Circular No. 21/2023/TT-BTNMT promulgates National Technical Regulations on the national geographic base database at scales of 1:250,000, 1:500,000, and 1:1,000,000.

CIRCULAR

Issuing National Technical Regulations on the national geographic base database at scales of 1:250,000, 1:500,000, and 1:1,000,000

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations; Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations and Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing certain provisions of the Law on Product and Goods Quality; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing certain articles of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping;

Pursuant to Decree No. 22/2023/NĐ-CP dated May 12, 2023 of the Government amending and supplementing certain provisions of related decrees concerning business activities in the natural resources and environment sector;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Vietnam National Survey, Mapping and Geographical Information Center, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;

The Minister of Natural Resources and Environment issues this Circular on the issuance of National Technical Regulations on the national geographic base database at scales of 1:250,000, 1:500,000, and 1:1,000,000.

Article 1. Attached to this Circular are the National Technical Regulations on the national geographic base database at scales of 1:250,000, 1:500,000, and 1:1,000,000, code QCVN 77:2023/BTNMT.

Article 2. Effectiveness

Article 1. This Circular shall take effect from May 30, 2024.

Article 2. Circular No. 48/2016/TT-BTNMT dated December 28, 2016 of the Minister of Natural Resources and Environment on technical regulations for the national geographic base database at scale 1:250,000 shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation

1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, and relevant organizations and individuals are responsible for enforcing this Circular.

2. The Director of the Vietnam National Administration of Surveying, Mapping and Geoinformation shall be responsible for organizing the dissemination and inspection of the implementation of this Circular.

3. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment for consideration and decision.
