Issuing the List of Technical Standards for Information Technology Applications in State Agencies

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in state agency activities;

Pursuant to Decree No. 102/2009/NĐ-CP dated November 6, 2009 of the Government on Management of Investment in Information Technology Applications Using State Budget Funds;

Pursuant to Decree No. 132/2013/NĐ-CP dated October 16, 2013 of the Government stipulating the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

THE MINISTER OF INFORMATION AND COMMUNICATIONS ISSUES THIS CIRCULAR ON THE REGULATIONS ON CERTIFICATION OF NATIONAL ELECTRONIC SIGNATURE SERVICE PROVIDERS The List of Technical Standards for Information Technology Applications in State Agencies

Article 1. The List of Technical Standards for Information Technology Applications in State Agencies is hereby issued together with this Circular.

Article 2. This list of technical standards includes mandatory or recommended standards applicable to information systems of state agencies to ensure smooth, synchronized, and secure, convenient information sharing and exchange between state agencies and between state agencies and organizations and individuals.

This list shall also be applied as a basis for conducting preliminary surveys and designs when preparing investments and for construction designs when implementing investments in information technology application projects using state budget funds.

Article 3. Information systems of state agencies that are in operation or being implemented before the effective date of this Circular need to be reviewed and have a transition plan to upgrade in accordance with the provisions of this Circular.

Article 4. The Department of Science and Technology is responsible for leading and coordinating with relevant units to periodically review and update the list of technical standards prescribed in this Circular.

The Directorate for E-Government is responsible for guiding the application of technical standards prescribed in this Circular.

Article 5. This Circular takes effect from February 15, 2014, and replaces Circular No. 01/2011/TT-BTTTT dated January 4, 2011, of the Minister of Information and Communications announcing the List of Standards for Information Technology Applications in State Agencies.

Article 6. The Director of the Office, the Head of the Department of Science and Technology, the Director of the Directorate for E-Government, the Heads of agencies and units under the Ministry, and related organizations and individuals are responsible for implementing this Circular.
