CIRCULAR
Regulations on Issuing and Using International Driving Permits
Circular No. 29/2015/TT-BGTVT dated July 6, 2015, issued by the Minister of Transport regarding the issuance and use of international driving permits, effective from October 1, 2015, has been amended and supplemented by:
1. Circular No. 01/2021/TT-BGTVT dated January 27, 2021, issued by the Minister of Transport amending and supplementing certain provisions of Circular No. 29/2015/TT-BGTVTdated July 6, 2015, issued by the Minister of Transport regarding the issuance and use of international driving permits and Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport regarding training, examination, and issuance of motor vehicle driver's licenses, effective from March 15, 2021.
2. Circular No. 05/2023/TT-BGTVT dated April 27, 2023, issued by the Minister of Transport amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, effective from June 15, 2023.
3. Circular No. 05/2024/TT-BGTVT dated March 31, 2024, issued by the Minister of Transport amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, effective from June 1, 2024.
Pursuant to the 1968 Vienna Convention on Road Traffic;
Pursuant to the Law on Road Traffic dated November 13, 2008;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Personnel Organization Department and the Director General of the Vietnam Highway Administration,
The Minister of Transport issues this Circular on the issuance and use of international driving permits[1].
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the issuance and use of international driving permits issued by Vietnam; the use of international driving permits issued by countries participating in the 1968 Vienna Convention on Road Traffic (hereinafter referred to as the Vienna Convention).
Article 2. Applicability
1. This Circular applies to agencies issuing and managing international driving permits in Vietnam; organizations and individuals related to the use of international driving permits issued by countries participating in the Vienna Convention.
2. This Circular does not apply to driver's licenses of the Public Security and Military sectors.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. An international driving permit is a driving permit issued by competent authorities of countries (including administrative regions) participating in the Vienna Convention according to a uniform model.
2. The English name for an international driving permit is International Driving Permit, hereinafter referred to as IDP.
3. A national driving permit is a driving permit issued by competent authorities of countries, valid within their territory.
4. The electronic file of an international driving permit is a collection of electronic documents related to the issuance of IDP.
Article 4. Model of International Driving Permit
1. The IDP is a booklet with size A6 (148 mm x 105 mm), bearing security symbols, gray cover, and white pages inside according to the model specified in Appendix I attached to this Circular.
2. Page 1 (cover page) contains basic information about the IDP printed in both Vietnamese and English; Page 2 specifies the scope of use of the IDP printed in both Vietnamese and English, Page 3 specifies the driver's declaration section and IDP classification printed in Vietnamese, Page 4 is blank, Page 5 specifies the driver's declaration section and IDP classification printed in English, Page 6 specifies the driver's declaration section and IDP classification printed in Russian, Page 7 specifies the driver's declaration section and IDP classification printed in Spanish, Page 8 specifies the driver's declaration section and IDP classification printed in French, Page 9 specifies the vehicle categories that can be driven printed in French.
3. The IDP number includes the country code for Vietnam in international traffic, which is VN, followed by 12 digits representing the national driving permit number.
Article 5. Term and Categories of Vehicles Controlled by International Driving Permit
1. The International Driving Permit (IDP) shall not exceed three years from the date of issuance and must be consistent with the remaining validity period of the national driving license issued by Vietnam.
2. The categories of vehicles permitted to drive under the IDP correspond to the categories of vehicles specified in Appendix II accompanying this Circular for national driving licenses issued by Vietnam.
Chapter II. ISSUANCE AND MANAGEMENT OF INTERNATIONAL DRIVING PERMIT
Article 6. Recipients of International Driving Permit
Vietnamese citizens and foreigners holding permanent residence cards in Vietnam, who have national driving licenses issued by Vietnam on PET material still in valid use. Article 7. Responsibilities for Issuance and Management of International Driving Permit
1. Vietnam Road Administration Department
manages the unified issuance of IDPs nationwide and has the following responsibilities:[2] a) Design security features of the IDP blank; organize printing, distribution, guidance, and management of the use of IDP blanks nationwide;
b) Establish an information management system for IDPs;
c) Annually publish and update the list of countries participating in the Vienna Convention according to official notifications from the United Nations on the Vietnam Road Administration Department's Electronic Information Website;
d) Develop and issue a list of equipment for issuing IDPs;[3];
đ) Direct provincial transportation departments to meet the conditions stipulated in point a, Clause 2, Article 5 of this Decree to implement the issuance of IDPs;
e) Publish and update the list of provincial transportation departments issuing IDPs;
g) Ensure equipment in accordance with the provisions set out in point d, Clause 1, Article 5 of this Decree;
h) Receive and be responsible for the accuracy and legality of IDP issuance applications and carry out IDP issuance in accordance with regulations.
2. Provincial Transportation Departments manage IDP issuance at the local level and have the following responsibilities:
a) Ensure equipment in accordance with the provisions set out in point d, Clause 1, Article 5 of this Decree;
b) Receive and be responsible for the accuracy and legality of IDP issuance applications and carry out IDP issuance in accordance with regulations;
Article 8. Procedures for Issuing International Driving Permit
c)[4] (Repealed)
Individuals submit an application for IDP issuance in accordance with the form prescribed in Appendix IV accompanying this Circular directly or through the online public service system to the Vietnam Road Administration Department
1[5]or Provincial Transportation Departments.[6] Procedure for IDP issuance:[7].
27 a) When submitting an application directly to the Vietnam Road Administration Department
or Provincial Transportation Departments, individuals must present the original national driving license issued by Vietnam, passport, and permanent residence card (for foreigners) to verify the accuracy and legality of the IDP issuance and must complete the payment of fees upon acceptance of the application as prescribed; when submitting an application through the online public service system, individuals must fill out the application according to the instructions and bear responsibility for the accuracy and legality of the information provided, and must complete the payment of fees through the fee payment function of the online public service system and pay other service fees as needed. If the application does not comply with regulations, the receiving agency must notify the individual directly or in writing or through the online public service system about the required supplements or corrections within two working days from the date of receipt of the application;[8] b) Within five working days from the date of receipt of a properly submitted application for IDP issuance, the Vietnam Road Administration Department
or Provincial Transportation Departments will issue the IDP to the individual; if the IDP is not issued, the reason must be clearly stated.[9] 3. In case the IDP is lost or damaged, individuals must submit an application for reissuance in accordance with the provisions of Clause 1, Article 5 of this Decree.
4. IDPs shall not be issued in the following cases:
a) National driving licenses that have been altered, damaged, and no longer contain necessary information or have discrepancies in identification;
b) National driving licenses not issued by authorized agencies as prescribed.
5. In case of discovering individuals engaging in fraudulent activities to obtain an IDP, altering or distorting information on issued IDPs, in addition to having their IDPs revoked by the issuing authority, such individuals will also face legal consequences and will not be eligible for IDP issuance for three years from the date of discovery of the violation.
5. In case an individual is found to have engaged in fraudulent behavior to obtain an IDP, or to erase or alter information on the issued IDP, in addition to having the IDP revoked by the issuing authority, such individual shall also bear legal responsibility and shall not be eligible to obtain an IDP for a period of three years from the date of discovery of the violation.
Article 9. Procedure for issuing and managing international driving permits
1. Department of Transport
a) Receive applications for IDPs and use the IDP management information system developed by the Vietnam Highway Corporation to create electronic files;[10] b) Take photographs of passports and residence cards (for foreigners) for verification during the IDP issuance process;
c) Check, update, and verify electronic files in the IDP management information system;
d) Verify the digital signature of authorized signatories on IDP electronic files;
đ) Carry out the printing process for IDPs;
e) Inspect the quality of printed IDPs and synchronize data with the Vietnam Highway Corporation's IDP management information system as prescribed.
2. Vietnam Highway Corporation[11] a) Receive and manage IDP data updated from Departments of Transport to synchronize with the IDP management information system;
b) Update and operate the IDP management information system as prescribed;[12]
c) In cases where individual applications for IDPs are received, follow the procedures set forth in Clause 1 of this Article.
Chapter III. USE OF INTERNATIONAL DRIVING PERMITS
Article 10. Use of International Driving Permits issued by Vietnam
1. Individuals holding an IDP issued by Vietnam must carry both the IDP and their national driving license when operating motorized vehicles on the territory of countries participating in the Vienna Convention and must comply with the traffic laws of the host country.
2. An IDP issued by Vietnam has no validity within the territory of Vietnam.
Article 11. Use of International Driving Permits issued by countries participating in the Vienna Convention in Vietnam
1. Individuals holding an IDP issued by countries participating in the Vienna Convention must carry both the IDP and their national driving license corresponding to the category of vehicle being operated when operating motorized vehicles on the territory of Vietnam and must comply with Vietnamese traffic laws.
2. If individuals holding an IDP violate Vietnamese traffic laws and have their IDP suspended, the suspension period cannot exceed the duration of their permitted stay in Vietnam.
Chapter IV. IMPLEMENTATION PROVISIONS
Article 12. Effective Date
This Circular takes effect from October 1, 2015.
The Departments of Transport of provinces and centrally governed cities are responsible for implementing this Circular.

[7] This Clause is amended pursuant to Clause 2, Article 1 of Circular No. 01/2021/TT-BGTVT amending and supplementing certain provisions of Circular No. 29/2015/TT-BGTVTdated July 6, 2015, issued by the Minister of Transport regarding the issuance and use of international driving permits and Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport regarding training, examination, and issuance of motor vehicle driver's licenses, effective from March 15, 2021.
[8] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point b, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[9] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point b, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[10] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point a, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[11] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point a, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[12] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point a, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[13] Article 3 of Circular No. 01/2021/TT-BGTVT amending and supplementing certain provisions of Circular No. 29/2015/TT-BGTVT dated July 6, 2015, issued by the Minister of Transport, stipulates the issuance and use of international driving permits and Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport, stipulating training, examination, and issuance of motor vehicle driver's licenses, which take effect from March 15, 2021, are hereby promulgated as follows:
“Article 3. Effectiveness and Responsibility for Implementation
1. This Circular takes effect from March 15, 2021.
2. Abolish the following provisions:
a) Point c, Clause 2, Article 7 of Circular No. 29/2015/TT-BGTVT dated July 6, 2015, issued by the Minister of Transport, stipulating the issuance and use of international driving permits;
b) Point c, Clause 6, Article 37 of Circular No. 12/2017/TT-BGTVT dated April 15, 2017, issued by the Minister of Transport, stipulating training, examination, and issuance of motor vehicle driver's licenses;
c) Point a, Clause 3, Clause 6, point a, Clause 12, point c, Clause 20, Clause 27, Clause 28, Clause 29, and point đ, Clause 30, Article 1 of Circular No. 38/2019/TT-BGTVT dated October 8, 2019, issued by the Minister of Transport, amending and supplementing certain provisions of Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport, stipulating training, examination, and issuance of motor vehicle driver's licenses.
3. For individuals with labor contracts in the People's Public Security Forces for at least 12 months, civilian students of public security schools, and village police officers holding driver's licenses issued by the Public Security sector, if they no longer serve in the Public Security sector and their Public Security-issued driver's licenses have expired before this Circular takes effect but not more than seven months thereafter (counted from the date this Circular takes effect), and if they wish to apply for a driver's license, they shall follow the provisions set out in: Clause 1, Article 36, Clause 2, Clause 3, Article 40 of Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport, stipulating training, examination, and issuance of motor vehicle driver's licenses, and the provisions set out in Clause 9, Clause 10, Article 2 of this Circular. Implementation shall continue until July 31, 2021.
4. The Director of the Ministry’s Office, the Inspector General of the Ministry, Heads of Departments, Directors of Vietnam Road Administration, Directors of Provincial Departments of Transport and Construction, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.”
Article 24 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023, provides as follows:
“Article 24. Implementation Provisions
1. This Circular takes effect from June 15, 2023.
2. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Highway Administration, Directors of Provincial Departments of Transport, Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./”
Article 6 of Circular No. 05/2024/TT-BGTVT amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 1, 2024, provides as follows:
“Article 6. Implementation Provisions
1. This Circular takes effect from June 1, 2024.
2. This Circular abolishes Appendix 24 of Circular No. 38/2019/TT-BGTVT dated October 8, 2019, issued by the Minister of Transport to amend and supplement certain provisions of Circular No. 12/2017/TT-BGTVT dated April 15, 2017, issued by the Minister of Transport, regarding training, examination, and issuance of motor vehicle driver’s licenses.
3. Transitional Provisions
a) For training courses that have been enrolled before the date this Circular takes effect, training institutions shall continue to organize training according to the provisions of Circular No. 12/2017/TT-BGTVT (amended and supplemented by Circulars No. 38/2019/TT-BGTVT, No. 01/2021/TT-BGTVT, No. 04/2022/TT-BGTVT, and No. 05/2023/TT-BGTVT);
b) Individuals who were absent or failed examinations to renew their driver’s licenses before the date this Circular takes effect, but register for driving license examinations after the date this Circular takes effect, shall be reviewed and examined according to the provisions of this Circular;
c) Individuals upgrading their driver’s licenses who have already completed fire prevention, firefighting, and rescue skills training in their current driver’s license training course shall retain their results (no need to retake the course);
d) In cases where the competent authority cannot perform electronic identity verification due to errors in the Electronic Identity and Authentication System, organizations and individuals must present one of the following valid documents when performing administrative procedures: a copy of the business registration certificate, a copy of the citizen identification card, a copy of the national identity card, or a copy of the passport.
4. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Highway Administration, Directors of Provincial Departments of Transport and Construction in centrally governed cities and provinces, Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./”
[14] The phrase "Vietnam Highway Corporation" shall be replaced with the phrase "Vietnam Road Administration" pursuant to point a, Clause 1, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related Circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[15] The phrase "Director General of the Vietnam Highway Administration" is replaced by the phrase "Director of the Vietnam Highway Administration" pursuant to Clause 2, Article 10 of Circular No. 05/2023/TT-BGTVT amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 15, 2023.
[16] This Appendix is abolished pursuant to Point a, Clause 2, Article 3 of Circular No. 01/2021/TT-BGTVT amending and supplementing certain provisions of Circular No. 29/2015/TT-BGTVTdated July 6, 2015, issued by the Minister of Transport regarding the issuance and use of international driving permits and Circular No. 12/2017/TT-BGTVTdated April 15, 2017, issued by the Minister of Transport regarding training, examination, and issuance of motor vehicle driver's licenses, effective from March 15, 2021.
[17] This Appendix is replaced pursuant to Article 3 of Circular No. 05/2024/TT-BGTVT amending and supplementing certain provisions of related circulars concerning road transport, road transport support services, vehicles, and drivers, which takes effect from June 1, 2024.
