CIRCULAR

JOINT MINISTRY OF EDUCATION - MINISTRY OF HIGHER AND SECONDARY SPECIALIZED EDUCATION - GENERAL DEPARTMENT OF VOCATIONAL TRAINING - NATIONAL COMMITTEE FOR MATERNITY AND CHILDREN

JOINT CIRCULAR NO. 21-TT/GD DATED JULY 22, 1986 GUIDELINES FOR AWARDED THE TITLE OF OUTSTANDING TEACHER.

On April 26, 1986, the Council of Ministers issued Decree No. 52-HĐBT on awarding the titles of People's Teacher and Outstanding Teacher. The Ministry of Education, the Ministry of Higher and Secondary Specialized Education, the General Department of Vocational Training, and the National Committee for Maternity and Child Care provide guidance on implementing the above decree as follows:

The titles "People's Teacher" and "Outstanding Teacher" shall be awarded to:

1. Childcare workers.

I. OBJECTS

2. Teachers at general education schools, kindergartens, remedial education centers, secondary specialized schools, and vocational training institutions.

3. Teaching staff at universities and colleges.

4. Managers of childcare facilities and educational institutions.

5. Staff working in educational management agencies who previously had experience in childcare or teaching at educational institutions.

When selecting candidates, it is necessary to ensure a balanced ratio among different sectors of education and target groups, prioritizing teachers directly involved in childcare, education, and teaching at grassroots levels.

The criteria set forth in Article 2 of the Decree include requirements regarding revolutionary ethics, pedagogical talent, contributions to the educational cause, and years of service in education.

1. Regarding revolutionary ethics: Must be loyal to the country and socialism, support colleagues, love the profession, care for students, and truly serve as a model of moral integrity.

II. STANDARDS

2. Regarding pedagogical talent and contributions to the educational cause, four specific requirements must be met:

a) Must have achieved the standard level of education or equivalent qualifications as stipulated by each sector of education.

b) Must creatively implement educational goals, content, and methods, achieving outstanding results in childcare, teaching, and educational management, highly regarded by colleagues and educational administrators.

c) Must have significant achievements in scientific research or summarization of innovative experiences. An Outstanding Teacher must have an innovative experience or scientific research project that has been effectively applied in education, training, production, and combat.

A People's Teacher must have a scientific research project or innovative experience that has been widely applied with significant impact in education, training, production, and combat.

d) Must have achievements in mentoring colleagues in professional and vocational matters: guiding and supporting new teachers to progress quickly, assisting colleagues in teaching and scientific research with positive outcomes; participating in training courses organized by schools and educational management agencies with good results, etc.

3. Regarding years of service: An Outstanding Teacher must have at least 10 years of direct teaching or childcare work. If they are managers, they must have at least 7 years of direct teaching or childcare work out of their 10 years of educational service.

A People's Teacher must have at least 15 years of direct teaching or childcare work. If they are managers, they must have at least 10 years of direct teaching or childcare work out of their 15 years of educational service. In the following cases, three years of service can be reduced compared to the specified period:

a) Working in one of the provinces of Son La, Lai Chau, Hoang Lien Son, Ha Tuyen, Cao Bang, Lang Son, Gia Lai-Kon Tum, Dak Lak, Lam Dong, mountainous districts, and particularly difficult areas in other provinces.

b) Working on remote islands.

c) Teaching heavy, hazardous, or outdoor occupations.

The above are the standards concerning ethics, talent, and contributions for People's Teachers and Outstanding Teachers. When applying these standards, it is necessary to understand the different levels between a People's Teacher and an Outstanding Teacher. An Outstanding Teacher must truly be a model teacher, possessing pedagogical talent and significant contributions to the educational cause, trusted by students, colleagues, and the public. A People's Teacher must meet higher requirements, having outstanding pedagogical talent, significant contributions to the educational cause, wide influence within the industry and society, respected by students, colleagues, and the public.

For those transferred to work in educational management agencies at the district level or higher, when applying the standards, it should be based on two periods: the period at the grassroots level and the period in management. During the grassroots period, they must meet the aforementioned standards. While working in management, they must maintain revolutionary qualities, have good innovative experiences in improving management, make significant contributions to the educational cause of the industry and locality.
