Issuing the Regulation on Foreign Language Proficiency Tests
Article 2. Effectiveness of enforcement According to the Six-Level Foreign Language Proficiency Framework for Vietnam
Pursuant to the Education Law dated June 14, 2005; the Law Amending and Supplementing Certain Provisions of the Education Law dated November 25, 2009;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 1 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;
Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Implementing Decision No. 1400/QĐ-TTg dated September 30, 2008 of the Prime Minister approving the Project "Teaching and Learning Foreign Languages in the National Education System for the period 2008-2020";
At the proposal of the Director of the Quality Management Department;
The Minister of Education and Training issues this Circular on the Regulation on Foreign Language Proficiency Tests according to the Six-Level Foreign Language Proficiency Framework for Vietnam.
Clause 4 of Article 6Attached to this Circular is the Regulation on Foreign Language Proficiency Tests according to the Six-Level Foreign Language Proficiency Framework for Vietnam.
Article 2. This Circular takes effect from November 15, 2017.
Article 3. The Director of the Office, the Director of the Quality Management Department, Heads of units related to the Ministry of Education and Training; Directors of provincial education and training departments; Directors of universities and academies; Principals of university-level institutions; Heads of foreign language training establishments within the national education system, relevant units and individuals are responsible for implementing this Circular./.
