Circular No. 22/2019/TT-BGDĐT Issuing Regulations on the Competition for Excellent Kindergarten Teachers; Excellent Teachers and Excellent Class Teachers at General Education Schools

CIRCULAR

Issuing Regulations on the Competition for Excellent Kindergarten Teachers; Excellent General Education Teachers; and Excellent Class Teachers in General Education Schools;excellent general education teachers; excellent class teachers in general education schools;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;

At the proposal of the Director of the Department of Teachers and Educational Management Staff;

The Minister of Education and Training issues this Circular on the Regulations on the Competition for Excellent Kindergarten Teachers; Excellent General Education Teachers; and Excellent Class Teachers in General Education Schools.

Article 1. These Regulations are promulgated together with this Circular.

Article 2. This Circular takes effect from February 12, 2020 and replaces Circular No. 49/2011/TT-BGDĐT dated October 26, 2011 of the Minister of Education and Training on the Charter of the Competition for Excellent Kindergarten Teachers; Circular No. 21/2010/TT-BGDĐT dated July 20, 2010 of the Minister of Education and Training on the Charter of the Competition for Excellent General Education Teachers and Regular Education; and Circular No. 43/2012/TT-BGDĐT dated November 26, 2012 of the Minister of Education and Training on the Charter of the Competition for Excellent Class Teachers in General Education and Regular Education.

Article 3. The Heads of the Office, Directors of the Department of Teachers and School Management Staff, heads of units related to the Ministry of Education and Training, Directors of provincial Departments of Education and Training, relevant organizations and individuals are responsible for implementing this Circular.

 

REGULATIONS

On the Competition for Excellent Kindergarten Teachers, Excellent General Education Teachers,

Excellent Class Teachers in General Education Schools

(Issued together with Circular No. 22/2019/TT-BGDĐT dated December 20, 2019 of the Minister of Education and Training)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. These Regulations govern the Competition for Excellent Kindergarten Teachers; Excellent General Education Teachers; and Excellent Class Teachers in General Education Schools (hereinafter referred to collectively as Excellent Teachers and Excellent Class Teachers), including: Content, criteria, application forms for the Competition; authority to organize the Competition, Organizing Committee and Judging Panel of the Competition; organization of the Competition for Excellent Teachers and Excellent Class Teachers.

2. These Regulations apply to kindergarten teachers currently caring for, nurturing, and educating children in kindergartens, nursery schools, childcare centers, independent kindergarten classes (collectively referred to as kindergarten institutions); general education teachers currently teaching and performing class management duties in primary schools, secondary schools, high schools, multi-grade schools, boarding schools for ethnic minorities, semi-residential schools for ethnic minorities, specialized high schools (collectively referred to as general education institutions), and relevant organizations and individuals.

Article 2. Purpose and Principles of the Excellent Teacher Competition and Excellent Class Advisor Competition

1. Purpose of the Competition:

a) To identify, recognize, honor teachers who have achieved the title of excellent teacher and excellent class advisor, to promote exemplary models, thereby attracting social forces to participate in educating children and students, creating motivation for the development of education in each locality and throughout the sector;

b) To create motivation for teachers to strive for self-improvement to meet the requirements of educational reform, improve educational quality, and develop their careers;

c) To contribute to enhancing the effectiveness of professional activities and promoting teaching and learning competitions in schools; to encourage, motivate, and provide opportunities for teachers to train, self-study, innovate, learn from others, exchange, disseminate experiences in childcare, nurturing, and educating children for kindergarten teachers; and in teaching and class advising for general education teachers.

2. Principles of the Competition:

a) Based on the voluntary participation of teachers; no coercion or pressure on teachers to participate in the Competition;

b) Ensuring honesty, democracy, transparency, fairness, objectivity, and substance;

c) Ensuring compliance with state policies and laws, and regulations of the sector.

Article 3. Levels of Organization, Cycle, and Participants of the Competition

1. School-level, district-level, and provincial-level Excellent Teacher Competition and Excellent Class Advisor Competition: at the district level, provincial level:

a) The school-level Excellent Teacher Competition and Excellent Class Advisor Competition is organized every two years, by the school. Participants are teachers working at the organizing school;

b) Excellent Teacher Competition, Excellent Class Teacher Competition at district level b) The district-level Excellent Teacher Competition and Excellent Class Advisor Competition is organized every two years, by the Department of Education and Training. Participants are teachers working at kindergartens, primary schools, and junior high schools within the district (city district, town, provincial city) organizing the competition; Department of Education and Training shall organize. Participants in the Competition are teachers working at preschool education facilities, primary schools, and junior high schools within the district (city district, town, provincial-level city) organizing the Competition;

c) The Excellent Teacher Competition, Excellent Class Teacher Competition at the provincial level is organized every four years, by the Department of Education and Training. Participants in the Competition are teachers working at preschool education facilities and general secondary schools within the province, provincial-level city organizing the Competition.

2. The number of teachers participating in the Excellent Teacher Competition and Excellent Class Advisor Competition at all levels shall be decided by the principal of the kindergarten, nursery school, or preschool; the principal of the general education institution; the head of the Department of Education and Training; and the director of the Department of Education and Training according to the management hierarchy, ensuring suitability with the actual situation, material conditions, and annual budget of the locality. 3. The head of the Department of Education and Training specifies in detail the number of kindergarten teachers participating in the school-level competition for independent kindergarten classes and groups.

Article 4. Time and Location of the Competition

The time and location of the Excellent Teacher Competition and Excellent Class Advisor Competition are determined in the activity plan implemented at the beginning of the academic year by the unit head according to the management hierarchy (school level: the principal decides, district level: the head decides, provincial level: the director of the Department of Education and Training decides), ensuring no impact on the progress and quality of children's and students' studies. Depending on geographical conditions and the number of participating teachers, the competition may be divided into several test sites or small clusters, and must ensure that it does not cause difficulties for participating teachers. at the district level: The head of the Department of Education and Training decision, at the provincial level: The Provincial Department of Education and Training Director decides) ensuring no impact on the progress and quality of children's and students' learning. Depending on geographical conditions and the number of participating teachers, the Competition may be divided into several test sites, small clusters, and must ensure that it does not cause difficulties for participating teachers.

Article 5. Recognition of Excellent Teacher and Excellent Class Teacher Titles

1. A teacher who participates in all contents of the Excellent Teacher and Excellent Class Teacher Competition and meets the requirements for evaluation results as stipulated in Article 17 of this Regulation shall be recognized as an Excellent Teacher or an Excellent Class Teacher and shall be issued a certificate by the competition organizing agency. Article 17 of this Regulation.

2. The recognition of the Excellent Teacher and Excellent Class Teacher titles shall be maintained as follows: The Excellent Teacher and Excellent Class Teacher title at the school level shall be maintained for one year following the year of recognition; the Excellent Teacher and Excellent Class Teacher title at the district level shall be maintained for one year following the year of recognition; the Excellent Teacher and Excellent Class Teacher title at the provincial level shall be maintained for three years following the year of recognition. at district level is retained for a period of one year following the year recognized as an Excellent Teacher, Excellent Class Teacher at the district level; the title of Excellent Teacher, Excellent Class Teacher at the provincial level is retained for a period of three years following the year recognized as an Excellent Teacher, Excellent Class Teacher at the provincial level.

3. The maintenance of the Excellent Teacher and Excellent Class Teacher titles shall not be used as a standard to participate in the Excellent Teacher and Excellent Class Teacher Competitions at various levels.

Chapter II

CONTENTS, STANDARDS, AND DOCUMENTATION FOR PARTICIPATING IN THE COMPETITION

Article 6. Contents and Standards for Participating in the Excellent Teacher Competition at Early Childhood Education Institutions

1. Competition Content:

a) Conducting a specific educational activity according to the education plan at the time of the competition. The educational activity participating in the competition must be organized for the first time in the group or class with the actual number of children in that group or class. Teachers are not allowed to conduct trial lessons of the educational activity participating in the competition during the academic year of the competition. Teachers are informed and have up to two days before the competition date to prepare for the educational activity;

b) Presenting a measure to improve the quality of childcare, nurturing, and educating children at their workplace. The presentation time for the measure shall not exceed thirty minutes, including the time for the Jury's discussion. The measure must be confirmed by the institution's leadership as effective and must be used for the first time to register for the Excellent Teacher Competition at early childhood education institutions and has not been used previously for individual commendation.

2. Participation Standards:

a) Teachers participating in the school-level competition must meet the following standards: Teachers participating in the school-level competition must ensure they have reached the professional qualification standard at a good level or higher in the immediately preceding year, including criteria 1, 3, 4, 5, 6, 8, and 9 as stipulated in Circular No. 26/2018/TT-BGDĐT dated October 8, 2018, issued by the Minister of Education and Training on the professional qualification standards for excellent early childhood teachers;

b) Teachers participating in the Competition at district level must meet the following standards:

- Meeting the standards for teachers participating in the school-level competition;

- Having been recognized as an Excellent Teacher at the school level for at least one year out of the two consecutive years prior to the competition or being recognized as an Excellent Teacher at the school level in the year of participation in the competition.

c) Teachers participating in the provincial-level competition must meet the following standards:

- Meeting the standards for teachers participating in the school-level competition;

- Having been recognized as an Excellent Teacher at district level for at least one year out of the two consecutive years prior to the competition or being recognized as an Excellent Teacher at district level in the year of participation in the competition.

Article 7. Content and criteria for participating in the Excellent General Education Teacher Competition

1. Competition Content:

a) Conducting a class session according to the teaching plan at the time of the competition. The class session participating in the competition must be held for the first time in the classroom with the actual number of students in that class. Teachers are not allowed to conduct trial classes (practice sessions) of the class session participating in the competition during the academic year of the competition. Teachers are informed and have preparation time for the class session not exceeding two days before the competition date;

b) Presenting a measure contributing to improving the quality of teaching work at the educational institution where the teacher works. The presentation time does not exceed thirty minutes, including the time for the Jury's discussion. The measure must be confirmed by the leadership of the educational institution as effective and used for the first time to register for the general education teacher competition and has not been used previously for individual commendation and award review.

2. Participation Standards:

a) Teachers participating in the school-level competition must meet the following criteria: Teachers participating in the school-level competition must ensure they have reached the professional standard level of good or higher in the year immediately preceding the competition year, wherein the criteria of Standard 2 (Professional Development Standard) are defined in Circular No. 20/2018/TT-BGDĐT dated August 22, 2018 issued by the Minister of Education and Training on the professional standards for general education teachers reaching the excellent level;

b) Teachers participating in the Competition at district level must meet the following standards:

- Meeting the standards for teachers participating in the school-level competition;

- Having been recognized as an Excellent Teacher at the school level for at least one year out of the two consecutive years prior to the competition or being recognized as an Excellent Teacher at the school level in the year of participation in the competition.

c) Teachers participating in the provincial-level competition must meet the following standards:

- For elementary and junior high school teachers participating in the provincial-level competition: Meeting the criteria of teachers participating in the school-level competition; having one year recognized as an excellent teacher; at district level for at least one year out of the two consecutive years prior to the competition or being recognized as an Excellent Teacher at district level in the year of participation in the competition.

- For senior high school teachers participating in the provincial-level competition: Meeting the criteria of teachers participating in the school-level competition; having one year recognized as an excellent teacher at the school level in the two years immediately preceding the competition year or being recognized as an excellent teacher at the school level in the competition year.

Article 8. Content and criteria for participating in the Excellent Class Teacher Competition at general education institutions

1. Competition Content:

a) Conducting an educational activity session (class meeting or experiential learning session or experiential learning and vocational guidance session) according to the educational plan at the time of the competition. The educational activity session participating in the competition must be held for the first time in the classroom with the actual number of students in that class. Teachers are not allowed to conduct trial sessions (practice sessions) of the educational activity session participating in the competition during the academic year of the competition. Teachers are informed and have preparation time for the educational activity session not exceeding two days before the competition date;

b) Presenting a measure contributing to improving the quality of class management work at the educational institution where the teacher works. The presentation time does not exceed thirty minutes, including the time for the Jury's discussion. The measure must be confirmed by the leadership of the educational institution as effective and used for the first time to register for the excellent class teacher competition at general education institutions and has not been used previously for individual commendation and award review.

2. Participation Standards:

a) Teachers participating in the school-level competition must meet the following criteria: Teachers participating in the school-level competition must ensure they have reached the professional standard level of good or higher in the year immediately preceding the competition year, wherein the criteria at Standard 3 (Educational Environment Building Standard) and Standard 4 (Relationship Development between Family, School, and Society Standard) are defined in Circular No. 20/2018/TT-BGDĐT dated August 22, 2018 issued by the Minister of Education and Training on the professional standards for general education teachers reaching the excellent level;

b) Teachers participating in the Competition at district level must meet the following standards:

- Meeting the standards for teachers participating in the school-level competition;

- Having one year recognized as an excellent class teacher at the school level or higher in the two years immediately preceding the competition year or being recognized as an excellent class teacher at the school level in the competition year.

c) Teachers participating in the provincial-level competition must meet the following standards:

- For elementary and junior high school teachers participating in the provincial-level competition: Meeting the criteria of teachers participating in the school-level competition; having one year recognized as an excellent class teacher at district level in the two years immediately preceding the competition year or being recognized as an excellent class teacher at district level in the year of participation in the competition.

- For senior high school teachers participating in the provincial-level competition: Meeting the criteria of teachers participating in the school-level competition; having one year recognized as an excellent class teacher at the school level in the two years immediately preceding the competition year or being recognized as an excellent class teacher at the school level in the competition year.

Article 9. Documents for Participation in the Excellent Teacher Competition

1. The documents for participation include:

a) School level: Professional qualification achievement results (including professional qualification assessment results and authentic evidence) pursuant to point a Clause 2 of Articles 6, 7, and 8 of this Regulation; confirmation from educational institution leadership accompanied by authentic evidence regarding the significant progress of learners through the effective application of measures in childcare, nurturing, and education of children; in teaching and class management activities; District and provincial levels: List of teachers registering for the competition

b) signed by the leadership of preschool, primary, and secondary educational institutions; list of teachers registering for the provincial competition signed by the head of the Department of Education and Training and the leadership of affiliated high schools. The lists are submitted along with authentic evidence confirming compliance with the competition participation criteria stipulated in Articles 6, 7, and 8 of this Regulation; confirmation from educational institution leadership accompanied by authentic evidence regarding the significant progress of children and students through the effective application of measures in childcare, nurturing, and education of children; in teaching and class management activities. at district level 2. The documents are sent to the competition organizing authorities at each level for implementation according to the Plan. AUTHORITY TO ORGANIZE THE COMPETITION, ORGANIZING COMMITTEE AND JUDGING PANEL OF THE COMPETITION Article 10. Authority to Organize the Excellent Teacher Competition at the School Level

The Excellent Teacher Competition at the school level is organized by the school. The principal is responsible for issuing the content and plan for organizing the school-level competition, establishing the Organizing Committee, and forming the Judging Panel in accordance with regulations and based on guidance from the Department of Education and Training and the Provincial Department of Education and Training according to their respective management levels; notifying the competition organization plan to teachers at least one month before the competition date. At most five working days after the competition, a report on the competition results must be submitted to the immediate superior administrative body.

Chapter III

Article 11. Authority to Organize the Excellent Teacher Competition

The Excellent Teacher Competition is organized according to authority.

At most five working days after the competition, a report on the competition results must be submitted to the immediate superior administrative body.

Article 12. Authority to Organize the Excellent Teacher Competition at the Provincial Level at district level

The Excellent Teacher Competition at the provincial level is organized by the Department of Education and Training. The Director of the Department of Education and Training issues the content and plan for organizing the provincial-level competition, establishes the Organizing Committee, forms the Judging Panel in accordance with regulations, and notifies in writing to the Departments of Education and Training and affiliated high schools at least one month before the competition date. At most five working days after the competition, a report on the competition results must be submitted to the immediate superior administrative body. at district level HAPPY Department of Education and Training shall be organized according to their authority. The head of the Department of Education and Training promulgate the content, plan for organizing the Competition at the district level, establish the Organizing Committee, establish the Appraisal Board in accordance with regulations, and notify in writing to schools at least one month before the date of the Competition. At the latest, five working days after the Competition, report the results of the Competition to the direct superior administrative body.

Article 12. Authority to organize the Excellent Teacher Competition, Excellent Class Teacher Competition at the provincial level

The Excellent Teacher Competition, Excellent Class Teacher Competition at the provincial level is organized by the Department of Education and Training. The Director of the Department of Education and Training promulgates the content, plan for organizing the provincial-level Competition, establishes the Organizing Committee, establishes the Appraisal Board in accordance with regulations, and notifies in writing to the Department of Education and Training, secondary schools under its jurisdiction at least one month before the date of the Competition. At the latest, five working days after the Competition, report the results of the Competition to the direct superior administrative body.

Article 13. Plan for the Excellent Teacher Competition

The competition plan shall be established by the organizing body of the competition and shall include:

1. Objectives and requirements of the competition.

2. Participants, criteria, and number of participants in the competition.

3. Time, location, and budget for organizing the competition.

4. Other regulations to meet the requirements of the competition.

Article 14. Authority to establish the Organizing Committee of the Competition and the powers and duties of the Organizing Committee

1. The head of the unit organizing the competition, within their authority, shall issue a decision to establish the Organizing Committee, which includes the Chairperson, Deputy Chairperson, and members (educational management staff with experience, core teachers with credibility, capability, and good professional qualifications).

2. Powers and duties of the Organizing Committee:

a) Develop detailed plans and rules of the competition that are consistent with local realities and comply with this Regulation;

b) Review the files of participating teachers; prepare venues, equipment, facilities, funding, and other conditions necessary for the competition;

c) Organize and manage all activities of the competition as prescribed;

d) Summarize, evaluate, and announce the results of the competition; implement reporting procedures to supervisory bodies as required and perform other related tasks.

Article 15. Duties, powers, and responsibilities of the Chairperson of the Organizing Committee

Direct all activities of the competition, issue decisions to establish the Examination Board and other committees (if necessary), and be responsible for all activities of the competition.

Article 16. Composition, duties, and powers of the Examination Board of the Competition

1. Composition:

a) The Examination Board consists of: Chairperson of the Examination Board, Deputy Chairperson, and other members, including:

- Educational management staff, core teachers at various levels who have been recognized as having excellent professional capabilities; possessing professional ethics, practical experience, and high achievements in teaching, management, and educating children and students; respected by colleagues.

- Senior lecturers or higher from teacher training schools and departments corresponding to the level and subject of the competition.

b) Sub-committees of the Examination Board: Composed of members with expertise in the same field, responsible for evaluating contents as stipulated in Articles 6, 7, and 8 of this Regulation. Each sub-committee has a sub-chairperson and Examination Board members, with an odd number of sub-committee members. 2. Duties and powers of the Examination Board:

a) Observe classes, exchange views, comment, and assess lessons and educational activities organized by teachers;

b) Attend presentations on methods, exchange views, comment, and assess the outcomes of implemented care, nurturing, and education methods for children; in teaching and class management activities;

c) Members of the Examination Board shall carry out tasks assigned by the Chairperson of the Examination Board and be responsible for the assessment results of lessons and educational activities organized by teachers and the outcomes of implemented care, nurturing, and education methods for children; in teaching and class management activities.

3. Duties and powers of the Chairperson of the Examination Board:

a) Assign tasks to members; be responsible for organizing and supervising all marking activities according to the Organizing Committee's plan;

b) Maintain regular contact with the Chairperson of the Organizing Committee to resolve emerging issues.

4. Duties and powers of the Sub-committee Chairperson:

a) Control sub-committee activities as prescribed;

b) Coordinate with the Chairperson of the Examination Board to address related issues;

c) Monitor sub-committee activities to promptly report and propose recommendations and necessary adjustments regarding professional matters during the competition organization process to the Chairperson of the Examination Board;

d) Arrange for sub-committee members to attend and exchange views, comment, and assess lessons and educational activities, presentations on implemented care, nurturing, and education methods for children, in teaching and class management activities of participating teachers.

ORGANIZATION OF THE EXCELLENT TEACHER AND CLASS TEACHER COMPETITION

Chapter IV

ORGANIZATION OF THE EXCELLENT TEACHER AND CLASS TEACHER COMPETITION

Article 17. Organization of the Competition and Evaluation of its Contents and Results

1. Organization of the Competition: The Organizing Board arranges the time for conducting the competition contents; announces the schedule to participating individuals and units; creates conditions for teachers and educational management staff to observe teaching practice sessions, organize educational activities, and participate in presenting measures to improve the quality of childcare, nurturing, and education of children, as well as the quality of teaching and class management work of participating teachers in the Competition.

2. Evaluation of the Competition Contents:

a) For the practical teaching session and organization of educational activities:

- The practical teaching session and organization of educational activities shall be scored and evaluated by at least three judges according to current regulations.

- After the teacher completes the practical teaching session and organization of educational activities, the judges provide feedback, evaluate, and offer lessons learned to the competing teacher.

b) For the presentation of measures to improve the quality of childcare, nurturing, and education of children; teaching work; class management work:

- Teachers present measures; judges exchange views, evaluate, and reach consensus on whether the measure meets the standard or not. The presentation of measures will meet the standard if it satisfies the following requirements: Clearly stating effective measures that meet the requirements of educational reform and education, suitable for the target group of children and students, and practical circumstances of the school and locality in childcare, nurturing, and education of children, as well as teaching and class management work of individual teachers at their educational institutions; the measures are recognized by the school and colleagues, and there is evidence of progress in children and students when applying these measures. If these requirements are not met, then the presentation of measures will not meet the standard.

- The presentation of measures shall be evaluated by at least three judges.

3. Evaluation of the Competing Teacher's Results:

A teacher must achieve the title of Excellent Teacher or Excellent Class Manager at the school, district, and provincial levels and must ensure that: The practical teaching session and organization of educational activities are rated as excellent by at least two-thirds of the judges, with no judge rating them as average or below; the presentation of measures is rated as meeting the standard by at least two-thirds of the judges. 4. The Competition results are announced at the closing ceremony and sent to participating units. Within five working days after the Competition, a report on the Competition results must be submitted to the immediate superior administrative body.

Article 18. Complaints and Resolution of Complaints

Teachers and units with teachers participating in the Competition have the right to file complaints with the Competition Organizing Board regarding each competition content and the Competition results. The Competition Organizing Board has the responsibility to resolve all complaints before the end of the Competition.

Article 19. Application Provisions

Continuing Education Centers and Vocational Training - Continuing Education Centers may apply this Regulation to organize Competitions for Excellent Teachers and Excellent Class Managers in accordance with the actual situation at their educational institutions and localities.

Article 20. Utilization of Competition Results

1. Competition results serve as evidence for participation in professional qualification assessment and implementation of policies for teachers according to current regulations.

2. Teachers recognized as Excellent Teachers or Excellent Class Managers are responsible for re-teaching the lessons and educational activities they presented in the Competition within the school and inter-school areas and reporting these measures to share effective experiences in childcare, nurturing, and education of children, as well as in teaching and class management work.

2. Teachers recognized as Excellent Teachers, Excellent Class Teachers have the responsibility to re-teach lessons, educational activities, and report measures they participated in during the Competition within the school, inter-school area to share effective experiences in childcare, nurturing, educating children, and in teaching work, class teacher work.
