Circular No. 23/2019/TT-BGDĐT amends and supplements certain provisions of the Regulation on Managing Going Abroad of Officials, Civil Servants, and Employees under the Ministry of Education and Training. Amend and supplement certain provisions of the Regulation on managing going abroad of officials, civil servants, and employees issued together with Circular No. 17/2014/TT-BGDĐT dated May 26, 2014 of the Minister of Education and Training as follows:No. This Circular guides the functions, tasks, powers and organizational structure of District Health Centers in districts, towns, urban districts, and cities under provinces and cities directly governed by the central government (referred to collectively as District Health Centers).No. In consideration of the proposal of the Director of the International Cooperation Department,June 2024;1. Amend Point c Clause 1, Article 2 as follows:
"c) The head of the unit is a civil servant or employee working at enterprises under the direct management of the Ministry of Education and Training, which are wholly owned by the State."
2. Amend and supplement Clause 5 into Article 3 as follows:, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ,No. Heads of units, directors of projects, programs under the Ministry of Education and Training; heads of units directly under the Ministry of Education and Training; chairmen of university councils, chairmen of school councils of higher education institutions directly under the Ministry of Education and Training; heads of enterprises wholly owned by the State and directly managed by the Ministry of Education and Training may participate in no more than two (2) times each year in planned delegations when the content is consistent with their professional fields, except for cases where they join accompanying or following delegations as required by superiors, perform international cooperation tasks, engage in international negotiations due to work requirements, and other cases approved by the Minister of Education and Training; do not send more than one delegation to work at the same time, place, and event invited by the same partner.June 2024;3. Amend and supplement Clause 2, Clause 3, Clause 4, and add Clause 5 into Article 4 as follows:
a) Amend and supplement Clause 2, Clause 3, Clause 4 as follows:
"2. Delegations led by leaders of the Ministry to officially visit and work with countries; attend international conferences, forums, negotiations, inter-governmental meetings within the framework of international agreements and treaties to which Vietnam is a member.
3. Delegations attending international conferences, forums, negotiations, inter-governmental meetings within the framework of international agreements and treaties to which Vietnam is a member; short-term training courses; cultural exchange activities, summer camps, international sports events, and competitions.
4. Delegations conducting surveys, exchanging experiences; negotiating and working within the framework of signed cooperation projects; participating in international education fairs, exhibitions in the plans of programs and projects, or other activities within the field of education."
"5. Civil servants and employees attending international conferences, forums, negotiations, inter-governmental meetings; short-term training courses; cultural exchange activities, summer camps, international sports events, and competitions."
4. Add Article 4a after Article 4 as follows:
"Article 4a. Provisions on the number, duration, and detailed composition of delegations
1. For delegations in the form prescribed in Clause 1, Article 4, the number of participants, duration of work, purpose, content, and program of work shall be based on the approved project plan by the competent authority.
2. For delegations in the forms prescribed in Clauses 3, 4, and 5, Article 4 of this Circular, the number of participants, duration, purpose, content, and program of work shall be based on the project plan reviewed and decided by the head of the agency or unit with authority to ensure the effectiveness of the mission."
5. Add Clause 4, Clause 5 into Article 8 as follows:
b) Add Clause 5 as follows:
"4. For civil servants and employees who do not hold leadership positions and go abroad individually, they must submit a report on the results of their mission to the head of the agency or unit responsible for managing civil servants and employees going abroad.
5. Before December 20th each year, units must submit a report on the management of delegations, summarizing the results of overseas missions, the number of signed documents during the missions (if any), and the implementation of the results of the missions to the Ministry of Education and Training."
"1. Delegations must comply with information confidentiality regulations as stipulated in the Law on Protecting State Secrets and related regulations."
7. Amend and supplement Clause 9, Article 10 as follows:
"9. Summarize and report to the leadership of the Ministry on the annual situation of delegations of the Ministry of Education and Training before December 31st."
8. Add Appendix 2a: Report on Management of Delegations.
Replace the phrase "International Cooperation Department" with "International Cooperation Bureau" throughout this Circular.
This Circular takes effect from February 10, 2020.
6. Amending and supplementing Clause 1 Article 9 as follows:
"1. The outgoing delegation must comply with the information confidentiality regime in accordance with the provisions of the Law on State Secrets Protection and related regulations."
7. Amend and supplement Clause 9 of Article 10 as follows:
"9. Summarize and report to the Ministry's leadership on the annual situation of the outgoing delegations of the Ministry of Education and Training before December 31."
8. Add Appendix 2a: Report on Outgoing Delegation Management.
Article 2. Replace the phrase "International Cooperation Department" with the phrase "International Cooperation Agency" throughout this Circular.
Article 3. This Circular takes effect from February 10, 2020.
Article 4. The Head of the Office, the Director of the International Cooperation Department, the Heads of units under and affiliated with the Ministry of Education and Training; relevant organizations and individuals shall be responsible for implementing this Circular.
