie, file case, name badge.

2. The materials for uniforms must ensure quality.

Article 4. Male Uniforms

1. Suit Coat

a) Color: Black fabric;

b) Fabric material:

For units from Thua Thien Hue Province northward and the Central Highlands units: Gabardine wool; for units from Da Nang southward: Twill wool blend.

c) Style: Single-breasted suit coat with two buttons, round bottom hem, side vents, collar with a K-shaped notch, front with two hidden pockets, pocket edges with piping, rectangular pocket flaps with rounded corners, a slanted pocket above the left chest, a hair guard on the front, lined with silk of the same color as the main fabric. The sleeves have no cuffs, with vertical slits and two plastic buttons matching the fabric color.

2. Suit Pants and Spring-Summer Pants

a) Color: Black fabric;

b) Fabric material:

Suit Pants: For units from Thua Thien Hue Province northward and the Central Highlands units: Gabardine wool; for units from Da Nang southward: Twill wool blend.

c) Style: European-style K12 pants with two pleats, diagonal front pockets, and a plastic zipper matching the pant color inside the waistband, with plastic buttons sewn inside the waistband to adjust the width of the pants and create a flat silhouette, and a metal hook in the middle of the waistband. The waistband has six belt loops evenly distributed on both sides. The back of the pants has two patch pockets with piped edges and a button at each pocket opening. The hem is designed with a slanted cut with a crescent shape to prevent creasing when worn.

3. Long-sleeved shirt

a) Color: White fabric;

b) Fabric material: Poplin;

c) Style: Standing-collar long-sleeved shirt with cufflinks, sleeves with French cuffs and two buttons to adjust sleeve width. Six white plastic buttons are sewn on the shirt, with a left chest pocket without a flap, rounded pocket bottom. The pocket edge has a seam 3 centimeters wide, with a straight hem.

4. Short-Sleeved Spring-Summer Jacket

a) Color: White fabric;

b) Fabric material: Poplin;

c) Style: Short-sleeved spring-summer jacket with open cuffs, standing collar with a stand-up collar, shoulder pads (shoulder pads with pointed ends facing inward and sewn with a plastic button matching the jacket fabric color). The shirt has six buttons on the placket (plastic buttons matching the jacket fabric color). Two breast pockets with flaps are designed on the upper chest, with flared pocket flaps shaped like seagulls, each with a button sewn on the flap. The pocket style has a flap, rounded pocket bottom, and two rows of stitching 4 millimeters apart. The back of the jacket has shoulder pads and two pleats on both sides. The jacket is worn tucked in, with a straight hem.

The male uniform models prescribed in Appendix 1 and Appendix 2 attached to this Circular.

Article 5. Women's Uniform

1. Suit Coat

a) Color: Black fabric;

b) Fabric material:

For units from Thua Thien Hue Province northward and the Central Highlands units: Gabardine wool; for units from Da Nang southward: Twill wool blend.

c) Style: A women's single-breasted jacket with two buttons, straight front closure, round hem, no back slit, and a B-shaped collar. The front of the jacket has two pockets below, with pocket edges trimmed in a sunken style with rectangular pocket flaps. The jacket does not have chest pockets, the front is fully lined with silk of the same fabric color, and the buttons are plastic and match the fabric color. The sleeves have no cuffs and are fastened with two buttons.

2. Suit Pants and Spring-Summer Pants

a) Color: Black fabric;

b) Fabric material:

Suit Pants: For units from Thua Thien Hue Province northward and the Central Highlands units: Gabardine wool; for units from Da Nang southward: Twill wool blend.

c) Style: Women's K12 pants with curved waistband, two hidden pleats on the front panel, and two diagonal pockets on the front (duckbill pockets). The waistband has a black leather tab with a stainless steel clip, and the zipper is made of plastic and matches the fabric color. The waistband width is 03 centimeters (cm) and has five evenly spaced belt loops, with a flat hem without rear pockets.

3. Long-sleeved shirt

a) Color: White fabric;

b) Fabric material: Poplin;

c) Style: A standing-collar shirt with a placket, long-sleeved with a single-buttoned cuff, and a banded style with six plastic buttons matching the fabric color. The shirt has two front darts, two back darts, and a shrimp tail hem.

4. Short-Sleeved Spring-Summer Jacket

a) Color: White fabric;

b) Fabric material: Poplin;

c) Style: A standing-collar shirt with a placket, short-sleeved, banded style with six plastic buttons matching the fabric color. The shirt has two front darts, two back darts, and a shrimp tail hem.

The women's uniform models specified in Appendix 3 and Appendix 4 issued together with this Circular.

Article 6. Other Uniforms Commonly Provided for Both Men and Women

1. Necktie

a) Color: Black;

b) Style: Appropriate length and width; pre-tied with a zipper and automatic lock mechanism.

2. Belt

Made of leather, black color, metal plate in rectangular shape with embossed star design.

3. Leather shoes

- For men: Leather shoes, black color, lace-up, low-cut, heel height 03 centimeters (cm).

- For women: Leather shoes, black color, slip-on, low-cut, heel height 05 centimeters (cm).

4. Backstrap sandals

Sandals made of leather, black color.

5. Socks

Black color, knitted material with stretch.

6. Document Case

Made of leather, black color, with shoulder strap, and exterior lock with emblem of legal aid logo.

7. Nameplate

Made of brass, coated with glossy plastic; background color dark navy blue; length 80 millimeters (mm); width 25 millimeters (mm); right side has the legal aid emblem (model number 16-TP-TGPL issued together with Circular No. 05/2008/TT-BTP dated September 23, 2008 of the Minister of Justice guiding legal aid operations and state management of legal aid) , left side top has the name of the agency, below it is the name, and at the bottom is the phrase "Legal Aid Officer" in silver color.Other uniforms commonly provided for both men and women are specified in Appendix 5 and Appendix 6 issued together with this Circular.

Article 7. Management and Use of Uniforms

1. The management and distribution of Legal Aid Officers' uniforms shall be carried out in accordance with Circular No. 58/2014/TTLT-BTC-BTP dated May 8, 2014 of the Minister of Finance and the Minister of Justice guiding the management and distribution system of Legal Aid Officers' uniforms.

2. Legal Aid Officers must wear the prescribed uniform when providing legal advice, participating in litigation, representing outside litigation, and other legal aid activities as stipulated by law. The use of Legal Aid Officers' uniforms must be in accordance with their intended purpose and designated recipients. Unauthorized use of uniforms is strictly prohibited.

This Circular takes effect from December 25, 2014.

Chapter III

IMPLEMENTING PROVISIONS

Article 8. Effective Date

1. Chairmen of People's Committees of provinces and centrally-administered cities; Directors of Departments of Justice, Directors of State Legal Aid Centers of provinces and centrally-administered cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.

Article 9. Implementation Organization
