This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

2.1. Organizations and individuals importing, producing, and trading processed cereal-based nutritional products for children aged 6 to 36 months in Vietnam;
2.2. Relevant state management agencies.

3.1. Processed cereal-based nutritional products for children aged 6 to 36 months: products mainly processed from one or more types of ground cereals, where cereals account for at least 25% of the final mixed component weight. Processed cereal-based nutritional products for children aged 6 to 36 months are classified into the following groups:
3.1.1. Products containing cereals that are consumed with milk or other suitable liquid nutritional products;
3.1.2. Cereals supplemented with high-protein foods, consumed with water or other suitable liquid nutritional products without protein;
3.1.3. Pasta consumed after cooking with water or other suitable liquids;
3.1.4. Crisp bread (rusk) and biscuits consumed directly or crushed; may be used with water, milk, or other suitable liquids.
3.2. PER (Protein Efficiency Ratio): Protein utilization efficiency.
3.3. CODEX: International Food Standardization Committee.
3.4. GMP (Good Manufacturing Practice): Good manufacturing practices.

1. Basic components
1.1. General Requirements
- Products specified in Clause 3.1, Part I of these regulations, processed from one or more types of ground cereals such as wheat, rice, barley, oats, rye, corn, millet, sorghum, and buckwheat. Additionally, processing materials may include beans, starchy roots (taro, sweet potato, or cassava), or starchy stems; oilseeds with a lower ratio. Components must meet quality and food safety requirements as stipulated.
- Processing and drying must be carried out to minimize nutritional losses, particularly protein quality.
- Moisture content of the product must comply with GMP principles for each specific product group. Moisture content must be limited to prevent microbial growth while ensuring minimal nutritional loss of the product.

1.3. Nutrient Component
1.3.1. Protein content
The chemical index of protein in raw materials must reach at least 80% of the standard casein or the PER of protein in the mixture must reach at least 70% of the standard casein. Only L-form amino acids can be added to the product in appropriate ratios to improve the nutritional value of the protein mixture.

The forms of mineral supplements added to processed cereal-based foods for children aged 6 to 36 months as prescribed by the Ministry of Health. 2. Ingredients optional
In addition to the ingredients specified in Clause 1.1, Part II of this Standard, other suitable ingredients may be used for children aged 6 to 36 months.
Only L(+) lactic acid-producing microorganisms may be used.
If the product contains honey or maple syrup, the processing must ensure the destruction of spores Clostridium botulinum.

4. Requirements 3. NATIONAL UNIVERSITIES ARE SUBJECT TO STATE MANAGEMENT BY THE MINISTRY OF EDUCATION AND TRAINING, THE MINISTRY OF SCIENCE AND TECHNOLOGY, OTHER MINISTRIES AND SECTORS, AND PEOPLE'S COMMITTEES AT ALL LEVELS WHERE NATIONAL UNIVERSITIES ARE LOCATED, WITHIN THE SCOPE OF THEIR FUNCTIONS AS PROVIDED BY THE GOVERNMENT AND IN COMPLIANCE WITH LAWS. for products when used
- When prepared according to the usage instructions on the label, cereal-based foods must be suitable for spoon feeding for appropriate age groups (6 to 36 months).
- Crisp bread (rusks) and biscuits can be used in their dry form to encourage chewing or can be used in liquid form by mixing with water or other suitable liquids, having a similar consistency to dry cereals.
5. Irradiation treatment and using partially hydrogenated fats
- Products and raw materials for production shall not be treated with ionizing radiation.
- Partially hydrogenated fats shall not be used for these products.
6. Food Additives
Food additives used in cereal-based nutritional products for children aged 6 to 36 months as prescribed by the Ministry of Health.
7. Contaminants 7.1. Residues of Plant Protection Products
Products must be processed according to Good Manufacturing Practices (GMP) to eliminate residues of plant protection products (used in production, storage, or handling of raw materials/components). In cases where technical reasons still result in residues, their levels must be minimized to comply with current regulations.
7.2 Heavy Metals
According to QCVN 8-2:2011/BYT National Technical Regulation on Limits of Heavy Metal Contamination in Foods.
7.3 Toxins

9. Labeling
The labeling of cereal-based nutritional products for children aged 6 to 36 months must comply with the provisions of Government Decree No. 89/2006/NĐ-CP dated August 30, 2006 on Product Labels, guiding documents, and relevant laws.

1Sampling shall be conducted according to the guidance provided in Circular No. 16/2009/TT-BKHCN dated June 2, 2009 of the Ministry of Science and Technology on State Quality Inspection of Goods Circulating in the Market; Circular No. 14/2011/TT-BYT dated April 1, 2011 of the Ministry of Health on General Guidelines for Sampling Food for Supervision, Quality Control, and Food Safety Inspection, and other relevant legal provisions.

2Technical requirements stipulated in this Standard shall be tested according to the methods in the Appendix of this Standard (these methods are not mandatory, alternative equivalent testing methods may be used). law; a) Technologies and methods researched for the first time in Vietnam;
In cases where it is necessary to test indicators not covered by testing methods in this Standard, the Ministry of Health will specify based on currently recognized domestic or international methods.
Cereal-based nutritional products for children aged 6 to 36 months must be declared compliant with the provisions of this Standard before import, production, and domestic sale.
8.2. Domestic-produced TNP1 explosive must declare compliance according to Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 28/2012/TT-BKHCN) and Circular No. 02/2017/TT-BKHCN dated March 31, 2017, issued by the Minister of Science and Technology amending and supplementing certain provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 02/2017/TT-BKHCN).
1. Declaration of compliance with technical regulations
1.1. The procedures, steps, and formalities for declaring compliance are carried out in accordance with Government Decree No. 38/2012/NĐ-CP dated April 25, 2012 detailing certain provisions of the Law on Food Safety, Circular No. 19/2012/TT-BYT dated September 11, 2012 of the Ministry of Health guiding the declaration of compliance and conformity with food safety regulations, and other relevant laws.
1.2. 2. Quality Inspection
Quality inspection and food safety checks for cereal-based nutritional products for children aged 6 to 36 months must be conducted in accordance with legal provisions.

IV. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
1. Organizations and individuals producing, importing, and trading processed nutritional products from cereals for children from 6 to 36 months must declare compliance with technical regulations set forth in this Standard, register the declaration of compliance with competent state management authorities according to the分级授权,确保质量、安全,并符合法律规定的要求进行标签。

Organizations and individuals may only produce, import, and trade processed nutritional products from cereals for children from 6 to 36 months after completing the registration of the declaration of compliance and ensuring quality, safety, and appropriate labeling in accordance with the provisions of the law.
V. IMPLEMENTATION
1.The Food Safety Administration shall take the lead and coordinate with relevant functional agencies to guide the implementation and organization of the enforcement of this Standard.
2. Based on management requirements, the Food Safety Administration has the responsibility to recommend the Ministry of Health to amend and supplement this Standard.
3. In cases where standards and legal provisions cited in this Standard are changed, supplemented, or replaced, they shall be implemented in accordance with the relevant legal document.
