CIRCULAR

Guidelines for the list of basic machinery and equipment serving professional activities

of commune health stations, ward health stations, and special zone health stations

Pursuant to Resolution No. 262/2025/QH15 of the National Assembly approving the investment policy for the National Target Program on Health Care, Population and Development for the period 2026-2035;

Pursuant to Decree No. 42/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Medical Infrastructure and Equipment Administration,

The Minister of Health issues this Circular guiding the list of basic machinery and equipment serving professional activities of commune health stations, ward health stations, and special zone health stations.

Article 1. Scope of Regulation

This Circular guides the list of basic machinery and equipment serving professional activities of commune health stations, ward health stations, and special zone health stations (hereinafter referred to collectively as commune-level health stations).

Article 2. Applicability

This Circular applies to agencies, organizations, and individuals related to the guidance of the list of basic machinery and equipment serving the professional activities of commune-level health stations using funds from the implementation of the National Target Program on Health Care, Population and Development for the period 2026-2035 and other lawful sources of funding.

Article 3. Guidance on the List of Basic Machinery and Equipment Serving Professional Activities of Commune-Level Health Stations

1. The list of basic machinery and equipment serving professional activities of commune-level health stations is guided in the Appendix attached to this Circular.

2. Principles for Applying the List of Basic Machinery and Equipment Serving Professional Activities of Commune-Level Health Stations

a) Based on the list of basic machinery and equipment prescribed in Clause 1 of this Article, the competent authority decides the specific list of machinery and equipment for each commune-level health station ensuring suitability with its functions, tasks, professional activities, infrastructure conditions, human resources, and actual circumstances;

b) For machinery and equipment not included in the list of basic machinery and equipment prescribed in Clause 1 of this Article, the competent authority shall consider and decide to supplement for each commune-level health station ensuring suitability with its functions, tasks, professional activities, infrastructure conditions, human resources, and actual circumstances;

c) Standards and norms for the use of machinery and equipment serving professional activities of commune-level health stations are implemented according to Decision No. 15/2025/QĐ-TTg on standards and norms for the use of machinery and equipment amended and supplemented by Decision No. 10/2026/QĐ-TTg and Circular No. 10/2026/TT-BYT detailing guidelines on standards and norms for the use of specialized machinery and equipment in the field of health under the management of the Ministry of Health and the delegation of authority to decide standards and norms for the use of specialized machinery and equipment within the scope of management of the Ministry of Health, and relevant laws;

d) Determining the list of machinery and equipment serving professional activities of commune-level health stations must ensure economy, efficiency, and avoid waste.

Article 4. Effective Date

1. This Circular takes effect from July 1, 2026.

2. Circular No. 28/2020/TT-BYT on the minimum equipment list of commune health stations ceases to be effective from the date this Circular takes effect.

Article 5. Reference Provisions

In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced by other legal normative documents, they shall be implemented according to the provisions of the amending, supplementing, or replacing document.

Article 6. Implementation Organization

1. The Director of the Ministry's Office, the Director of the Medical Infrastructure and Equipment Department, the Heads of the Planning and Finance Department, the Heads of other Departments and Bureaus under the Ministry of Health, the Heads of subordinate units under the Ministry of Health; the Heads of units and agencies, organizations, and individuals related thereto shall be responsible for implementing this Circular.

2. People's Committees at all levels shall direct the implementation and organization of this Circular at the local level.

During the process of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to promptly report to the Ministry of Health (Medical Infrastructure and Equipment Department) for consideration and resolution./.
