Based on the Government Organization Law dated December 25, 2001;
Based on the State-Owned Enterprise Law dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Based on the Government Decree No. 199/2004/NĐ-CP dated December 3, 2004 regarding the Financial Management Regulations for State-Owned Companies and the Management of State Capital Investment in Other Enterprises;
Based on the Government Decree No. 132/2005/NĐ-CP dated October 20, 2005 concerning the Implementation of Rights and Obligations of State Owners towards State-Owned Companies;
Based on the Government Decree No. 86/2006/NĐ-CP dated August 21, 2006 amending and supplementing certain articles of the Government Decree No. 132/2005/NĐ-CP dated October 20, 2005 concerning the Implementation of Rights and Obligations of State Owners towards State-Owned Companies;
At the proposal of the Minister of Finance,
DECISION:
Article 1. The Supervision and Evaluation Regulation for the Effectiveness of State-Owned Enterprise Operations is hereby issued together with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 271/2003/QĐ-TTg dated December 31, 2003 of the Prime Minister. All other conflicting documents shall be abolished.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, organizations entrusted with the task of representing state ownership in state-owned enterprises, Chairpersons of State Economic Group Councils, Chairpersons of Board of Directors, Chairpersons of Board of Members, Chairpersons of companies, General Directors, Directors of state-owned enterprises are responsible for implementing this Decision./.
