Article 2. This Circular comes into effect from December 29, 2016, replacing Circular No. 32/2014/TT-BGDĐT dated September 25, 2014 of the Minister of Education and Training on the Program for Training the Professional Skills of Educational Inspection Collaborators.

A. OBJECTIVES AND REQUIREMENTS
I. Objectives
To serve as a basis for training professional skills, improving the quality and effectiveness of activities of educational inspection collaborators, contributing to strengthening the team and meeting the requirements of reform in the organization and operation of educational inspections.
II. Requirements
1. Knowledge: Mastering certain legal provisions on inspection, examination, handling complaints, addressing accusations, preventing corruption, and administrative violations in the field of education.
2. Skills: Forming and enhancing necessary skills to participate in performing inspection, examination, complaint handling, accusation addressing, anti-corruption, and administrative violation handling tasks in the field of education.
3. Attitude: Enhancing awareness of compliance with laws, responsibility for the role of educational inspection collaborators, meeting the requirements of state management functions in the context of comprehensive and fundamental education reform in Vietnam.

a) Contents of internal audits: As specified in Circular No. 51/2012/TT-BGDĐT dated December 18, 2012, issued by the Minister of Education and Training, regarding the organization and operation of internal audits in higher education institutions and secondary vocational schools.
b) Contents of inspections: Fulfillment of assigned tasks by the inspected objects.
3.4. Develop an annual internal audit and inspection plan according to the process.
3.5. Internal audit activities
Internal audit activities as prescribed in Circular No. 51/2012/TT-BGDĐT dated December 18, 2012, issued by the Minister of Education and Training, regarding the organization and operation of internal audits in higher education institutions and secondary vocational schools, and other laws on auditing.

E. IMPLEMENTATION ORGANIZATION
I. Forms, methods, evaluation of training results, issuance of certificates, and training materialsồ1. Forms, methods of training
1.1. Training conducted centrally at the training institution or at the locality, unit.
1.2. In the case of organizing training classes at the locality or unit, the following procedures shall be implemented:
a) The Department of Education and Training or the unit requiring training shall submit a written request to organize training at the locality or unit to the training institution;
b) The training institution shall prepare the necessary conditions for training and submit a written application to open a training class at the locality or unit to the Ministry of Education and Training;
c) The Ministry of Education and Training shall examine and inspect the conditions for training and approve the opening of a training class at the locality or unit.
1.3. Training methods combine theory, practice, exchange, and answering questions in class, self-study, and practical studies at various units.
2. Requirements, evaluation of training results, and issuance of certificates
2.1. The course must ensure the duration and content of the training program. Participants must grasp the content of the program, acquire basic skills in inspection and supervision activities; they will be evaluated through essays and practical studies at two levels: satisfactory and unsatisfactory.ứ2.2. Participants who complete the required duration and content of the training program, have essays and practical studies evaluated as satisfactory, and attend at least 80% of the prescribed hours shall be issued a certificate by the head of the training institution.
3. Training materials
3.1. These materials should be practical and operational, compiled in an open structure to allow the training institution and lecturers to regularly supplement and update new contents from relevant legal documents related to inspection and supervision activities, practical experiences in inspection and supervision, and management activities into the lecture content.
3.2. The Ministry of Education and Training shall take the lead in organizing the compilation and review of one set of training materials for common use by all training institutions.

Training institutions include the Institute of Educational Management, Ho Chi Minh City School of Educational Management, and other higher education institutions assigned tasks for training by the Ministry of Education and Training.

1. a) Assigning training tasks for inspection officers to other higher education institutions according to Article II Part E of this Program; terminating the training task of the training institution when it fails to meet the conditions for organizing training for inspection officers;
b) Approving the training institution's request to open training classes at localities and units according to Point 1.2 Clause 1 Section I Part E of this Program;
c) Compiling and reviewing training materials according to Point 3.2 Clause 3 Section I Part E of this Program;
1.3. Inspect, supervise the organization of training for inspection officers;
1.4. Regularly summarize, report, propose, and adjust training content when necessary.
