JOINT CIRCULAR
Guidelines for Implementing Subsidies for Health Workers in Communes and Medication Allowances for Border and Remote Island Communes
- Administrative Committee of the Viet Bac, Northwest Autonomous Region

________________________

Respectfully submitted to:

- Administrative Committees of Son La, Lai Chau, Lao Cai, Ha Giang, Cao Bang, Lang Son, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Ninh, Hai Phong Provinces.
To implement Directive No. 104-TTg/VG dated August 23, 1965 of the Prime Minister on strengthening health work under new circumstances, the Ministry of Health and the Ministry of Finance jointly issued Circular No. 02-LB/TT dated January 10, 1966, stipulating subsidies for commune health workers and partial medication allowances for highland communes. This policy facilitates the establishment of commune health facilities in highland communes while they are unable to establish communal health funds.

Currently, some border and remote island communes still face difficulties in establishing commune health facilities. To assist these communes in advancing health work to better serve production and combat operations, upon the request of several localities, the Ministry of Health and the Ministry of Finance decide as follows:

     1. In border and remote island areas, where communes actually face difficulties similar to those of highland communes, the provincial administrative committee shall examine and decide on the local budget subsidizing living expenses for commune health workers and medication allowances for communes according to the provisions in Joint Circular No. 02-LB/TT dated January 10, 1966.

     2. For communes that have established health funds but cannot fully cover the two aforementioned allowances, the local budget will subsidize the shortfall based on each commune's health fund capacity.

Example: Commune X receives three subsistence allowances for commune health workers (25 dong x 3) and 150 dong for medication (one-time allowance) monthly. The commune health fund can only cover 15 dong per subsistence allowance and 100 dong for medication monthly. Therefore, in the first year, the provincial budget needs to provide additional support to Commune X as follows:

- Subsistence allowance for commune health workers (10 dong x 3 x 12 months):

360 dong

- Medication allowance:

410 dong

50đ

Total:

From the second year onwards, depending on the situation of Commune X's health fund, the provincial budget will only provide support if deemed necessary for the subsistence allowance for commune health workers, not for medication.

     3. During the implementation of the above allowance system, administrative committees at all levels shall take active measures to establish communal health funds as soon as possible.

This circular takes effect from the date of issuance.
