RESOLUTION
On universalizing preschool education for children aged from 3 to 5 years old
OF THE NATIONAL ASSEMBLY
On the basis of The Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;
On the basis of The Law on the Organization of the National Assembly No. 57/2014/QH13 has been amended and supplemented with some articles according to Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
On the basis of This Resolution stipulates the exemption and subsidy of tuition fees for preschool children, primary and secondary school students, and those studying general education programs who are Vietnamese citizens or Vietnamese-origin individuals without confirmed citizenship residing in Vietnam within educational institutions under the national education system.
RESOLUTION:
Article 1. Scope of Regulation and Applicability
Article 1. This Resolution stipulates on universalizing preschool education for children aged from 3 to 5 years old.
Article 2. This Resolution applies to children aged from 3 to 5 years old, preschool educational institutions, and related organizations and individuals.
Article 2. Objectives and Principles of Implementation
Clause 1. By 2030: 100% of centrally governed cities and provinces meet the standards for universalizing preschool education for children aged from 3 to 5 years old.
Clause 2. The universalization of preschool education for children aged from 3 to 5 years old shall be guaranteed by the State with resources and social mobilization in accordance with the provisions of the law.
Clause 3. The implementation of universalizing preschool education for children aged from 3 to 5 years old shall be carried out according to a timeline, suitable to the socio-economic development conditions of each locality, ensuring the universalization conditions as prescribed.
Article 3. Mechanisms and Policies for Implementation
Clause 1. Investment in developing school networks and ensuring educational facilities and equipment in accordance with regulations.
Clause 2. Ensuring the number of preschool teachers in accordance with the prescribed quota.
Clause 3. Ensuring benefits and policies for children aged from 3 to 5 years old, management staff, teachers, and employees in preschool educational institutions.
Clause 4. Mobilizing social resources for the development of preschool education in accordance with the provisions of the law.
Clause 5. Prioritizing the development of preschool education in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous regions, border areas, islands, coastal areas, densely populated areas, industrial zones, and export processing zones.
Article 4. Financial Sources for Implementation
Clause 1. The financial resources for implementing the policy of universalizing preschool education for children aged from 3 to 5 years old shall be guaranteed by the state budget in accordance with the provisions of the law.
Clause 2. The central budget shall support localities that have not balanced their budgets to implement the policy of universalizing preschool education for children aged from 3 to 5 years old in accordance with the provisions of the law.
Clause 3. Other legitimate sources of funding.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
2. The National Assembly, the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, the Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the National Assembly deputies at all levels, within the scope of their duties and powers, shall supervise the implementation of this Resolution.
Clause 2. The National Assembly, the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, the Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the National Assembly deputies, at all levels of People's Councils, within the scope of their tasks and powers, supervise the implementation of this Resolution.
Article 6. Effectiveness
This Resolution takes effect from the date it is adopted by the National Assembly.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, Fifteenth Session, Ninth Meeting, on June 26, 2025.
