The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 29/2011/NĐ-CP dated April 18, 2011 of the Government on strategic environmental assessment, environmental impact assessment, and environmental protection commitment;

Pursuant to Decree No. 35/2014/NĐ-CP dated April 29, 2014 of the Government amending and supplementing certain articles of Decree No. 29/2011/NĐ-CP dated April 18, 2011 of the Government on strategic environmental assessment, environmental impact assessment, and environmental protection commitment.

At the proposal of the General Director of the General Department of Environment and the Head of the Legal Department;

The Minister of Natural Resources and Environment promulgates this Circular prescribing and guiding the implementation of Decree No. 35/2014/NĐ-CP dated April 29, 2014 of the Government amending and supplementing certain articles of Decree No. 29/2011/NĐ-CP dated April 18, 2011 of the Government on strategic environmental assessment, environmental impact assessment, and environmental protection commitment,

Article 1. Scope of Regulation and Applicability

Article 1. This Circular prescribes and guides the implementation of Decree No. 35/2014/NĐ-CP dated April 29, 2014 of the Government amending and supplementing certain articles of Decree No. 29/2011/NĐ-CP dated April 18, 2011 of the Government on strategic environmental assessment, environmental impact assessment, and environmental protection commitment.

Article 2. Establishment, review, and approval of detailed environmental protection plans; inspection and confirmation of the implementation of detailed environmental protection plans; establishment and registration of simple environmental protection plans

Clause 2. Establishment, review, and approval of detailed environmental protection plans; inspection and confirmation of the implementation of detailed environmental protection plans; establishment and registration of simple environmental protection plans

The establishment, review, and approval of detailed environmental protection plans; inspection and confirmation of the implementation of detailed environmental protection plans; establishment and registration of simple environmental protection plans shall be carried out in accordance with Circular No. 01/2012/TT-BTNMT dated March 16, 2012 of the Minister of Natural Resources and Environment on the establishment, review, approval, and inspection and confirmation of the implementation of detailed environmental protection plans; establishment and registration of simple environmental protection plans.

Article 3. Implementation Provisions

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees at all levels, and related organizations and individuals are responsible for implementing this Circular.

2. This Circular takes effect from June 20, 2014.

3. During the implementation of this Circular, if there are difficulties or obstacles, please provide feedback in writing to the Ministry of Natural Resources and Environment for consideration and resolution./.
