Amending and supplementing certain provisions of Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport on the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation, and Circular No. 03/2016/TT-BGTVT dated March 31, 2016, issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport on the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2011, and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated November 21, 2014;

Pursuant to Decree No. 68/2015/NĐ-CP dated August 18, 2015, of the Government on registering nationality and rights related to aircraft;

The Minister of Transport issues this Circular amending and supplementing certain provisions of Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport on the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation andtoCircular No. 03/2016/TT-BGTVT dated March 31, 2016, issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport on the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation Article 1. Amending and supplementing certain provisions of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011, and Circular No. 03/2016/TT-BGTVT dated March 31, 2016.

16. Amending and supplementing certain provisions of Part 23 of the Civil Aviation Safety Regulations at Appendix XVI issued together with this Circular.

1. Amend and supplement certain provisions of Part 1 of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation (hereinafter referred to as: Civil Aviation Safety Regulations) at Appendix I promulgated together with this Circular.

2. Amend and supplement certain provisions of Part 3 of the Civil Aviation Safety Regulations at Appendix II promulgated together with this Circular.

3. Amend and supplement certain provisions of Part 4 of the Civil Aviation Safety Regulations at Appendix III promulgated together with this Circular.

4. Amend and supplement certain provisions of Part 5 of the Civil Aviation Safety Regulations at Appendix IV promulgated together with this Circular.

5. Amend and supplement certain provisions of Part 6 of the Civil Aviation Safety Regulations at Appendix V promulgated together with this Circular.

6. Amend and supplement certain provisions of Part 7 of the Civil Aviation Safety Regulations at Appendix VI promulgated together with this Circular.

7. Amend and supplement certain provisions of Part 9 of the Civil Aviation Safety Regulations at Appendix VII promulgated together with this Circular.

8. Amend and supplement certain provisions of Part 10 of the Civil Aviation Safety Regulations at Appendix VIII promulgated together with this Circular.

9. Amend and supplement certain provisions of Part 12 of the Civil Aviation Safety Regulations at Appendix IX promulgated together with this Circular.

10. Amend and supplement certain provisions of Part 14 of the Civil Aviation Safety Regulations at Appendix X promulgated together with this Circular.

11. Amend and supplement certain provisions of Part 15 of the Civil Aviation Safety Regulations at Appendix XI promulgated together with this Circular.

12. Amend and supplement certain provisions of Part 16 of the Civil Aviation Safety Regulations at Appendix XII promulgated together with this Circular.

13. Amend and supplement certain provisions of Part 17 of the Civil Aviation Safety Regulations at Appendix XIII promulgated together with this Circular.

14. Amend and supplement certain provisions of Part 19 of the Civil Aviation Safety Regulations at Appendix XIV promulgated together with this Circular.

15. Amend and supplement certain provisions of Part 20 of the Civil Aviation Safety Regulations at Appendix XV promulgated together with this Circular.

a) Circular No. 41/2015/TT-BGTVT dated August 12, 2015, issued by the Minister of Transport amending and supplementing certain provisions in Parts 12 and 14 of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation issued together with Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport.

Article 2. Effective Date

1. This Circular shall take effect from September 1, 2017.

2. The application of the provisions set forth in Appendix XI of this Circular shall be implemented from July 1, 2018.

3. This Circular abolishes:

b) Decision No. 471/QĐ-BGTVT dated February 22, 2017 regarding the correction of Circular No. 03/2016/TT-BGTVT dated March 31, 2016, issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 01/2011/TT-BGTVT dated January 27, 2011, issued by the Minister of Transport on the Civil Aviation Safety Regulations in the field of aircraft and aircraft operation.

Decision No. 471/QD-BGTVT dated February 22, 2017 regarding the correction of Circular No. 03/2016/TT-BGTVT dated March 31, 2016 of the Minister of Transport amending and supplementing certain Articles of Circular No. 01/2011/TT-BGTVT dated January 27, 2011 of the Minister of Transport promulgating the Aviation Safety Regulations in the aircraft and aircraft operation sector.

Article 3. Implementation Organization

The Head of the Ministry’s Office, the Inspector General of the Ministry, the Directors of the Departments, the Director of the Civil Aviation Administration of Vietnam, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
