Amending and Supplementing Certain Articles of Circular No. 122/2021/TT-BCA

dated December 21, 2021 by the Minister of Public Security on the responsibilities of public security units and localities in the work of building the mass movement for safeguarding national security and social order

Based on the People's Public Security Law No. 37/2018/QH14, amended and supplemented by Laws Nos. 21/2023/QH15, No. 30/2023/QH15, No. 38/2024/QH15, No. 52/2024/QH15, and Law No. 86/2025/QH15;

Based on Decree No. 02/2025/NĐ-CP dated February 18, 2025 by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Public Security, amended and supplemented by Decree No. 11/2025/NĐ-CP dated July 1, 2025 by the Government;

In accordance with the proposal of the Director of the Department for Building Mass Movement to Safeguard National Security and Social Order;

The Minister of Public Security promulgates this Circular amending and supplementing certain articles of Circular No. 122/2021/TT-BCA dated December 21, 2021 by the Minister of Public Security on the responsibilities of public security units and localities in the work of building the mass movement for safeguarding national security and social order.

Article 1. Amend and Supplement Article 2

“Article 2. Scope of Application

This Circular applies to: units under the Ministry of Public Security; provincial public security (hereinafter referred to collectively as provincial public security); district, ward, special zone public security (hereinafter referred to collectively as local public security).”

Article 2. Amend and Supplement Article 16

“Article 16. Responsibilities of the Planning and Finance Department

Coordinate with the Department for Building Mass Movement to Safeguard National Security and Social Order, relevant units in reviewing, reporting to the leadership of the Ministry for examination and approval of funds for implementing the mass movement for safeguarding national security and social order; guide units and localities in preparing budgets, managing, using, and settling accounts for funds to ensure the implementation of tasks related to building the mass movement for safeguarding national security and social order in accordance with laws on state budget, accounting laws in the field of public security and public order.”

Article 3. Amend and Supplement Paragraph 3 of Article 17

“Paragraph 3. Mainly coordinate and cooperate with the Department for Internal Political Security, the Economic Security Department, and relevant units to propose regulations on uniform attire for protection forces at government agencies and enterprises in accordance with laws.”

Article 4. Amend and Supplement Paragraph 2 of Article 32

“3. “2. Direct the force to guide related work content concerning fire prevention, firefighting, rescue operations; train and educate personnel on fire prevention, firefighting, rescue operations in accordance with laws on fire safety and rescue.”

Article 5. Add Article 35a after Article 35

“Article 35a. Responsibilities of the National Data Center

Mainly coordinate and cooperate with the Department for Building Mass Movement to Safeguard National Security and Social Order, and relevant units in directing, guiding, inspecting, urging, and organizing the implementation of the Ministry's policies on building the mass movement for safeguarding national security and social order in the fields of managing, operating, utilizing, sharing, connecting, and interlinking national databases with specialized databases; ensuring the security and safety of the national integrated database system; preventing and combating violations of data laws.”

“Article 35a. Responsibilities of the National Data Center

Shall be in charge and coordinate with the Department for Building Mass Movement to Safeguard National Security and related units to direct, guide, inspect, urge, and organize the implementation of the Ministry of Public Security's policies and plans concerning the mass movement to safeguard national security through management, operation, utilization, sharing, interconnection, and linkage of the national database with specialized databases; ensuring the security and safety of the national integrated database system; preventing and combating acts that violate data laws.

Article 6. To add paragraph 6 after paragraph 5 of Article 38.

"6. Summarize, evaluate, and assess the results of specialized topics in the field of building the mass movement for safeguarding national security and homeland defense."

Article 7. Amend and supplement certain paragraphs of Article 40

1. Amend and supplement paragraph 4 as follows:

"4. Direct and guide the training, political education, legal education, and professional training for forces participating in maintaining public safety and order at the grassroots level, and organizations of the masses participating in maintaining public safety and order at the grassroots level."

2. Amend and supplement paragraph 5 as follows:

"5. Organize the implementation of mass work and statistical reporting by the police station according to regulations. Apply measures to mobilize the masses within the district to safeguard national security, maintain public order and safety, combat crime and violations of laws related to national security, public order, and social safety."

3. Add paragraph 6 after paragraph 5 as follows:

"6. Summarize, evaluate, and assess the results of specialized topics in building the mass movement for safeguarding national security and homeland defense; review, recommend rewards to competent authorities for collective and individual outstanding achievements in building the mass movement for safeguarding national security and homeland defense within the scope of responsibility."

Article 8. Replace, delete, and amend certain terms at Articles 3, 5, 8, 9, 10, 13, 15, 16, 17, 18, 26, 31, 33, 34, 38, 40

1. Replace the term "police station, neighborhood protection force, community defense force" with the term "forces participating in maintaining public safety and order at the grassroots level" in paragraph 2 of Article 3, paragraph 7 of Article 5, and paragraph 5 of Article 38.

2. Replace the term "police station, neighborhood protection force" with the term "forces participating in maintaining public safety and order at the grassroots level" in paragraph 5 of Article 8.

3. Replace the term "township" with the term "special zone" in paragraph 7 of Article 8.

4. Replace the term "units directly under the Ministry" with the term "units belonging to the Ministry's organs" in paragraph 1 of Article 9.

5. Replace the term "units directly under the Ministry of Public Security" with the term "units belonging to the Ministry's organs" in Article 10.

6. Replace the term "neighborhood protection force, community defense force" with the term "forces participating in maintaining public safety and order at the grassroots level" in paragraph 1 of Article 17.

7. Replace the term "neighborhood protection force" with the term "forces participating in maintaining public safety and order at the grassroots level" in paragraph 2 of Article 17.

8. Replace the term "police station, neighborhood protection force, community defense force" with the term "forces participating in maintaining public safety and order at the grassroots level" in Article 18.

9. Replace the term "police station, neighborhood protection force" with the term "forces participating in maintaining public safety and order at the grassroots level" in paragraph 2 of Article 31, paragraph 2 of Article 33, and paragraph 2 of Article 34.

10. Replace the term "Anti-crime and social evil prevention steering committee at this level" with the term "Steering committee for implementing the mass movement for safeguarding national security" in paragraphs 1 and 2 of Article 38, and paragraphs 1 and 3 of Article 40.

11. Amend the title of Article 9 as follows:

“Article 9. Responsibilities of the Ministry's Office”.

12. Amend the title of Article 13 as follows:

“Article 13. Responsibilities of the Political Work Bureau”.

13. Amend the title of Article 15 as follows:

“Article 15. Responsibilities of the Ministry's Inspectorate”.

14. Amend the title of Article 26 as follows:

“Article 26. Responsibilities of the Office of the Investigative Police Authority”.

15. Delete the phrase "District Public Security Bureau" in Clause 3, Article 3 and the phrase "Head of the District Public Security Bureau" in Clause 1, Article 40.

Article 9. Implementation Provisions

1. This Circular shall take effect from April 20, 2026.

2. Abolish Article 39 of Circular No. 122/2021/TT-BCA dated December 21, 2021, issued by the Minister of Public Security.

3. Delete the phrase "district" in Point a, Clause 4, Article 6 and the phrase "submit to the District Public Security Bureau for consolidation" in Clause 2, Article 8 of Circular No. 14/2024/TT-BCA dated April 22, 2024, issued by the Minister of Public Security on detailed provisions of certain articles of the Law on Forces Participating in Safeguarding National Security and Order at the Grassroots Level.

Article 10. Implementation Responsibilities

1. The Director of the Office for Building Mass Movements to Safeguard National Security and Social Order shall be responsible for monitoring and urging the implementation of this Circular.

2. Heads of units under the Ministry of Public Security, Directors of Provincial Public Security Bureaus, and relevant organizations and individuals are responsible for implementing this Circular.

In the course of implementing this Circular, if any difficulties arise, relevant units, local public security authorities, organizations, and individuals shall report to the Ministry of Public Security (through the Office for Building Mass Movements to Safeguard National Security and Social Order) for timely guidance./.
