Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 29/2012/NĐ-CP dated April 12, 2012 of the Government on recruitment, utilization, and management of civil servants;
Pursuant to Decree No. 40/2014/NĐ-CP dated May 12, 2014 of the Government on the use and promotion of individuals engaged in scientific and technological activities,
The Minister of Science and Technology and the Minister of Home Affairs issue this Joint Circular stipulating the code number and criteria for the position titles of scientific and technological professionals.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Joint Circular stipulates the code number and criteria for the position titles of scientific and technological professionals.
2. This Joint Circular applies to scientific and technological professionals working in public service units and other organizations and individuals related thereto.
Article 2. Code Number and Classification of Position Titles for Scientific and Technological Professionals
1. The position titles of scientific and technological professionals include: research scientist group and technology group.
2. The research scientist group includes:

Article 3. General Professional Ethics Standards for Scientific and Technological Professionals
1. Demonstrate high responsibility towards assigned tasks, always comply with laws; strictly fulfill all obligations of a civil servant in professional activities.
2. Honesty, unity, having a spirit of inquiry, cooperation, creativity, readiness to absorb and learn new things, self-improvement, awareness of protecting state secrets about science and technology, ensuring national defense and security.
Chapter II
OCCUPATIONAL STANDARDS
Article 4. Senior Researcher (Class I) - Code: V.05.01.01
1. Duties:
a) Directly conducting, proposing, and leading the implementation of national-level, ministry-level, and provincial-level scientific and technological tasks of ministries, sectors, and localities; proposing solutions and organizing guidance, monitoring, and evaluating the application of research results in practice;
b) Conducting research, proposing, and participating in building policies, orientations, plans for the development and application of science and technology at the national, sectoral, and local levels. Participating in consulting national-level, ministry-level, and provincial-level scientific and technological tasks;
c) Organizing professional direction, guiding principal researchers, researchers, research assistants, and collaborators to participate in implementing scientific and technological tasks;
d) Participating in teaching or guiding scientific research for doctoral students, master's students, and undergraduate students at training institutions;
đ) Leading and participating in organizing domestic and international conferences, seminars, academic activities, compiling reports on research results, and preparing materials to widely disseminate and apply research results in practice.
2. Qualifications regarding education and training:
a) Having a doctoral degree or higher in the relevant field of study;
b) Having a foreign language proficiency level of B2 according to Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the six-level foreign language competence framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Holding a certificate for senior researcher training (Class I).
3. Qualifications regarding professional expertise and skills:
a) Proficient in the Party and State’s policies on economic and social development, strategic orientation for national science and technology development, industry, and locality. Understanding the achievements and trends in science and technology progress both domestically and internationally related to the research field;
b) Possessing the ability to conduct deep research in the specialized field and interdisciplinary research within the professional domain; proposing, advising, and resolving strategic issues at the central and local levels; the ability to summarize practical experience, build, and present strategic research reports in important scientific conferences and seminars; the ability to gather and organize capable individuals to undertake scientific and technological tasks, and the ability to integrate scientific research with education and production;
c) Having research experience, independent thinking, creativity, combining theoretical research with practical experience, experience in collaborating with scientists and international scientific and technological organizations in the specialized field; possessing in-depth knowledge in the specialized field suitable for assigned tasks and broad knowledge in related fields;
d) Having led or participated in at least one national-level scientific and technological task (or led at least two ministry-level or provincial-level scientific and technological tasks) successfully completed at a satisfactory level, and participated in at least two ministry-level or provincial-level scientific and technological tasks successfully completed at a satisfactory level; or being the author or co-author of at least one monograph and the author of at least one scientific article published in an international journal with an ISSN number (or at least six scientific articles published in specialized journals in Vietnam included in the list of specialized journals for converting scientific works when assessing eligibility for professor and associate professor positions of the State Council for Professor Titles);
đ) A professional who is promoted from the title of principal researcher (Class II) to senior researcher (Class I) must have held the title of principal researcher (Class II) or equivalent for a minimum of six years, including at least two years in the most recent period holding the title of principal researcher (Class II).
Article 5. Senior Researcher (Class II) - Code: V.05.01.02
1. Duties:
a) Lead the implementation of scientific and technological tasks at the ministry level, provincial level, or participate in implementing national-level scientific and technological tasks;
b) Lead the organization of research groups and provide professional guidance to researchers, research assistants, and collaborators on the content of scientific research and technology development;
c) Be responsible for resolving major issues in assigned scientific and technological tasks; write reports on research results, application procedures, compile materials to widely disseminate and effectively apply research outcomes to serve production and daily life; organize guidance, monitoring, and evaluation of the application of research results in practice;
d) Participate in formulating policies, plans, and measures to implement scientific and technological activities at the ministry, sector, and local levels and within the unit; participate in organizing scientific conferences and specialized academic activities; participate in consulting scientific tasks; participate in teaching and guiding science for graduate students and university students at training institutions;
2. Qualifications regarding education and training:
a) Hold a Master's degree or higher in a relevant field of study;
b) Possess a foreign language proficiency level of B1 according to Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Hold a certificate for senior researcher (Class II) training;
3. Qualifications regarding professional expertise and skills:
a) Proficiently understand the Party and State's policies on economic and social development, scientific and technological development, achievements and trends in scientific and technological development, important scientific and technological advancements domestically and internationally related to the research field; proficiently understand the content of management, research methods, information processing, and assessment of scientific and technological task results;
b) Proficiently understand and skillfully apply scientific research theories and methods; have in-depth knowledge in a relevant field suitable for assigned tasks and foundational knowledge in related fields;
c) Have the ability to propose and determine research directions on scientific and technological issues. Possess independent and creative thinking, the ability to absorb, research, and apply research results to practice. Have the ability to gather research staff and organize task implementation and resolve emerging issues from practice; have the ability to summarize practical experiences, build and present scientific research reports in specialized conferences and seminars at the ministry and sector levels; have the ability to organize domestic academic activities and participate in international academic activities;
d) Have led at least one scientific and technological task at the ministry or provincial level (or led at least two scientific and technological tasks at the institutional level) successfully completed with satisfactory results and participated in at least one scientific and technological task at the ministry or provincial level successfully completed with satisfactory results; or be part of the author group of at least one monograph and the author of at least three scientific articles published in domestic specialized journals included in the list of specialized journals used for converting scientific work points when assessing eligibility for professor and associate professor titles by the State Council for Professor Titles;
đ) A staff member promoted from the title of Researcher (Class III) to the title of Senior Researcher (Class II) must have held the title of Researcher (Class III) or equivalent for a minimum of nine years, including at least two years in the most recent period holding the title of Researcher (Class III).
Article 6. Researcher (Class III) - Code: V.05.01.03
1. Duties:
a) Lead the implementation of scientific and technological tasks at the institutional level or higher, or participate in scientific and technological tasks at the ministry or provincial level;
b) Directly conduct research, participate in investigative and survey activities, serve research purposes, and guide and inspect assistants in performing assigned research and experimental contents; participate in specialized academic activities;
c) Write comprehensive reports on scientific and technological tasks, compile materials and information to disseminate and widely apply research results in practice.
2. Qualifications regarding education and training:
a) Hold a bachelor's degree or higher in a relevant field of study;
b) Possess a foreign language proficiency level of B2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Hold a certificate for researcher training (Class III).
3. Qualifications regarding professional expertise and skills:
a) Understand the policies, guidelines for economic and social development, scientific and technological development by the Party and State; general economic and social conditions and practical requirements for the research field; achievements and trends in scientific and technological development, significant domestic and international scientific and technological advancements related to the research field; management content, research implementation methods, information processing, and evaluation of scientific and technological research results;
b) Proficiently use, operate, and maintain equipment and materials used in research, and comply with labor safety and hygiene regulations related thereto;
c) Possess the ability to research and apply research results in practice; organize and connect capable researchers to carry out specific scientific and technological tasks; construct and present assigned scientific research reports, and participate in scientific conferences and seminars within the research field;
d) Have participated in at least one ministry or provincial-level scientific and technological task (or lead at least one institutional-level scientific and technological task) that has been accepted at a satisfactory level; or be the author or co-author of at least one scientific article published in a specialized domestic journal included in the list of specialized journals used to calculate points for scientific works when assessing eligibility for professor or associate professor titles according to the National Council for Professor Titles (applicable for promotion from assistant researcher (Class IV) to researcher (Class III));
e) A staff member promoted from assistant researcher (Class IV) to researcher (Class III) must have held the assistant researcher (Class IV) position or equivalent for a minimum of three years.
Article 7. Assistant Researcher (Class IV) - Code: V.05.01.04
1. Duties:
a) Perform tasks supporting research, participate in investigations and surveys, or assist in processing and summarizing information and data within the assigned scope;
b) Assist higher-ranking research positions in implementing research activities.
2. Qualifications regarding education and training:
a) Hold a college diploma or higher in a relevant field of study;
b) Possess a foreign language proficiency level of A1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
3. Qualifications regarding professional expertise and skills:
a) Understand basic content regarding the direction and tasks of scientific research and technological development in the industry and unit;
b) Understand fundamental research methods, basic research tools, and basic procedures for conducting research activities; how to use, operate, and maintain equipment and materials used in research;
c) Possess foundational theoretical knowledge about the assigned research field.
Article 8. Senior Engineer (Class I) - Code: V.05.02.05
1. Duties:
a) Lead or participate in directing the construction and proposing solutions to implement national strategies, plans for research and application, and technological development at the national, ministry, sector, and local levels; technical schemes and economic-technical feasibility studies for major economic-technical projects at the ministry and sector levels;
b) Lead or participate in organizing the review of technical schemes and economic-technical feasibility studies for projects within the engineering specialty. Lead or participate in evaluating initiatives and appraising, inspecting technological outcomes from scientific and technological tasks; applying scientific and technological progress to production and daily life; participate directly or lead in implementing national, ministry, and local scientific and technological topics, projects, and tasks; lead or participate in summarizing experiences regarding management and research and development activities in ministries, sectors, and localities; propose supplementary policies and solutions as appropriate;
c) Participate in building objectives, contents, programs, and training plans to enhance the qualifications of human resources in science and technology within the industry. Compile and edit materials and textbooks for training and enhancing human resource qualifications in science and technology. Participate in teaching advanced courses for principal engineers, engineers, and technicians in the assigned engineering specialty;
d) Organize and direct the implementation of plans, ensuring that projects and programs are completed on schedule, safely, with quality, and yielding practical socio-economic benefits;
đ) Identify, adjust, or recommend halting technical activities and technology deployment that contravene current national technical procedures and standards;
e) Exploit and apply advanced imported technologies directly; quickly adopt modern technical achievements to create breakthroughs in technology and production organizational structures. Collaborate with domestic and foreign partners to carry out national-level scientific and technological tasks and special scientific and technological tasks;
2. Qualifications regarding education and training:
a) Hold a master's degree or higher in the engineering or technology field;
b) Having a foreign language proficiency level of B2 according to Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the six-level foreign language competence framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Possess a certificate for senior engineer training (Class I);
3. Qualifications regarding professional expertise and skills:
a) Profoundly understand the Party and State's policies on economic and social development, strategic orientations for science and technology development in general, and the direction and tasks for science and technology development in the specific industry; be well-informed about production conditions and technological levels generally and within the specific industry; thoroughly grasp and promptly follow scientific and technological achievements and development trends both domestically and internationally, as well as significant scientific and technological advancements;
b) Have in-depth knowledge of the assigned engineering specialty and basic knowledge of related engineering specialties; have extensive understanding and experience in developing, applying, and deploying technology within the assigned economic-technical scope;
c) Possess independent and creative thinking abilities and methods for handling complex economic-technical issues related to the assigned specialty. Be capable of assembling competent individuals in science and technology activities, organizing and directing task implementation and summarizing practical experiences; possess the ability to connect organizations and individuals engaged in science and technology activities with businesses;
d) Have participated in at least one national-level scientific and technological task (or led at least one ministry or provincial-level scientific and technological task) successfully completed at a satisfactory level, and led at least two successful institutional-level scientific and technological tasks;
đ) A staff member promoted from the position of principal engineer (Class II) to senior engineer (Class I) must have held the position of principal engineer (Class II) or equivalent for a minimum of six years, including at least two years in the most recent principal engineer (Class II) position.
Article 9. Senior Engineer (Class II) - Code: V.05.02.06
1. Duties:
a) Establish and direct the implementation of assigned technical tasks to ensure the continuous operation of the process for developing, applying, and deploying technology; scientific and technological tasks that affect the technological development of the unit and the industry;
b) Propose technological solutions, improve production structures, directly apply advanced domestic and imported technologies to create new competitive products on the market, meeting socio-economic development requirements;
c) Lead scientific and technological tasks related to technological innovation, production process innovation, managing the main technological lines of the unit; lead the development of training programs, content to enhance professional skills, vocational expertise, and craftsmanship for workers and technicians of the unit and the industry;
d) Implement or direct the management of technology within the assigned scope (direct and appraise design work, develop technological solutions, procedures, technical regulations, technical norms, labor safety standards, product quality. Participate in compiling and researching to complete the system of technical standards and regulations of the unit and the industry. Participate in compiling lecture materials, editing documents, and teaching courses for vocational enhancement and improvement in the specialized technical field;
đ) Summarize, analyze, and evaluate the degree of completion and effectiveness of assigned technological solutions, propose supplementary, modifying, and perfecting measures as appropriate; identify and recommend adjustments or cessation of activities that contravene current technical procedures and regulations;
2. Qualifications regarding education and training:
a) Hold a bachelor's degree or higher in a technical or technological field;
b) Possess a foreign language proficiency level of B1 according to Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Possess a certificate for senior engineer (Class II) training;
3. Qualifications regarding professional expertise and skills:
a) Profoundly understand the Party and State's policies on socio-economic development, the direction and tasks of scientific and technological development of the industry and the unit; achievements and trends in scientific and technological development, significant scientific and technological advancements domestically and internationally relevant to the specialized field and the unit;
b) Have in-depth knowledge in the assigned technical field and foundational knowledge in a related field; understand general socio-economic conditions and the production situation, technological level of the industry and the unit; have knowledge of economics and a deep understanding of the operational procedures for developing, applying, and deploying specialized technology; be proficient in methods of organizing and directing the implementation of assigned technical tasks and labor safety regulations;
c) Possess the ability to work independently, think creatively, and coordinate to accomplish tasks and summarize practical experiences; have the ability to connect scientific and technological organizations and individuals with enterprises;
d) Have led at least one ministry-level or provincial-level scientific and technological task achieving satisfactory results or participated in at least two ministry-level or provincial-level scientific and technological tasks achieving satisfactory results;
đ) A staff member promoted from the title of Engineer (Class III) or equivalent to the title of Senior Engineer (Class II) must have held the Engineer (Class III) title or equivalent for a minimum of 9 (nine) years, including at least 2 (two) years in the most recent period holding the Engineer (Class III) title.
Article 10. Engineer (Class III) - Code: V.05.02.07
1. Duties:
a) Establish and direct the implementation of assigned technical tasks to ensure the regular activities of the process of developing, applying, and deploying technology;
b) Lead scientific and technological tasks within the specialized field;
c) Implement or direct the management of technology within the assigned scope, participate in compiling and researching to complete the system of norms and technical standards of the technology sector;
2. Qualifications regarding education and training:
a) Hold a bachelor's degree or higher in a technical or technological field;
b) Possess a foreign language proficiency level of B2 (A2) as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;
c) Having computer skills meeting the basic standard for information technology usage according to Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications stipulating the Standard for Information Technology Usage Skills;
d) Hold a certificate for engineer training (Class III).
3. Qualifications regarding professional expertise and skills:
a) Understand the Party and State's policy on socio-economic development, the direction and tasks of scientific and technological development of the industry and unit; the general socio-economic situation, achievements, and trends in scientific and technological development, important scientific and technological advancements domestically and internationally related to the industry and unit;
b) Be well-versed in the content, management procedures, and methods of organizing and implementing scientific and technological tasks at the unit. Be familiar with the objects affected by science and technology within the scope of operation, labor safety regulations, and hygiene;
d) Have led at least one grassroots-level scientific and technological task that has been accepted at a satisfactory level or participated in at least two such tasks that have been accepted at a satisfactory level (applicable for promotion from the Technical Officer (Class IV) title to the Engineer (Class III) title);
đ) A staff member promoted from the Technical Officer (Class IV) title to the Engineer (Class III) title must have held the Technical Officer (Class IV) title or equivalent for a minimum of three years.
Article 11. Technical Officer (Class IV) - Code: V.05.02.08
1. Duties:
a) Perform regular technical and technological tasks according to a specific procedure;
b) Manage the technological process within the assigned scope under the guidance of a higher-ranking technology position;
2. Qualifications regarding education and training:
a) Hold a college degree or higher in a technical specialty;
b) Possess a foreign language proficiency level of A1 as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training regarding the six-level foreign language competency framework for Vietnam;
c) Possess basic information technology skills in accordance with Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications regarding Basic Information Technology Skill Standards;
3. Qualifications regarding professional expertise and skills:
a) Understand the basic contents of the direction and tasks of production development and technological innovation of the industry and unit;
b) Have theoretical knowledge in a technical specialty, capable of skillfully performing routine technical tasks;
c) Be familiar with technical processes, technical regulations, technical standards, norms, safety techniques, and labor protection.
Chapter III
IMPLEMENTING PROVISIONS
Article 12. Effective Date
1. This Circular takes effect from December 1, 2014.
2. This Circular replaces Decision No. 11/2006/QĐ-BNV dated October 5, 2006, issued by the Minister of Home Affairs on the issuance of professional standards for technical staff positions in the field of science and technology.
3. Abolish the provisions concerning the list of technical staff positions related to the field of science and technology included in the List of Civil Service Ranks and Technical Staff Positions issued together with Decision No. 78/2004/QĐ-BNV dated November 3, 2004, by the Minister of Home Affairs.
Article 13. Implementation Organization
1. This Circular serves as the basis for the recruitment, utilization, and management of technical staff in the field of science and technology in public service units.
2. Non-public sector organizations, institutions, and units may apply these provisions for recruitment, utilization, and management of personnel.
1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.
1. The Minister, head of a ministry-level agency; head of an agency under the Government; Chairman of the People's Committee of provinces, cities directly under the Central Government shall be responsible for implementing this Circular.
2. During the implementation, if there are difficulties or obstacles, please report to the Ministry of Science and Technology for consolidation and coordination with the Ministry of Home Affairs to examine and resolve them./.
