Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on wage system for cadres, civil servants, public officials, and armed forces; Decree No. 17/2013/NĐ-CP dated December 19, 2013 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on wage system for cadres, civil servants, public officials, and armed forces;

Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for cadres, civil servants, and public officials; Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain articles of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and capacity building for cadres, civil servants, and public officials;

Based on the proposal of the Director of the Cadre and Civil Servant Department;

At the proposal of the Director of the Department of Teachers and Educational Management Staff;

The Minister of Education and Training issues this Circular regulating job codes, qualification standards, appointment, and salary grading for university preparatory school teachers. occupational titles and appointment, salary grading of university preparatory school teachers university preparatory school.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular regulates job codes, qualification standards, appointment, and salary grading for university preparatory school teachers.

Article 2. This Circular applies to teachers teaching at university preparatory schools within the national education system, including principals, vice-principals, and teachers (hereinafter collectively referred to as university preparatory school teachers).

Article 2. Job title codes and ranks for university preparatory school teachers

University preparatory school teacher positions include:

1. University preparatory school teacher rank III - Code: V.07.07.19.

2. University preparatory school teacher rank II - Code: V.07.07.18.

3. University preparatory school teacher rank I - Code: V.07.07.17.

Article 3. General ethical standards for university preparatory school teachers

1. Adhering to the Party's policies and guidelines, state laws, and regulations of competent authorities regarding preparatory education.

2. Continuously improving ethics, demonstrating a high sense of responsibility, maintaining the integrity, honor, and reputation of educators; setting a good example for students.

3. Loving, treating students fairly and respecting them; protecting their legitimate rights and interests; fostering unity and mutual assistance among colleagues.

4. Strictly implementing general responsibilities and obligations of public officials and the Ministry of Education and Training's regulations on educator ethics.

Chapter II

QUALIFICATION STANDARDS FOR UNIVERSITY PREPARATORY SCHOOL TEACHERS

Article 4. University preparatory school teacher rank III - Code: V.07.07.19

1. Tasks

a) Participating in developing the educational plan of the subject department; participating in developing materials and learning resources to implement the preparatory university education program;

b) Teaching and organizing educational activities for students according to the approved educational plan;

c) Innovating teaching methods to promote students' abilities and qualities, and form self-study skills;

d) Implementing student assessment and evaluation activities as prescribed; participating in managing resident students; participating in school admission work;

đ) Participating in scientific research projects; applying research results to actual teaching and student education;

e) Participating in psychological counseling and career guidance for students; participating in organizing activities to preserve and develop national cultural heritage, school competitions; participating in student or teacher contests;

g) Completing training programs as prescribed; self-improving professional and vocational skills;

h) Performing other tasks assigned by the principal.

2. Qualification requirements for education and training

a) Having a bachelor's degree or higher in teacher training for secondary school teachers; or having a bachelor's degree in a relevant field and a certificate in secondary school teacher vocational training according to the program issued by the Minister of Education and Training;

b) Having a certificate in training according to the qualification standards for university preparatory school teachers or having a certificate in training according to the qualification standards for secondary school teachers.

3. Professional Qualification Standards

a) Understanding the policies and guidelines of the Party, state laws, and regulations of competent authorities regarding preparatory education and implementing them in assigned tasks;

b) Being able to develop and implement educational plans; developing materials and learning resources to implement the preparatory university education program; participating in scientific research;

c) Effectively applying teaching and educational methods to form students' self-study skills; using methods to assess and evaluate students' academic performance and progress;

d) Being able to provide psychological counseling and career guidance for students; integrating psychological counseling and career guidance into teaching and educational activities;

đ) Building cooperative relationships with parents, organizations, and individuals related to teaching and educating students;

e) Developing and implementing personal study and development plans;

g) Being able to apply information technology in professional activities; being able to use foreign languages or ethnic minority languages as required by the job position.

Article 5. University Preparatory Teacher Level II - Code: V.07.07.18

1. Tasks

In addition to the tasks of University Preparatory Teacher Level III, University Preparatory Teacher Level II must also perform the following tasks:

a) Participate in building the educational plan of the school or participate in evaluating and appraising educational materials and learning materials of the school to implement the university preparatory education program;

b) Participate in professional inspection and supervision work for university preparatory teachers at the preparatory university;

c) Chair the content of training and specialized topic activities within the subject department;

d) Chair the implementation of scientific research projects at the school level; participate in evaluating or guiding colleagues in scientific research at the school level;

đ) Support colleagues in psychological counseling and career guidance activities for university preparatory students; proactively propose activities to preserve and develop national cultural heritage in the school; participate in evaluating, guiding students or teachers in competitions or contests at the preparatory university;

2. Qualification requirements for education and training

a) Having a bachelor's degree or higher in teacher training for secondary school teachers; or having a bachelor's degree in a relevant field and a certificate in secondary school teacher vocational training according to the program issued by the Minister of Education and Training;

b) Having a certificate in training according to the qualification standards for university preparatory school teachers or having a certificate in training according to the qualification standards for secondary school teachers.

3. Professional Qualification Standards

a) Master the Party's policies and guidelines, state laws, and regulations of competent authorities on university preparatory education and effectively implement them in assigned tasks;

b) Have the ability to propose flexible adjustment plans for educational plans suitable to the actual conditions of the school; have the ability to design and build lessons suitable to topics in the university preparatory education program;

c) Proactively update and have the ability to flexibly and effectively apply teaching methods and forms; forms and methods of assessing learning outcomes, discipline, and student progress;

d) Apply appropriate psychological counseling and career guidance measures for each student group in teaching and educational activities;

đ) Actively and positively establish healthy, trusting relationships with parents of students, organizations, and individuals related to the implementation of teaching and educational activities for students;

e) Proactively study and have the ability to promptly update new requirements in professional and vocational matters; have the ability to creatively and appropriately apply forms to enhance personal professional and vocational capacity;

g) Have the ability to apply information technology in professional activities; have the ability to use foreign languages or ethnic minority languages as required by job positions;

h) Be recognized as a grassroots model worker or receive commendation from ministries, departments, or higher levels for outstandingly completing university preparatory education tasks;

i) Staff participating in the examination or evaluation for promotion to the position of University Preparatory Teacher Level II (code V.07.07.18) must have held the position of University Preparatory Teacher Level III (code V.07.07.19) or equivalent for at least nine years (excluding probation period) up to the deadline for submitting application registration for examination or evaluation for promotion;

Article 6. University Preparatory Teacher Level I - Code: V.07.07.17

1. Tasks

In addition to the tasks of University Preparatory Teacher Level II, University Preparatory Teacher Level I must also perform the following tasks:

a) Chair the compilation or appraisal of the educational plan or school materials and learning materials to implement the university preparatory education program;

b) Chair professional inspection and supervision work for teachers at the preparatory university;

c) Chair the development of training and specialized topic content for the school; serve as a lecturer for teacher training classes or courses;

d) Chair the evaluation and appraisal of scientific research projects;

đ) Chair the organization of activities to preserve and develop national cultural heritage in the school;

e) Participate in evaluating the training and self-training results of university preparatory teachers;

2. Qualification requirements for education and training

a) Hold a master's degree or higher in theory and teaching methods, theory and teaching methods of specific subjects for high school teachers, or a master's degree or higher in a field relevant to the taught subject or educational management;

b) Having a certificate in training according to the qualification standards for university preparatory school teachers or having a certificate in training according to the qualification standards for secondary school teachers.

3. Professional Qualification Standards

a) Actively and proactively implement and promote, guide colleagues to implement the Party's policies and guidelines, state laws, and regulations of competent authorities on university preparatory education in assigned tasks;

b) Have the ability to guide colleagues in building and implementing educational plans and programs for university preparatory education; creatively apply or disseminate and guide colleagues to use research results to improve teaching quality and education;

c) Have the ability to guide and support colleagues in updating and flexibly and effectively applying teaching methods and forms; forms and methods of assessing learning outcomes, discipline, and student progress;

d) Flexibly apply knowledge to provide effective psychological counseling and career guidance for students; have the ability to guide and support colleagues to effectively implement appropriate psychological counseling and career guidance measures for each student group in teaching and educational activities;

đ) Have the ability to propose measures to strengthen cooperation between the school and related organizations and individuals to improve the effectiveness of university preparatory student education to the school;

e) Have the ability to guide and support colleagues, share experiences in developing professional and vocational capacity;

g) Have the ability to apply information technology in professional activities; have the ability to use foreign languages or ethnic minority languages as required by job positions;

h) Be recognized as a model worker at the ministry, department, or higher level or have received commendations from ministries, departments twice or more for outstandingly completing university preparatory education tasks during the time holding the position of University Preparatory Teacher Level II;

i) Staff participating in the examination or evaluation for promotion to the position of University Preparatory Teacher Level I (code V.07.07.17) must have held the position of University Preparatory Teacher Level II (code V.07.07.18) or equivalent for at least six years up to the deadline for submitting application registration for examination or evaluation for promotion.

Chapter III

GUIDELINES FOR APPOINTMENT AND SALARY GRADING BY PROFESSIONAL TITLES

Article 7. Principles for appointment to vocational titles for university preparatory teachers

1. The appointment to vocational titles for university preparatory teachers as stipulated in this Circular must be based on the current job position and ensure compliance with the standards for vocational title ranks specified in this Circular.

2. When appointing from the current vocational title of civil servant to the corresponding vocational title of university preparatory teacher, it shall not be combined with salary grade promotion or vocational title rank advancement for civil servants.

3. Appointment to a higher vocational title rank than the one successfully recruited for university preparatory teachers shall not be based on educational qualifications.

Article 8. Cases of appointment to the vocational title of university preparatory teacher

1. Civil servants who have been appointed to the vocational title ranks of university preparatory teachers according to Circular No. 06/2017/TT-BNV dated September 27, 2017 of the Minister of Home Affairs on the code numbers of vocational titles for university preparatory teachers (hereinafter referred to as Circular No. 06/2017/TT-BNV), Circular No. 30/2017/TT-BGDĐT dated December 5, 2017 of the Minister of Education and Training on the criteria for vocational titles for university preparatory teachers (hereinafter referred to as Circular No. 30/2017/TT-BGDĐT), and Circular No. 07/2018/TT-BNV dated June 15, 2018 of the Minister of Home Affairs on the appointment and salary grading for vocational titles for university preparatory teachers (hereinafter referred to as Circular No. 07/2018/TT-BNV) shall now be classified under the corresponding vocational title ranks as prescribed in Article 2 of this Circular.

2. Decisions on the appointment to the vocational title of university preparatory teacher according to Circular No. 06/2017/TT-BNV, Circular No. 30/2017/TT-BGDĐT, and Circular No. 07/2018/TT-BNV continue to be valid and do not require replacement decisions.

Article 9. Salary Grading Method

1. Civil servants appointed to the vocational titles of university preparatory teachers as stipulated in this Circular shall apply the corresponding salary scale issued together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for cadres, civil servants, public officials, and armed forces personnel, specifically as follows:

a) University preparatory teacher vocational title rank III (code number V.07.07.19) shall apply the salary coefficient of category A1 civil servants, ranging from coefficient 2.34 to coefficient 4.98;

b) University preparatory teacher vocational title rank II (code number V.07.07.18) shall apply the salary coefficient of category A2 civil servants (group A2.2), ranging from coefficient 4.00 to coefficient 6.38;

c) University preparatory teacher vocational title rank I (code number V.07.07.17) shall apply the salary coefficient of category A2 civil servants (group A2.1), ranging from coefficient 4.40 to coefficient 6.78.

2. Salary grading upon appointment to a vocational title rank shall be carried out in accordance with Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary grading when upgrading, transferring, or changing categories of civil servants and public officials, and in accordance with current laws. When implementing new salary policies, the transition to new salaries shall be carried out in accordance with government regulations.

Chapter IV

IMPLEMENTING PROVISIONS

Article 10. Transitional Provisions

1. The time university preparatory teachers hold ranks III, II, and I as stipulated in Circular No. 06/2017/TT-BNV, Circular No. 30/2017/TT-BGDĐT, and Circular No. 07/2018/TT-BNV is equivalent to the time they hold ranks III, II, and I as stipulated in this Circular. The time university preparatory teachers hold the senior lecturer rank (code number 15.110) is equivalent to the time holding the university preparatory teacher vocational title rank I. The time university preparatory teachers hold the high school teacher rank (code number 15.112) is equivalent to the time holding the university preparatory teacher vocational title rank II. The time university preparatory teachers hold the lecturer rank (code number 15.111) or secondary school teacher rank (code number 15.113) is equivalent to the time holding the university preparatory teacher vocational title rank III. When transferring to corresponding vocational titles, the time spent in the previous vocational title rank shall be considered equivalent to the time spent in the transferred vocational title rank.

2. In cases where university preparatory teachers already possess one of the certificates for vocational title training for ranks III, II, or I of university preparatory teachers as prescribed by law before June 30, 2022, such certificates shall be recognized as vocational title training certificates for university preparatory teachers and may be used when participating in examinations or applying for advancement to higher vocational title ranks of university preparatory teachers.

Article 11. Application Provisions

1. In cases where prospective university teachers have obtained a secondary teacher training diploma or a college teacher training diploma, or possess certificates or certifications for teacher training knowledge and skills, teaching theory issued by training institutions before May 22, 2021, they shall be recognized as having the teacher training certificate for high school teachers according to the program promulgated by the Minister of Education and Training.

2. For prospective university teachers who are participating in examinations or being considered for promotion to the rank of prospective university teacher level II (code V.07.07.18), if they already hold a master's degree or higher, meet the educational qualification standards for prospective university teacher level II, and have held the position of prospective university teacher level III (code V.07.07.19) or equivalent for at least six years (excluding probationary period) up to the deadline for submitting examination registration applications or promotion consideration, they shall be deemed to satisfy the time requirement for holding the rank as stipulated in point i, Clause 3, Article 5 of this Circular.

3. The duties of prospective university teachers, defined for each occupational rank, are tasks that prospective university teachers perform after being appointed to the rank and throughout their tenure if assigned by the principal. The principal may assign teachers to perform duties of a higher rank if the teachers are capable of doing so.

4. The teacher training certificates specified in points b, Clause 2, Article 4, points b, Clause 2, Article 5, and points b, Clause 2, Article 6 of this Circular shall be recognized as certificates issued under the Program promulgated by the Minister of Education and Training through Decision No. 2003/QD-BGDĐT dated July 11, 2023.

Article 12. Implementation Organization

1. The occupational rank standards for prospective university teachers prescribed in this Circular serve as the basis for implementing the recruitment, utilization, and management of prospective university teachers in preparatory university schools within the national education system.

2. Principals of preparatory university schools directly managing and utilizing civil servants shall be responsible for:

a) Reviewing job positions within the unit, developing plans for appointing occupational ranks of prospective university teachers within their authority, submitting them for review and decision by competent authorities or deciding according to delegated authority;

b) Organizing training or sending teachers to participate in advanced professional skill enhancement courses to meet the requirements of the occupational rank standards for prospective university teachers.

Article 13. Effectiveness and Responsibility for Implementation

1. This Circular takes effect from January 15, 2024.

2. In cases where referenced documents in this Circular are amended, supplemented, or replaced, implementation shall follow the amended, supplemented, or replacement documents.

3. Circular No. 30/2017/TT-BGDĐT dated December 5, 2017, on the occupational rank standards for prospective university teachers ceases to be effective from the date this Circular takes effect.

4. Heads of related units; Director of the Office, Director of the Teacher and Educational Management Staff Department, Heads of related units under the Ministry of Education and Training; Principals of preparatory university schools are responsible for enforcing this Circular./.
