CIRCULAR

Amending and supplementing certain Articles of Circular No. 19/2016/TT-NHNN dated June 30, 2016, issued by the Governor of the State Bank of Vietnam on bank card activities

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to the Law on Credit Institutions dated June 16,June 2024;2010; The Law amending and supplementing certain Articles of the Law on Credit Institutions dated November 20118/2025/NĐ-CP dated June 09, 2025 of the Government on implementing administrative procedures under the one-stop shop mechanism at the One-Stop Service Center and the National Public Service Portal;,Pursuant to Decree No. 24/2018/NĐ-CP dated February 27, 2018 of the Government on handling complaints and reports in the fields of labor, vocational education, dispatching Vietnamese workers abroad under contracts, employment, occupational safety and health;2017;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."Pursuant to Decree No. 101/2012/NĐ-CP dated November 22, 2012 of the Government on non-cash payment transactions; Decree No. 80/2016/NĐ-CP dated July 1, 2016 of the Government amending and supplementing certain Articles of Decree No. 101/2012/NĐ-CP; Decree No. 16/2019/NĐ-CP dated February 1, 2019 of the Government amending and supplementing certain Articles of Decrees stipulating business conditions within the scope of management of the State Bank of Vietnam;June 2024;Decree No. 16/2017/NĐ-CP dated February 17,

2017 of the Government stipulating functions, tasks, powers, and organizational structure of the State Bank of Vietnam;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."The Governor of the State Bank of Vietnam issues this Circular amending and supplementing certain Articles of Circular No. 19/2016/TT-NHNN dated June 30, 2016, issued by the Governor of the State Bank of Vietnam on bank card activities"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."(hereinafter referred to as Circular No. 19/2016/TT-NHNN)ýArticle 27a (added pursuant to Clause 5, Article 1 of Circular No. 41/2018/TT-NHNN dated December 28, 2018, issued by the Governor of the State Bank of Vietnam amending and supplementing certain Articles of Circular No. 19/2016/TT-NHNN) is amended and supplemented as follows:

Pursuant to DecreeNo."2. By December 31, 2021, 100% of ATMs and point-of-sale terminals currently operating in Vietnam of credit card issuers shall comply with the Domestic Chip Card Standard."June 2024;Article 27b (added pursuant to Clause 5, Article 1 of Circular No. 41/2018/TT-NHNN dated December 28, 2018, issued by the Governor of the State Bank of Vietnam amending and supplementing certain Articles of Circular No. 19/2016/TT-NHNN) is supplemented with Clause 4 as follows:"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation.""4. As of March 31, 2021, credit card issuers that issue cards with BINs issued by the State Bank of Vietnam must comply with the Domestic Chip Card Standard."onThe Director of the Office, Heads of Payment Department, Heads of units under the State Bank of Vietnam; credit institutions, foreign bank branches, payment switching organizations, electronic transaction settlement organizations are responsible for implementing this Circular.of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home AffairsThis Circular takes effect from February 16, 2021, except for the provisions of Clause 2 of this Article.

At the proposal of the Payment Department Director;

Clause 1 of Article 1 of this Circular takes effect from January 1, 2021./.amendArticle 2016 of the Governor of the State Bank of Vietnam on bank card activitiesâ(hereinafter referred to as Circular No. 19/2016/TT-NHNN) (hereinafter referred to as Circular No. 19/2016/TT-NHNN).

Article 1. Amending and supplementing certain articles of Circular No. 19/2016/TT-NHNN

1. Clause 2, Article 27a (supplemented pursuant to Clause 5, Article 1 of Circular No. 41/2018/TT-NHNN dated December 28, 2018 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of Circular No. 19/2016/TT-NHNN) shall be amended and supplemented as follows:

"2. By December 31, 2021, 100% of ATMs and point-of-sale terminals in operation in Vietnam of the Issuing Banks shall comply with the Domestic Chip Card Base Standard."

2. Clause 4 shall be added to Article 27b (supplemented pursuant to Clause 5, Article 1 of Circular No. 41/2018/TT-NHNN dated December 28, 2018 of the Governor of the State Bank of Vietnam amending and supplementing certain articles of Circular No. 19/2016/TT-NHNN) as follows:

"4. As of March 31, 2021, all Issuing Banks that issue cards with BINs issued by the State Bank of Vietnam must comply with the Domestic Chip Card Base Standard."

Article 2. Responsibility for Implementation

The Head of the Office, Department Heads of the Payment Department, Heads of units under the State Bank of Vietnam; credit institutions, foreign bank branches, payment switching organizations, electronic transaction settlement organizations are responsible for implementing this Circular.

Article 3. Implementation Provisions

1. This Circular takes effect from February 16, 2021, except for the provisions of Clause 2 of this Article.

2. Clause 1 of Article 1 of this Circular takes effect from January 1, 2021./.
