DECISION OF THE PRIME MINISTER

Regarding the approval of the Master Plan for Construction of the Vung Tau Urban Area,

Province of Ba Ria - Vung Tau until 2020

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Construction Law dated November 26, 2003 and Decree No. 08/2005/NĐ-CP dated January 24, 2005 of the Government on planning for construction;

Considering the proposal of the Minister of Construction (report No. 54/TTr-BXD dated July 28, 2005) and the People's Committee of Ba Ria - Vung Tau Province (document No. 5112/UBND-VP dated September 7, 2005) on the approval of the revised Master Plan for Construction of the Vung Tau Urban Area,

DECISION:

Article 1. Province of Ba Ria - Vung Tau until 2020, with the following main contents:

1. Scope and scale: including the entire administrative boundary of the city with a total area of 14,012 hectares.

2. Nature: It is the economic, cultural, public service center and an important hub for exchanges in the Southeast region, in the Southern Key Economic Region, and in the province of Ba Ria - Vung Tau; it is a tourism, maritime service, port development, and oil and gas service center at the national level; it has a significant position regarding security, defense, and marine environmental protection.

3. Population Scale:

- By 2010: the total population of the city will be approximately 350,000 people, of which the urban population will be about 320,000 people.

- By 2020: the total population of the city will be approximately 500,000 people with a rate of urbanization of 100%.

4. Scale of construction land:

- By 2010: the scale of construction land will be approximately 5,467 hectares with a standard of 156 square meters per person, of which residential land will be about 2,744 hectares with a standard of 78 square meters per person.

- By 2020: the scale of construction land will be approximately 9,903 hectares with a standard of 198 square meters per person, of which residential land will be about 4,640 hectares with a standard of 93 square meters per person.

5. Orientation for urban spatial and architectural landscape development:

a) Urban development direction:

+ West-Northwest direction, along the western coast connecting to the Long Son - Go Gang area: develop industry, ports, and satellite cities of the city;

+ East-Northeast direction: develop coastal tourism and satellite cities in the eastern area of Long Hai and Phuoc Tinh, connecting to the coastal tourist area of Ba Ria - Vung Tau;

+ North direction: ecological protection zone of rivers and tidal flats, the outer periphery of the city, and connecting between the two cities of Vung Tau and Ba Ria.

b) Functional zoning:

- Residential areas (2,565 hectares) include:

+ Central urban area (south of the airport area): located in wards 1, 2, 3, 4, 5, 6, 7, 8, and Thang Tam ward (630 hectares) will be renovated, improved, and strictly managed in terms of planning, architecture, and preservation of historical and architectural landscapes of value, with a population of about 160,000 to 180,000 people.

+ New development areas:

Chi Linh - Phuoc Thang area (1,060 hectares, including Chi Linh - Rach Ba; Rach Ba - Cau Chay; Cau Chay - Ong Tu) located in wards 9, 10, 11, and Thang Nhat ward, developed according to comprehensive planning and projects with high-rise residential areas, with a population of about 190,000 to 210,000 people.

Gateway Ecological Area - North Phuoc Thang located in ward 12 (250 hectares), developed with low-rise residential areas suitable for coastal areas, protecting natural ecosystems, with a population of about 22,000 to 25,000 people.

Long Son area located on Long Son Island (375 hectares), developed with high and low-rise residential areas and agricultural village models, with a population of about 50,000 to 60,000 people.

Go Gang area located on Go Gang Island (250 hectares), developed with low-rise residential areas, with a population of about 25,000 people, of which the fishing community area will have about 8,000 to 10,000 people.

- Tourist and leisure areas (1,150 hectares) include:

Bãi Trước - Bãi Sau - Biển Đông (220 hectares) and Chi Linh - Cua Lap (470 hectares); entertainment area Vung Tau - Paradise (200 hectares); eco-tourism lake Cua Lap (260 hectares).

In addition, exploit natural scenic areas such as Cua Lap Lake and forest parks: sand dune area, mangrove forest along route 51C (110 hectares), Nui Lon Forest Park (610 hectares), Nui Nho (198 hectares) and Nui Nu (240 hectares); combine exploitation of Long Son Village; exploit the Cua Lap wetland ecosystem (4,109 hectares).

- Industrial, warehouse, and port areas (1,710 hectares):

+ Ben Dinh Marine Service Industrial Zone (30 - 50 hectares);

+ Dong Xuyen Industrial Zone (160 hectares);

+ Long Son Industrial Zone (500 - 600 hectares) including: oil refinery (400 hectares), auxiliary industrial zone (100 hectares), shipbuilding and repair zone (100 hectares);

+ Local small-scale industry zone in Phuoc Thang (160 hectares);

+ Fishing port, fish market, and seafood processing zone in Go Gang (approximately 250 - 300 hectares, including land for future development);

+ Local industrial zone near Dong Xuyen Industrial Zone (30 hectares);

+ Comprehensive Port Sao Mai - Ben Dinh (245 hectares);

+ Oil and Gas Service Port and Industrial Zone Ben Dinh (100 hectares);

+ Cat Lo Port (50 hectares);

+ Cu Lau Oil Depot (15 hectares).

- System of urban centers (272 hectares) includes:

+ Administrative, cultural, commercial, and tourism service center of the city (90 hectares) located in the Bãi Trước area connected to Route 51B;

+ New urban center Chi Linh - Phuoc Thang as a commercial, cultural, sports, and tourism center (110 hectares) located at the beginning of Route 51B;

+ Comprehensive service center (42 hectares) located on Long Son Island;

+ Regional centers including: Ben Dinh, Chi Linh, Ward 7, Ward 10, and Light House as public service centers for residential areas (30 hectares).

- Specialized centers (258 hectares) include:

+ Commercial and financial services, banking, trade fairs, and conference center (125 hectares) located in the existing Vung Tau Airport area (to be implemented after 2010);

+ Training center including private universities, community colleges, and tourism schools (50 hectares) located in the new urban area of Phuoc Thang;

+ Medical and health resort center including hospitals and resorts located in the new urban area of Phuoc Thang and tourist areas;

+ Aviation service center (30 hectares) located in Go Gang;

+ Specialized office areas (53 hectares) located in Phuoc Thang;

+ National defense and security areas (120 hectares) maintained in size and location; supplemented with 40 hectares to locate Naval Unit 125 on Long Son Island.

- Green space, water bodies, and park system (640 hectares) including:

+ Buau Trung Cultural and Sports Park (230 hectares);

+ Buau Sen Cultural Park (60 hectares);

+ Rach Ba Park and reservoir (100 hectares);

+ Central Long Son Park (180 hectares).

In addition, there is a system of green spaces and parks located within eco-tourism areas and forest parks.

+ Development reserve and urban periphery area: including the outskirts of the city and expanding beyond the city limits to connect with the Ba Ria - Phu My urban cluster, including Long Son Island, Phuoc Co area, outskirts of Ba Ria town, and Long Hai - Phuoc Tinh area, with the function of developing satellite cities, industry, buffer zones, ecology, and tourism development.

c) Regarding architecture and urban landscape:

- Heritage architecture conservation area and restricted development zone (central urban area): reduce building density, increase green space area, raise average building height, preserve and enhance valuable architectural works, combine with protecting important scenic areas such as Big Mountain, Small Mountain, Front Beach, Back Beach.

- Landscape conservation area, natural conservation area, and saline wetland areas: retain the existing Long Son residential area (village on the island combined with preserving the saline wetland, agricultural land, and aquaculture in the East-Southeast part of the island); Phuoc Co area is a preserved saline wetland estuary area with the function of being a green buffer zone for the city.

- New development area: develop modern, high-rise architecture with reasonable setbacks, combining green spaces along axes 51B, 51C, and in new residential areas.

6. Orientation for the planning and development of technical infrastructure structure

a) Transportation:

- Road traffic for external connections

Renovate and expand National Highway 51 to a six-lane scale; construct a highway from Ho Chi Minh City to Vung Tau with a scale of four to six lanes; complete the Ha Dong - Phuoc Tien route and bridge over Lake Cu Lap to Long Hai - Phuoc Tien.

- Railways

Construct passenger and cargo railway connecting Vung Tau with Bien Hoa - Ho Chi Minh City; build the central station of Vung Tau at the Ben Dinh Canal area.

- Air transport

After 2010, construct the new Vung Tau airport at Go Gang, which will be a civil-military dual-use airport with a runway length of 2.0 kilometers and an area of approximately 250-300 hectares. Convert the current airport land use function into a new city commercial center.

- Waterway:

+ Upgrade and improve existing ports along the Dinh River; construct new fishing port and anchorage area for boats and ships to shelter from storms at Go Gang Island;

+ Invest in constructing the integrated Saomai - Ben Dinh Port;

+ Construct a logistics wharf for Con Dao in the Cat Lo port area;

+ Construct the Long Son Port as a specialized port serving the Long Son Industrial Zone;

+ Upgrade the tourist passenger wharf in the Front Beach area.

- Internal road traffic

Adjust the city's road network based on the General Plan approved in 1993, with longitudinal, transverse, and ring roads forming a complete network.

- Key indicators:

+ Land area for transportation: 1,833 hectares, of which 670 hectares for external transportation; 1,163 hectares for urban transportation with an indicator of nearly 24 square meters per person; main road density about 2.7 kilometers per square kilometer;

+ The proportion of land for urban transportation accounts for 25% of the city's construction land, of which static transportation is 2.5%.

- Major transportation facilities:

+ Intersections between ring roads and national highways, expressways are different level intersections. Expand same-level intersections between major urban streets and central green islands and directional islands;

+ Construct bridges: connecting the inner city with Go Gang and Long Son Islands and from Long Son to Cai Me - Phu My Port;

+ Construct a new inter-provincial bus terminal near the Ong Tu intersection (5 hectares), renovate the existing terminal into a public transportation hub and parking lot.

b) Technical preparation for land:

- Land selection direction: lakes and ponds within the city are restored and connected to large culverts to drain water out through Ben River. Restore and plant casuarina trees on coastal sand dunes to green the city and create windbreaks against sand intrusion from the coast. Limit the construction of high-rise buildings in some saline inundation areas.

- Ground leveling solution: ground elevation suitable for each area and urban functional zone; ensure good surface drainage, no flooding, and no landslides in construction areas. Slope greater than or equal to 0.4%. Excavate Sen Pond, Trung Pond, Ben River Pond, and Cu Lap Pond to create a water regulation reservoir combined with environmental scenery.

- Stormwater drainage solution:

+ Drainage system: the old city area already has a common stormwater and sewage drainage system, with stormwater pumping stations and treatment plants. In newly developed areas (including industrial zones), construct separate stormwater drainage systems;

+ The central area currently uses a common drainage system, aiming to upgrade and separate stormwater and sewage systems. Newly constructed areas have separate stormwater drainage systems, using covered canals, open canals, and some stormwater sewers along main roads;

+ Flood protection buffer zone along rivers is 50 meters.

c) Water supply:

- Water demand: initial phase (2010): 120,000 cubic meters/day; long-term phase (2020): 264,000 cubic meters/day.

- Water sources:

+ Utilize Dinh River water and Black Rock Lake water;

+ Major facilities: Dinh River Water Plant capacity 42,000 cubic meters/day; Black Rock Water Plant capacity 50,000 cubic meters/day (2005) and 100,000 cubic meters/day (2010). For the long term, use La Nga River water to supplement sufficient supply for Vung Tau City and meet agricultural and aquaculture water needs throughout the province.

d) Power supply:

- Electrical load: initial phase (2010) 171,206 kW; long-term phase (2020) 356,309 kW.

- Power source: national grid 220 kV and 110 kV:

+ Vung Tau area: construct the 220/110 kV Vung Tau substation and overhead 220 kV double-circuit power line from the Ba Ria power plant, location of the 220 kV substation at Chilinh. Initial capacity of the substation 2 x 125 MVA, long-term capacity 2 x 250 MVA.

+ Long Son area: directly supply electricity from the Ba Ria power plant, transmitted via a 110 kV overhead double-circuit power line to the 110/22 kV Long Son substation.

đ) Wastewater discharge and environmental sanitation

- Domestic wastewater:

+ Vung Tau area: construct two treatment plants: Ben River and Ca Khe Bridge;

+ Go Gang area: construct one treatment plant. Treated wastewater is discharged into the Dinh River.

+ Long Son Area: Construct two treatment stations for the urban area of Long Son and the oil and gas industrial zone. Domestic wastewater, after treatment, will be discharged into a branch of River Rang, while industrial wastewater, after treatment, will be discharged into River Ben Diep.

In the long term, treated wastewater will be reused for irrigation, street washing, and other needs.

- Industrial Wastewater:

+ Wastewater from factories and enterprises within the city must be locally treated to meet standard B limits before being discharged into the sewer system. In industrial zones, centralized treatment facilities must be constructed to meet standard A limits before discharging into the environment;

+ Hospital Wastewater: Must be locally treated and disinfected before being discharged into the urban drainage system.

- Environmental Sanitation:

+ Solid domestic waste: Construct a new treatment facility in Phuoc Hoa, Tan Thanh District (capacity of 400 m3/day). The Phuoc Co treatment facility will serve the inner city during the initial phase, and in the long term, it will be relocated outside the city;

+ Oil and gas industrial solid waste: Domestic solid waste will be transported to the Phuoc Hoa treatment facility; hazardous solid waste will be collected and treated at the oil and gas waste treatment plant in Phuoc Hoa;

+ Hospital solid waste with toxic properties must be locally treated using high-temperature incinerators;

+ Cemeteries: Concentrate on the new cemetery park being built in the northern part of Ba Ria City, which includes a crematorium. Existing cemeteries will cease operations and long-term plans should include relocation for urban development.

e) Measures to protect marine and mangrove forest ecosystems north of the Cay Khe River:

- Prohibit urban and industrial construction.

- Do not expand aquaculture areas.

- Develop eco-tourism activities in river-mouth-sea areas.

- Relocate the Ha Dang cemetery and implement solutions to clean up the Phuoc Co landfill site.

- Manage and prohibit exploitation of coastal wetlands along the Bien Hoa - Vung Tau expressway.

7. Initial Construction Planning and Priority Programs and Projects

a) Urban Central Area:

- Implement infrastructure projects such as external traffic routes, upgrade internal routes; prepare technical services, water supply, sewage treatment, and environmental sanitation for the inner city.

- Renovate the old market center and tourist square; complete the new market center and commercial center in Ward 7; renovate public service facilities.

- Invest in constructing a cable car for tourism between Large Mountain and Small Mountain; complete the tourist centers at Bai Truoc and Bai Sau, and Baau Sen Park.

b) Chi Linh - Phuc Thang Area:

- Construct residential and central areas in Chi Linh.

- Construct and complete the main urban axis 51B.

- Construct Rach Ba Park and Buau Trung Sports Park.

- Complete infrastructure construction and attract investment in the Dong Xuyen Industrial Zone.

- Invest in constructing a coastal tourism area in Chi Linh - Cuu Lap.

c) Peripheral Areas:

- Construct a section connecting Vung Tau City and the new provincial administrative center in Ba Ria City along the Ho Chi Minh City - Vung Tau expressway.

- Construct Go Gang Bridge connecting the Phuc Thang area with Go Gang Island.

- Prepare to invest in infrastructure for seafood processing and fishing communities in Go Gang.

- Construct industrial infrastructure on the western side of Long Son Island and a new residential area.

- Prepare land conditions and key infrastructure systems to receive the oil refining project in Long Son.

Article 2. People's Committee of Ba Ria - Vung Tau Province:

- Approve the design adjustment file for the General Plan of Vung Tau City until 2020.

- Announce to the public for knowledge, inspection, and implementation; organize the implementation of the plan according to the provisions of the law.

- Issue regulations on managing the General Plan for Construction of Vung Tau City until 2020.

- Coordinate with relevant ministries and sectors to organize detailed planning, specialized construction planning, and implement urban development investment projects according to the provisions of the law.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Chairman of the People's Committee of Ba Ria - Vung Tau Province, the Minister of Construction, and the Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies involved shall be responsible for implementing this Decision./.
