Pursuant to the Customs Law dated June 23, 2014;
Pursuant to the Law on Issuing Legal Documents dated June 22, 2015 and the Law Amending and Supplementing Certain Provisions of the Law on Issuing Legal Documents dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Legal Normative Documents, and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Legal Normative Documents;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 02/2021/NĐ-CP dated January 7, 2021 of the Government on traditional flags, insignia, symbols, customs insignia, badges, name plates, rank insignia, uniforms, customs identification cards, and distinctive marks of patrol, inspection, and customs supervision vehicles;
At the proposal of the Director General of the General Department of Customs;
The Minister of Finance hereby issues this Circular to repeal Circular No. 23/2014/TT-BTC dated February 17, 2014 issued by the Minister of Finance on certain contents regarding traditional flags, insignia, symbols, customs insignia, badges, rank insignia, uniforms, and customs identification cards.
Article 1. Repeals Circular No. 23/2014/TT-BTC dated February 17, 2014 issued by the Minister of Finance on certain contents regarding traditional flags, insignia, symbols, customs insignia, badges, rank insignia, uniforms, and customs identification cards.
Article 2. Effective Date
1. This Circular takes effect from March 19, 2021.
2. Traditional flags, insignia, symbols, customs insignia, badges, rank insignia, uniforms, and customs identification cards that have been equipped and distributed before March 1, 2021 shall be implemented according to Article 15 of Decree No. 02/2021/NĐ-CP of the Government.
3. The Director of the General Department of Customs, heads of units under the Ministry, and relevant agencies shall be responsible for enforcing this Circular.
