DECISION OF THE PRIME MINISTER
Regarding the list of State secrets classified as Top Secret and Highly Confidential in the Finance sector

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Protection of State Secrets dated December 28, 2000;
Pursuant to the Decree No. 33/2002/NĐ-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on Protection of State Secrets;
Considering the proposal of the Minister of Finance and the Minister of Public Security,
DECISION:
Article 1. State secrets in the Finance sector classified as Top Secret b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:
1. Documents and data submitted to the Government, Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).the Standing Committee of the National Assembly, the National Assembly, the Politburo Secretariat, and the Political Bureau for reporting or requesting directives on policies for drafting the state budget concerning national defense, security, national reserves, and foreign borrowing and repayment.
2. Documents and data on troop numbers, specialized assets serving national defense and security; detailed figures on the draft budget, allocation, and settlement of expenditures from the state budget for national defense and security.
3. Information on national financial reserves (gold, silver, precious stones, rare metals, foreign currency) that have not been or will not be disclosed.
4. Special important guidelines and directives of the Party and the State on finance that have not been or will not be disclosed.
Article 2. State secrets in the Finance sector classified as TOP SECRET b) Explanation and calculation of cost components and profit of Electricity Corporation i, including:
1. Plans for preparing negotiations on international integration in the field of finance, and preparing agreements signed between our country and other countries regarding financial cooperation (including debt repayment).
2. Documents and data on foreign loans and aid to Vietnam in the fields of national defense and security and other fields that have not been disclosed.
3. Long-term plans for national reserves, absolute figures on stockpiles of various materials and goods in national reserves.
4. Information transferred from foreign countries or international organizations to Vietnam related to combating drug trafficking, weapons smuggling, and money laundering from cross-border drug and weapon trafficking, which according to the transferring party's request should not be disclosed.
5. Organization of operations to combat smuggling or illegal transportation of goods, foreign exchange, and Vietnamese currency across borders; combating fraudulent trade practices and money laundering through smuggling or fraud.
6. Network systems and secret bases along with files and documents related to the network of secret bases and informants of the anti-smuggling investigation force under customs.
7. Opinion on directives from Party and State leaders regarding special budgets for national defense (national protection strategy) and national security.
8. Information on the export and import of weapons and equipment serving national defense and security.
9. News, documents, and plans for coordination in the customs sector with relevant sectors to protect national interests, sovereignty, and security.
10. Case files handled by customs units that have not been disclosed.
11. Summaries of post-clearance inspections that have not been disclosed.
12. Pricing schemes for strategic goods managed by the government within the Prime Minister's authority that have not been disclosed.
Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette and shall replace the following Decisions:
Decision No. 157/1998/QĐ-TTg dated September 3, 1998 of the Prime Minister on the list of secrets in the finance sector;
Decision No. 209/TTg dated April 6, 1995 of the Prime Minister on the list of State secrets in the customs sector;
Decision No. 187/TTg dated April 20, 1994 of the Prime Minister on the list of State secrets in the national reserve sector.
Article 4. The Minister of Finance and the Minister of Public Security shall be responsible for guiding and supervising the implementation of this Decision.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
