Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Ethnic Minority Education,
The Minister of Education and Training issues this Circular promulgating the Khmer Language Program at the elementary and lower secondary levels.
Article 1. Attached to this Circular is the Khmer Language Program at the elementary and lower secondary levels.
Article 2. This Circular takes effect from September 7, 2014. The Khmer Language Program at the elementary and lower secondary levels attached to this Circular is an elective subject and serves as the basis for compiling textbooks and organizing Khmer language instruction for Khmer ethnic students.
Article 3. The Head of the Office, Directors of the Departments of Ethnic Minority Education, Elementary Education, Secondary Education, Heads of relevant units under the Ministry of Education and Training, Directors of provincial Departments of Education and Training, Heads of general education schools are responsible for implementing this Circular.
