THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Based on the Civil Servant Law amended and supplemented in 2003;
Based on Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Based on Decree No. 101/2004/NĐ-CP dated February 25, 2004 regarding the establishment of Posts and Telecommunications Departments under People's Committees of provinces and centrally governed cities;
Based on Circular No. 1157/BNV-CCVC dated May 19, 2004 of the Ministry of Home Affairs concerning agreement on issuing professional standards and job qualifications for Directors and Deputy Directors of Posts and Telecommunications Departments under People's Committees of provinces and centrally governed cities;
At the proposal of the Director of the Cadre and Civil Servant Department,
DECISION:
Article 1.Now hereby promulgates with this decision the professional standards and job qualifications for Directors and Deputy Directors of Posts and Telecommunications Departments.
Article 2The professional standards and job qualifications set forth in Article 1 serve as the basis for the Chairman of the People's Committee of provinces and centrally governed cities to implement planning, training, development, evaluation, utilization, and appointment of Directors and Deputy Directors of Posts and Telecommunications Departments.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 4. The Head of the Office, Heads of the Cadre and Civil Service Department, Heads of units under the Posts and Telecommunications Ministry, People's Committees of provinces and centrally governed cities, Directors of Posts and Telecommunications Departments under People's Committees of provinces and centrally governed cities, and Heads of related agencies are responsible for implementing this Decision.

PART 1
PROFESSIONAL STANDARDS AND JOB QUALIFICATIONS FOR DIRECTORS OF POSTS AND TELECOMMUNICATIONS DEPARTMENTS
I. RESPONSIBILITIES AND TASKS
1. The Director of the Posts and Telecommunications Department is a leading civil servant heading the departmental machinery, responsible for leading, directing, and managing the operations of the department to fulfill its advisory and support functions for the People's Committee of the province (hereinafter referred to as the province) in state management over postal, telecommunications, and information technology sectors; managing public services in postal, telecommunications, and information technology at the local level.
2. The Director of the Posts and Telecommunications Department is accountable to the Chairman of the People's Committee of the province, and simultaneously accountable to the Minister of Posts and Telecommunications and the law in performing state management functions and tasks assigned and delegated within the province according to the law.
3. Leading, directing, urging, and inspecting staff members of the department in carrying out state management tasks in postal, telecommunications, and information technology sectors within the province as assigned by the People's Committee of the province and guided by the Posts and Telecommunications Ministry.
4. Deciding issues within the authority of the Director of the Department according to the law or by delegation from the Chairman of the People's Committee of the province.
5. Reporting regularly and urgently on the implementation of assigned tasks in various fields before the People's Committee of the province, the Posts and Telecommunications Ministry, and competent authorities according to the law.
II. STANDARDS
1. General Standards
Having a profound sense of patriotism, dedicated service to the people, firm commitment to national independence and socialism; possessing the ability to effectively implement Party policies and State laws in the assigned work areas within the province.
Thriftful, honest, impartial, free from corruption, and resolute in combating corruption; having a sense of organizational discipline, honesty, non-partisan opportunism, close ties with cadres, civil servants, and the people, trusted by cadres, civil servants, and the people.
Having a level of understanding of political theory, Party viewpoints, policies, and State laws; having a cultural and professional level sufficient in capability and health to work effectively, meeting the requirements of assigned tasks.
Having a strong political stance, daring to think and act, and taking personal responsibility, fighting against manifestations of corruption, negativity, and conservatism.
Working style democratic, sincere and equal relations with colleagues and peers, close to the masses.
Internal unity, building a strong team, working effectively; not violating the law and regulations of the State, internal rules of the agency; having credibility, trusted by the collective of cadres, civil servants, and officials in the unit.
Specific Standards
2.1. Knowledge
Profound understanding of the Party's policies, State laws, and regulatory documents issued by the State concerning the work areas of the Department and related areas;
Experience in organizing and implementing regulatory documents;
Understanding of the political situation and socio-economic conditions of the locality, the country, neighboring countries, and globally; capable of forecasting the development trends of the industry in the locality;
Familiarity with production situations, scientific and technological levels in postal, telecommunications, and information technology in the province;
Awareness of scientific and technological achievements, advancements in domestic and international scientific and technological fields in postal, telecommunications, and information technology;
Knowledge of leadership and management sciences
2.2. Competence
Possessing the ability to organize, manage, and direct the activities of the Department to effectively perform state management tasks in postal, telecommunications, and information technology assigned within the province;
Capable of researching and proposing regulatory documents and programs, plans, economic-technical solutions to serve the state management work of the sector at the local level;
Capable of synthesizing and leveraging the collective wisdom and strength of cadres and civil servants in the unit.
2.3. Moral Character
A model in moral conduct and lifestyle. Democratic and scientific work style. Ability to unite and mobilize cadres and civil servants in the unit and coordinate work with relevant departments and units to complete assigned tasks.
2.4. Qualifications
Hold a bachelor's degree or higher in one of the following fields: postal services, telecommunications, information technology, or postal economics.
Hold a level of administrative state management equivalent to a Main Specialist or higher.
Hold an advanced political theory qualification, those under 45 years old must have completed concentrated training.
Possess at least one foreign language (English, Russian, French, German, Chinese) at level C.
Have computer skills for office work: able to use computers in management tasks, operational activities, and professional duties.
2.5. Management experience:
Must have held the position of Deputy Director of the Department, or if the position is Head of Division or equivalent, then must have held that position for at least three years.
2.6. Age requirement:
For initial appointment, males should not exceed 55 years old and females should not exceed 50 years old.
Part 2
CRITERIA FOR THE POSITION OF DEPUTY DIRECTOR
POSTAL AND TELECOMMUNICATIONS DEPARTMENT
I. RESPONSIBILITIES AND TASKS
1. The Deputy Director of the Postal and Telecommunications Department is a civil servant leader assisting the Director of the Department, assigned by the Director to oversee one or several areas of the Department's operations, and is responsible to the Director for the assigned tasks according to the provisions of the law.
2. Organize and direct the implementation of tasks in the areas assigned by the Director of the Department.
3. Represent the Director of the Department in managing and operating the Department's activities and make decisions within the scope of the Director's responsibilities and authorities when authorized by the Director.
II. STANDARDS
1. General criteria.
As stipulated in Clause 1, Section II, Part I.
2. Specific Standards
2.1. Knowledge: As stipulated in Point 2.1, Clause 2, Section II, Part I.
2.2. Ability: As stipulated in Point 2.2, Clause 2, Section II, Part I.
2.3. Moral character: As stipulated in Point 2.3, Clause 2, Section II, Part I.
2.4. Coefficient of full-time lecturers:
Hold a bachelor's degree or higher in one of the following fields: postal services, telecommunications, information technology, or postal economics.
Hold a level of administrative state management equivalent to a Main Specialist or higher.
Hold a mid-level political theory qualification or higher, those under 45 years old must have completed concentrated training.
Possess at least one foreign language (English, Russian, French, German, Chinese) at level B.
Have computer skills for office work: able to use computers in management tasks, operational activities, and professional duties.
2.5. Management experience:
